Slovene officials are sharing experiences with the Serbian Police in a CEP project

Centre for European Perspective (CEP) is preparing a training entitled »Creating an Ethical Work Environment« in cooperation with the Ministry of the Interior of the Republic of Slovenia and the Ministry of the Interior of the Republic of Serbia. This is the first CEP training for the Police of the Republic of Serbia and is intended for the Serbian Border Police. It will take place from 7 to 10 December 2009 in Belgrade, Serbia.

The objective of the training is to transfer Slovene good practices in the field of ethical work environment, which would enable effective fight against corruption. Border policemen from Slovenian Border Police and the expert from the Slovenian Police Academy will present to the participants Slovene experiences, working methods and possibilities for improvement of current practices. Participants and trainers will look for ways to stimulate ethic work of policemen as well as rewarding of such work and they will also try to identify key managerial skills, by which the key commanding police officers can stimulate and give good examples to the policemen in order to prevent the corruption. The representatives of the Commission for the Prevention of Corruption of Slovenia, which will also take part at the training, will present an integrity plan (including a risk assessment) as an effective method for corruption prevention.

Participants of the training will be 25 key commanding border police officers, who control movement of persons, services, goods and capital at different Serbian border crossings. There are big differences between border crossings in practice, since some of the Serbian neighbouring countries are already some years members of the EU (Hungary), some are new EU member states (Bulgaria, Romania) and most of them are still on their way  to the European Union. At the training there will also participate three officers from the Ministry of the Interior of the Republic of Serbia. Two of them give lectures at the Serbian Police Academy on Code of Ethics and the third is a Head of the Border Police Department.

The training aims at establishing ethical working environment at all border crossings of the Republic of Serbia by knowledge, skills and values, gained by the key commanding border police officers with the training. Therewith they will be able to effectively detect, prevent and combat corruption.

In 2010 CEP is planning to prepare similar trainings, adapted to the situations in Crime Investigation Police, General Police and Traffic Police.
