PRESS RELEASE: Assistance to Montenegro on EU accession negotiations 2016 in Chapter 9 - Financial Services

ceplogorgbIn the scope of the project “Assistance to Montenegro in negotiations on accession to the EU-2016”, Mr Tomaž Rotovnik, advisor of the Bank of Slovenia, prepared a technical assistance training for the personnel of Central Bank of Montenegro on internal governance and risk management in banks.

In the period of adapting legislation for the EU accession on Chapter 9 – Financial Services, Montenegro needs to pay special attention to CRD IV requirements (Basel 3) in the area of internal governance and risk management in banks. The seminar addressed the requirements of EU regulations in the field of establishing internal governance schemes in banks in detail, including:
- the process of assessing adequate internal capital in banks
- the risk management process,
- the role of functions of internal control,
- stress tests,
- remuneration policies,
- supervisory methodologies for banks’ internal governance organization review.

Seminar participants - mostly banking supervisors and regulators - are in addition to theoretical concepts and requirements of current EU rules also familiarized with practical examples of the current banking practices home and abroad. The seminar was very interactive and allowed participants to debate on a number of questions related to the current issues of banks’ risk management development and the associated regulatory framework. The purpose of the seminar was thereby achieved, as seminar participants were provided with new guidelines on how to transfer the directive into national law or regulations, as well as with policies in the field of bank supervision in this area.

The project presents a part of the CEP program activities financed by the Ministry of Foreign Affairs in the scope of international development cooperation.


mrss znak manjsiSPOROČILO ZA JAVNOST: Pomoč Črni gori pri pogajanjih o pristopu k EU 2016 poglavje 9 – Finančne storitve

V okviru projekta CEP »Pomoč Črni gori pri pogajanjih o pristopu k EU-2016« je dne 3. in 4. oktobra 2016 Tomaž Rotovnik, svetovalec Banke Slovenije, izvedel tehnično pomoč pri usposabljanju uslužbencev Centralne banke Črne gore na področju internega upravljanja in upravljanja tveganj v bankah.

Črna gora mora namreč v obdobju prilagajanja zakonodaje zaradi pristopa k EU v poglavju 9 – Finančne storitve posebno pozornost nameniti zahtevam direktive CRD IV (Basel 3) na področju internega upravljanja in upravljanja tveganj v bankah. Seminar je podrobno obravnaval zahteve EU predpisov na področju vzpostavljanja internih ureditev upravljanja v bankah, vključno:
- s procesom ocenjevanja ustreznega internega kapitala v bankah,
- s procesi upravljanja tveganj,
- z vlogo funkcij notranjih kontrol,
- s stres testi,
- s politikami prejemkov,
- z nadzorniškimi metodologijami za pregledovanje ureditev internega upravljanja banke.

Udeleženci seminarja, večinoma bančni nadzorniki in regulatorji, so se poleg teoretičnih konceptov in zahtev aktualnih predpisov EU seznanili tudi s praktičnimi primeri obravnavanih vsebin iz aktualne bančne prakse doma in v svetu. Seminar je bil zelo interaktiven ter je omogočal slušateljem razpravo na podlagi številnih vprašanj v zvezi z aktualno problematiko razvoja upravljanja tveganj v bankah ter pripadajočega regulativnega okvira. Namen seminarja je bil s tem dosežen, saj so udeleženci seminarja pridobili nove usmeritve na področju prenosa obravnavane direktive v nacionalno zakonodajo oziroma regulativo ter usmeritve na področju nadzora bank na tem področju.

Projekt je del programskih aktivnosti CEP, ki jih financira Ministrstvo za zunanje zadeve Republike Slovenije iz sredstev za mednarodno razvojno sodelovanje.
