In the framework of the EU Connecting Europe Facility (CEF) “Readiness Of Slovenian E-Invoicing” Action (ROSE), local workshops are taking place under the title “Slovenia is ready to receive eInvoice in the EU standard”. Workshops have a goal of awareness-raising, education and training for all interested stake-holders. Implemented by the Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, ZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective, the workshops present the action and technical solutions, which prepare Slovenia for the receipt of the eInvoices in the European standard.
Events across Slovenia address the needs of the users and involve best practice presentation from eInvoicing experiences of the local contracting authorities and entities. Luka Koper d.d. participated at the workshop in Koper and HAKL IT d.o.o. contributed to the presentation in Maribor.
Upcoming workshops in Kranj (28 March 2018), Postojna (4 April 2018) and Celje (6 April 2018) will involve Bass d.o.o., Kovod Postojna d.o.o. and VASCO d.o.o.
Announcing the technical workshop and final conference
In the framework of the action, an additional technical workshop will take place in Ljubljana on 11 April 2018 in order to present ROSE Action to the specialized software solution providers (ERP systems, accounting software providers). The final conference will happen on 25 May 2018 in Portorož.

New rules of the EU in the field of digitalization, standardization and interoperability in eInvoicing are bringing significant changes. Positive effects that are foreseen are rationalization and simplification of eBusiness in the EU and automatization of eInvoicing, One of the key reforms is introduction of a new single eInvoice EU standard.
In order to prepare Slovenian market for the e-Invoicing Directive 2014/55/EU, that is binding for all public procurement obligors in the EU to receive eInvoice sent in the European standard, the implementers of the “Readiness of Slovenian eInvocing” Action (ROSE) developed an updated standard eSlog 2.0.
In order to get to know and understand the upcoming reforms, we kindly invite you to the workshop:
“Slovenia is ready to receive eInvoice in EU standard”
At the workshops one can get to know the upcoming reforms and technical solutions for the Slovenian eInvoicing market. New standard eSlog 2.0 will be introduced and practical presentation of the new National register of the eInvoices recipients will be demonstrated.

All public procurement obligors, IT companies, software solution providers, ePath providers and other interested stakeholders are invited to the workshop. Each workshop will also involve guest presenters from the local business environment.
A special technical workshop is devoted to the software solution providers (ERP systems and accounting software providers). Technical experts who developed ROSE solutions will demonstrate how to support eSlog 2.0 through the software solutions and to integrate National Register of the eInvoices recipients in the software solutions:

Steering Board of the “Readiness Of Slovenian E-Invoicing” (ROSE) Action just confirmed a new milestone reached in the framework of a year-long development of adjustments and technical solutions that will serve the future of the eInvoicing in Public Procurement in Slovenia in accordance with the e-Invoicing Directive 2014/55/EU. The milestone solution was reached by developing a new AS4 Access Point for eDelivery, which was already successfully passed a connectivity test with CEF digital portal.
Rok Bojanc, ZZI d.o.o., explains the impact of the access point: »When exchanging eInvoices, reliance and security are of crucial importance, which is why access points used for the exchange of documents among partners are important. Newly developed access point is based on AS4 protocol and ensures safe, secure and reliable exchange of eInvoices among partners.«
Save the date: ROSE Action Final Conference
Implementers of the ROSE Action are currently developing numerous technical solutions and services that will be presented at the ROSE Action Final Conference on 25 May 2018 in Portorož, Slovenia.
Workshops, delivered in cooperation with partners and companies from local communities are taking place across Slovenia in March and April. More details about workshops, agendas and applications can be found here.

In order to prepare the Slovenian market for the implementation of the e-Invoicing Directive 2014/55/EU, binding for all public procurement obligors in the EU to receive eInvoice sent in the European standard, the actors, involved in the “Readiness Of Slovenian E-Invoicing” (ROSE) Action issued an upgrade of the eSlog 2.0 standard. Various relevant stakeholders were involved in the preparation of the upgrade.
From today on, XML scheme of the new standard and mapping tables between eSlog 2.0 and eSlog 1.6, in order to enable translation between the two standards, are available at http://www.roseslovenia.eu/activities.html. Scheme and tables are supported by eSlog 2.0 documentation in Slovenian and English language for software solution and services providers to enable integration of the new eSlog standard into their solutions.
Dušan Zupancic, Chamber of Commerce of Slovenia, explains the importance of the newly developed standard: “The update of eSlog is EN 16931 compliant and follows the Directive 2014/55/EU rules. Firstly, the upgrade will enable receipt of eInvoices from the EU Members States in public administration and secondly, it will enable receipt in private sector. Slovenia is among the first EU countries that will implement national standard and eInvoicing infrastructure in accordance with the EU standard by 1 June 2018.”
Educational workshops continue in the spring
Partners consortium devotes speacial attention to informing and education the actors that are affected by a reform and organizes a series of educational workshops around Slovenia. In the upcoming months, they will be taking place in:

Workshop in Ljubljana will focus on technical aspects and will gather ERP solution providers and other actors who develop products and services for eInvoicing processes.

Slovenian obligors for public procurements are getting such exchange hub for eInvoices which will enable them to receive eInvoice in European standard, a requirement of the newly adopted Directive 2014/55/EU on eInvoicing.
The technical solution in the form of upgraded single entry and exit point is being implemented by the Public Payments Administration of the Republic of Slovenia for public procurement obligors, which are budget users. A brand new exchange hub is designed by ZZI d.o.o. for contracting authorities and contracting entities, which are not budget users, under the patronage of the Chamber of Commerce and Industry of Slovenia. Both solutions will be compatible, following the same concept of functioning and will thus be establishing a common system, taking into account interfaces with ERP providers who service both budget users as well as obligors who are not budget users. Both solutions will translate UN/CEFACT CII and UBL 2.1 syntax eInvoice into the new EN 16931 compliant Slovenian standard eSLOG 2.0 and will ensure visualisation of 2.0 eInvoice. In the transitional period, technical solutions will also generate conversions of eSLOG 2.0 eInvoice into eSLOG 1.6 eInvoice, which will ensure easier and smoother transition into novelties.
Informing stakeholders is among the key activities of the Action
In order to successfully implement the Directive 2014/55/EU in Slovenian public procurement market, the inclusion of the stakeholders and awareness raising is among the key priorities of the actors, involved in the ROSE Action. Workshops and lectures across Slovenia started in November 2017 and will be continued in January 2018. More details are available at www.roseslovenia.eu.

Pomurska Chamber of Commerce hosted a workshop entitled »Preparing for the EU standard of eInvoice« today in the framework of the “Readiness Of Slovenian E-Invoicing” (ROSE) Action in order to discuss the requirements of the European Directive on eInvoicing for Public Procurement (2014/55/EU) with 26 discussants.
The Directive and the new European standard for eInvoices bring some changes to the operations of budget users and an entirely new obligation for public companies and private law entities operating on the basis of special or exclusive rights in infrastructure-related activities. Therefore, the representatives of management, heads of financial services and officials responsible for procurement processes, are among the most interested workshop participants.
The partners of the ROSE Action, Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, ZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective, which are working on the preparation of the project and technical solutions for Slovenia in order to prepare it for the upcoming changes in the field of eInvoicing, briefed the participants on the new directive, the process and goals of ROSE Action, new EU standard and eSlog 2.0. standard, technical solutions for eInvoices reception and the single eInvoices recipients register.
