In the framework of the project “Supporting BiH on its way to the EU”, Centre for the European Perspective (CEP), in cooperation with the Directorate for European Integration of Bosnia and Herzegovina (DEI), carried out the fourth workshop on selected chapters of the acquis for civil servants, working at competent authorities, with Slovenian experts sharing their experiences and good practices in the field of conflict of interest, especially in its regulation, detection and prevention.

The workshop took place between 16 and 17 November 2020.

The two-day online workshop, moderated by Ms Katja Geršak, Executive Director of Centre for European Perspective (CEP), began with the introductory remarks by H.E. Ms Zorica Bukinac, Ambassador of the Republic of Slovenia in Bosnia and Herzegovina and Ms Maja Rimac Bjelobrk, Assistant Director in Division for Communication and Training in the Field of European Integration at the Directorate for European Integration, Bosnia and Herzegovina, who remarked upon the importance of the theme of the workshop and emphasized the need for the reform of the legislation for the regulation of conflict of interest.

The importance of this topic was also mentioned in the European Commission working document ‘Bosnia and Herzegovina Report 2020’ accompanying the Communication from the Commission to the European Parliament, the Council, the European Economic and Social Committee and the Committee of the Regions from 6 October 2020. The document states that Bosnia and Herzegovina is at an early stage with public administration reform and judiciary reform, but has made no progress in adopting a comprehensive law on prevention of conflict of interest, in line with international standards. Monday sessions focused on the ‘Regulation of conflicts of interest’ by Mr Roman Prah, AC and Integrity consultant and on ‘Detection and prevention of conflict of interests’ by Mr Gregor Pirjevec, Anti-Corruption expert.

Sessions of the second day focused on best practices and Bosnian system of conflict of interest prevention and practical recommendations by Dr Jure Škrbec, Certified Fraud Examiner (CFE) and case studies presented by Mr Prah, Mr Pirjevec and Dr Škrbec.

Dr Škrbec presented the best practices and legislative solutions from the region and beyond and compared them with BiH practice and their legislation. Through the prepared case studies of different circumstances of conflict of interest, the workshop participants were then led to find the best solution to the cases.

The aim of the project is to provide training for civil servants, working at competent authorities at all levels of the Government of Bosnia and Herzegovina, and therefore contribute to advanced knowledge of civil servants working in the field of European integration. The inclusion of BiH into the European integration processes is one of the priorities set out in the basic guidelines of BiH’s foreign policy. The four trainings provided were focused on topics highlighted by the Directorate for European Integration of BiH as priority areas in the period 2019 and 2020.

In the framework of the project “Supporting BiH on its way to the EU”, the Centre for the European Perspective (CEP), in cooperation with the Directorate for European Integration of Bosnia and Herzegovina (DEI), is conducting the fourth workshop in selected chapters of the acquis for civil servants, working at competent authorities. The two-day training, which will be conducted virtually due to the coronavirus pandemic, is taking place between 16 and 17 November 2020 on the topic of conflict of interest.

The aim of the project is to provide training for civil servants, working at competent authorities at all levels of the Government of Bosnia and Herzegovina, and therefore contribute to advanced knowledge of civil servants working in the field of European integration. The inclusion of BiH into the European integration processes is one of the priorities set out in the basic guidelines of BiH’s foreign policy. The trainings provided will be focusing on topics highlighted by the Directorate for European Integration of BiH as priority areas in the period 2019 and 2020. These are topics related to the chapters of the acquis communautaire: 2 – Freedom of movement for workers, 3 – Right of establishment and freedom to provide services, 10 – Information society and media, 19 – Social policy and employment, and 23 – Judiciary and fundamental rights.

Slovenian experts will share experiences and good practices in the field of conflict of interest, especially in its regulation, detection and prevention.

The third training in the framework of the project “Supporting BiH on its way to the EU”, the Centre for the European Perspective (CEP), in cooperation with the Directorate for European Integration of Bosnia and Herzegovina (DEI), successfully concluded on 6 November 2020.

Due to the coronavirus pandemic, the workshop took place virtually between 5 and 6 November 2020 on the topic of cybersecurity. H.E. Ms. Zorica Bukinac, Ambassador of the Republic of Slovenia in Bosnia and Herzegovina and Ms. Maja Rimac Bjelobrk, Assistant Director, Division for Communication and Training in the Field of European Integration, Directorate for European Integration, Bosnia and Herzegovina officially opened the event, emphasizing the importance of capacity building for civil servants working in the field of European integration. The inclusion of BiH into the European integration processes is one of the priorities set out in the basic guidelines of BiH’s foreign policy.

The training provided focused on Chapter 10 – Information society and media of the acquis communautaire. This was one of the topics highlighted by the Directorate for European Integration of BiH as priority areas in the period 2019 and 2020. Slovenian experts from the National Cyber Security Incidence Response Center shared experiences and good practices in the field of cybersecurity. Mr. Gorazd Božič raised the importance of cyber-security incident-response, history of CERT/CSIRT, and international cooperation (TF-CSIRT, Trusted Introducer, FIRST), EU approach (NIS Directive, Cyber-Security Act, role of ENISA, CSIRT Network and NIS Cooperation Group). He presented technical and human-resource requirements in setting up a CSIRT with national/governmental roles, development of technical skills, trainings and resources, exercises and CSIRT maturity levels, as well as incident-handling case-studies and scenarios with examples of “cookbooks” for various categories of incidents and taxonomy. Ms. Jasmina Mešić talked about the importance of effective communication and awareness-raising. She offered the example from Slovenian case study on how to plan and implement public campaigns on cybersecurity-related topics.

In the framework of the project “Supporting BiH on its way to the EU” the Centre for European Perspective (CEP) has implement its second training for selected chapters of the acquis communautaire which is intended for Bosnian civil servants. A two-day training was held on 11 and 12 September 2019 and covered topics related to the free movement of services – postal services. Next two workshops are planned for next year.

Slovenian expert of the Agency for Communication Networks and Services of the Republic of Slovenia (AKOS) outlined the basic legal framework within which postal services operate in the European Union and made it clear that the implementation depends largely on the organization of services in the country itself. Bosnia and Herzegovina must pay particular attention to its specificities in the process of adjustment of laws, as there is a larger number of actors and levels involved in the regulation and implementation of services, if compared to the other EU countries. Tariffs, principles of operation and control procedures were also discussed, while the largest part of the discussion was devoted to presentation of Slovenian practices of legislative adjustments, organization of services in Slovenia and the challenges they are still facing.

Workshop was attended by 27 representatives of ministries, agencies and postal companies from all parts of BiH, which is an added value of the project, which also seeks to encourage the cooperation of all relevant actors within the country.

In the framework of the project “Supporting BiH on its way to the EU” the Centre for European Perspective (CEP) will implement its second training for selected chapters of the acquis communautaire which is intended for Bosnian civil servants. A two-day training will be held on 11 and 12 September 2019 and will cover the topic of the free movement of services – postal services.

Slovenian experts will share experiences and good practices with their colleagues from BiH in the field of operation, liberalization and regulation of the postal services market.

The project is part of the CEP program activities financed by the Ministry of Foreign Affairs in the scope of international development cooperation.
