Republic of Kosovo is a young democracy. After building of its civil service system the country is now faced with the first reform of its Public Administration. The process of Public Administration reform is accompanied by re-organization of public administration that is denoted by clearer distribution of work and competencies among ministries and among public servants inside particular ministry and government offices. The 8th training will be implemented in from of a study visit in May 2010 in Slovenia and is dedicated to a job classification system in public administration.

"Intercultural challenge" was a gymnasiums community-wide contest aimed at encouraging the young from BiH to develop ideas for promotion of intercultural dialogue and understanding amongst cultures. Groups of students from different parts of BiH belonging to different ethnic groups applied with their project proposals, aimed at overcoming the segregation among ethnic lines, which is still embedded into the education system of BiH. The winning project – "Fair of Resemblance" – was selected by the special Selection Committee and winning team from Vaso Pelagić Gymnasium, Brčko, BiH, was conferred an award (a language course with homestay twin in Oxford) on a special ceremony which took place in Mostar in November 2009.

CEP has received a request from the Serbian Ministry of Interior, which is asking Slovenia for a comprehensive risk assessment of the anti-corruption practices of its police. Based on the assessment results, the Serbian Ministry of Interior would like CEP to conduct a training programme for the key commanding police officers. Effectively trained commanding police officers will lead to improved state of affairs in the area of anti-corruption, which is also one of the preconditions for full visa liberalization that is foreseen for January 1^st 2010. Council of the European Union namely demands efficient implementation of the legal solutions for the fight against organized crime and corruption, including the provision of sufficient financial and human resources.

Project started on the initiative of the Ministry of Foreign Affairs of the Republic of Macedonia who estimated that Center for European Perspective would be able to provide a training project on the EU negotiations for their senior officials. 

Greater regional trade integration in the Western Balkans and its trade cooperation with other European countries represent an important basis for trade growth and economic development of the region. Regional trade must be strengthened and steps must be taken to bring about change in bilateral free trade relations and to promote multilateral trade relations within the region and with the EU and EFTA. Without such measures facilitating trade, it is possible that the region will fail to achieve its objective of integrating with the EU and will probably not be politically stabile.

 

Training titled “The International Negotiations - Techniques and Skills” will be organized on the initiative of the Kosovo Ministry of the Public Services by the Centre for European Perspective in the cooperation with independent experts on the negotiations and public speaking techniques. It will take place in Pristine, from 15 to 18 September 2009.

The numerous challenges the world is facing today are themselves greatly affected by the global economic crisis, which has raised profound questions about our current economic and financial systems, subjecting the existing geopolitical arrangements to new consideration. Currently in its fourth year, the Bled Strategic Forum will be addressing many of these interdependent economic and geostrategic issues. The underlying theme permeating this year's event will be relations between the Euro-Atlantic community and Russia.

Slovenia in cooperation with Austria, Germany and Hungary established the “ESDP Training Programme for SAP Countries” in an effort to keep the countries participating in the Stabilisation and Association Process informed about the developments of the European Security and Defence Policy (ESDP). The Training Programme, designed to stretch over the period of three years and encompassing four modules annually, is aimed at providing civilian and military officials from Albania, Bosnia and Herzegovina, Croatia, Macedonia, Montenegro and Serbia with a thorough knowledge on ESDP history, policy, structure and operations.

Since the Kosovo public administration faces quite big and constant fluctuation of its employees the 6th Training Course of the project Efficient and Effective Kosovo Public Services that will be held form 12 to 15 May 2009 in Jable, Slovenia is focusing on the Human Resources Management in Public Administration and how to motivate public servants to retain their jobs.
