Countering the threat of disinformation in the context of global challenges

Mengeš, 22 February 2024 – Today, Jable Castle hosted a panel discussion on the topic of Countering the threat of disinformation in the context of global challenges. Joining us to open the discussion officially was Ms Nataša Pirc Musar, President of Slovenia.

The event participants were welcomed by the Project Manager of the Centre for European Perspective, Ms Ingrid Omahna, who provided a few opening remarks. Following Ms Omahna, Ms Nataša Pirc Musar gave an introductory speech remarking on the importance of fighting disinformation to protect our democracies. She emphasized the significance of the current year marked by numerous elections across 70 countries.

The moderator of the discussion was Ms Neelu Shanker, Chargée d’affaires of the Embassy of Canada. The panellists were Mr Jean-Christophe Boucher, Associate Professor of the School of Public Policy at the University of Calgary, Canada and Ms Miriam Možgan, Foreign Policy Adviser to the President of the Republic of Slovenia.

The panel discussion revolved around addressing the global threat of disinformation, particularly its impact on elections and democratic processes. Discussions included the urgency of combating disinformation, upcoming legislative measures in the EU, and the evolving response of tech corporations. Presentations focused on AI-driven approaches to analyze and counter disinformation and the societal impacts of misinformation, emphasizing the need for proactive measures and media literacy to combat this challenge effectively.

The event was organised in partnership with the Embassy of Canada in Hungary, Slovenia and Bosnia and Herzegovina.

Ukrainian path toward EU

The war in Ukraine has shaken up the European Union’s approach to enlargement. Long seen as a purely technical process, the EU enlargement policy is now recognized as a geopolitical tool which will require a more strategic approach.

As Ukraine embarks on this journey, what is the process for joining the European Union, what implications does the Ukrainian path toward the EU have on the accession process of the Western Balkans, and which lessons can Ukraine take from the Balkans?

Joining us in a special webinar discussion was Mr Georg Ziegler, Adviser, Ukraine Service, Directorate-General for Neighbourhood and Enlargement Negotiations (NEAR), European Commission.

Georg Ziegler is an Advisor in the “Ukraine Service” of the European Commission in the Directorate General for Neighbourhood Policy and Enlargement Negotiations (NEAR). Before his current role, he was Deputy Head of the Support Group for Ukraine. During his career, he has worked on preparing some Western Balkan countries for EU accession and on the 5th enlargement of the EU by Central and Eastern European countries until 2004; he was also posted by the German Government at the Embassy in Warsaw from 1990-95.

The activities are taking place under the project ‘Post-conflict reconstruction in Ukraine’, funded by the Slovenian Ministry of Foreign and European Affairs through the Slovenian Aid and Partnerships and implemented in partnership with ‘U-LEAD with Europe’. U-LEAD with Europe programme is a partnership of the Ukrainian government and the European Union, and its member states Germany, Poland, Denmark and Slovenia, to support the establishment of multi-level governance that is transparent, accountable and responsive to the needs of the population of Ukraine.

EUCTI Training Highlights so far

The traditional end-of-the-year video of EUCTI Training Highlights is here!

Since the beginning of the project back in 2021, the EUCTI Consortium, led by the EUCTI Secretariat located at the Centre for European Perspective (CEP), implemented 16 training courses and two activities focusing on training institutions from third countries. Eight project partners implemented training activities in seven countries – the Democratic Republic of Congo, Georgia, Kosovo, Mali, Niger, Somalia, and Ukraine.

The partners and subject matter experts who helped deliver the training invested 374 hours into training altogether 311 participants from 41 different countries. The gender balance of our participants improved in 2022 compared to 2021. Last year the EUCTI Consortium was able to train 127 women (41 %) and 182 men (59 %) (among those who identified as such).

CEP Activities within the Consortium

During the past two years, CEP delivered five training courses: two two-part Digital Communications training courses, one in Kosovo and one in Georgia, and one Protection of Civilians training adjusted to the needs of the staff of the EU Advisory Mission in Ukraine (EUAM Ukraine). Those five courses were attended by 81 participants altogether, who followed 91 hours of training.

With one year until the end of the project left, the Consortium is well on its way to reaching the set goals, among them to deliver up to 27 training courses and three activities focusing on training institutions from third countries.

CEP is happy to inform the readers that we will be able to contribute to reaching this goal in 2023 as well.

POTC’s Work Programme for 2023 has arrived and it is filled with trainings, courses and seminars that will enhance peace operations capacities in our region.
