Skopje to Host Launch of Nursing and Midwifery Reform Project (2026–2028)

The second phase of the CEP project “Strengthening Education and Professional Regulation in Nursing and Midwifery in North Macedonia (2026–2028)” begins this April with a series of inaugural activities in Skopje. Over the next three years, the project will modernize nursing and midwifery education to align with EU standards, strengthen continuing professional development, and promote leadership and professional empowerment. It will also establish sustainable professional regulation systems, improve institutional cooperation, and deepen the partnership between Slovenia and North Macedonia.

From 20 to 24 April 2026, a week-long program in Skopje will convene representatives from the Ministry of Health and the Ministry of Education and Science of North Macedonia, along with the CEP Project Team and other local stakeholders. Expert workshops will focus on building local institutional capacity and developing practical tools to support implementation of the project and steps toward harmonization with European standards in the field of nursing and midwifery.

A highlight of the week will be the Official Project Launch Ceremony, bringing together senior representatives from the Macedonian Ministries of Health and Education and Science, the Embassy of Slovenia in Skopje, CEP, and key international partners including the WHO Office in Skopje, UNFPA, and UNICEF.

The project is implemented with the support of the Ministry of Foreign and European Affairs of the Republic of Slovenia through the International Development Cooperation and Humanitarian Aid Programme.

Conclusion of EUTI ToT for Human Rights Advisors: Mainstreaming Human Rights into Civilian Crisis Management Missions

Conclusion of EUTI ToT for Human Rights Advisors: Mainstreaming Human Rights into Civilian Crisis Management Missions

From 23 to 25 March 2026 in Pisa, the Scuola Superiore Sant’Anna, under the auspices of EUTI – European Union Training Initiative, held the Training of Trainers (ToT) for Human Rights Advisors (HRA): Mainstreaming Human Rights into Civilian Crisis Management Missions’ Internal and External Activities: using a HRBA approach.

The program brought together nine Human Rights Advisors (HRAs) from civilian CSDP missions, along with one Brussels-based capacity. The initiative directly addressed a critical need: bridging the gap between high-level policy and the practical application of human rights standards on the ground. The primary goal of the training was to equip HRAs to act as the primary trainers within their respective missions.

While substantial progress has been made in policy development of human right standards, a significant gap remains in the practical application of these standards. To bridge this gap, the course enhanced participants’ competencies in presenting complex human rights concepts, facilitating learning, and guiding mission members in applying a human rights-based approach to programming. The curriculum moved beyond theoretical definitions, focusing on the HOW of human rights mainstreaming through practical exercises, including situational analysis, elaborating Theories of Change, and designing monitoring frameworks.

As a result of the training, Human Rights Advisors can now more effectively design and deliver mission‑specific activities that strengthen the integration of human rights across all operational areas. The “agile package” they received—containing tailored tools and documents based on the course materials—enhances their ability to translate human rights guidelines into practical actions and train other mission members.

This improved capacity enables HRAs to more confidently implement the 2021 Civilian Operations Commander Operational Guidelines on Human Rights Mainstreaming and Human Rights Due Diligence, ensuring that mission personnel are better equipped to identify, prevent, and address human rights risks. Ultimately, this elevates the mission’s overall performance by embedding consistent, informed, and proactive human rights practices in daily operations.

HEAT 2026 Successfully Completed in Gotenica

HEAT 2026 Successfully Completed in Gotenica

From 8 to 13 March 2026, the Peace Operations Training Centre (POTC) and the European Security and Defence College (ESDC) successfully co-organised the Hostile Environment Awareness Training (HEAT) at the Gotenica Police Training Centre. A total of 20 participants from diverse professional backgrounds successfully completed the five-day training in the southwestern part of Slovenia (HEAT 2026).

Throughout the week, participants strengthened their security and situational awareness, reinforced a strong safety mindset, and built confidence in handling hostile situations. The programme combined e-learning modules prior to arrival with in-person lectures, guided discussions, role-playing, simulations, and a complex field training exercise. Participants tackled topics such as threat awareness, threat management, medical response, orientation, communication, mobility, and deployment in hostile environments. A strong focus was placed on practical rehearsals of safety and security procedures and on developing the right behaviours to respond effectively under stress.

The training would not have been possible without the dedication, professionalism, and energy of the Slovenian and international trainers who guided participants through demanding and realistic scenarios. A big thank you to all of them for sharing their expertise and experience.

Congratulations to all 20 participants for their commitment, teamwork, and resilience throughout the week. We look forward to seeing the positive impact of this training in future missions and deployments.

Announcing Young Bled Strategic Forum 2026

Announcing Young Bled Strategic Forum 2026

The 15th Young Bled Strategic Forum, titled “After the Rupture: Agency and Resilience in a Fragmented World,” will examine how individuals, institutions and societies respond to disruption in a rapidly changing international environment. At a time when long-standing assumptions about stability, cooperation and democratic consolidation are increasingly challenged, the forum will focus on how interpretations of global change shape our ability to act and build resilience.

Through discussions structured around three thematic pillars—interpreting rupture and responsibility, defining what is worth defending, and exploring agency in a fragmented world—participants will reflect on the role of young leaders in navigating uncertainty and contributing to shaping the future.

Young BSF 2026 will take place in Kranjska Gora, Slovenia, from 28 to 30 August 2026. Following the Young BSF programme, participants will also attend the Bled Strategic Forum in Bled on 31 August and 1 September 2026.

Applications will open soon. To stay updated, subscribe to the CEP newsletter for the latest announcements.
