After four sunny though intense days filled with lectures, workshops, simulation exercises as well as social activities a new generation of European Digital Diplomacy Exchange (EDDE) participants was born. From 10 to 13 May the communicators from different ministries from several countries gathered in Bled, Slovenia to improve their digital communication skills. The training was organized by the Centre for European Perspective together with the U.S. Department of State.
European Digital Diplomacy Exchange is a project as well as an intragovernmental network of government communicators. The project goes back to 2017 when the first training was organized. The overall project aims to increase participants’ and members’ collective capacities to operate within the digital information space effectively.
This year the training was attended by 35 participants from 16 countries (Albania, Bosnia and Herzegovina, Bulgaria, Canada, Estonia, Georgia, Kosovo, Latvia, Lithuania, North Macedonia, Montenegro, Romania, Serbia, Slovakia, Slovenia, and Ukraine).
Held by respective experts in their field, the lectures and workshops covered topics such as the development of new digital technologies and their impact on communication and public diplomacy, social media analytics and how to use data for your advantage, fight against disinformation, smartphone videography and photography, development of digital campaigns and much more. Equipped with new knowledge the participants were given a fictitious scenario for which they had to prepare a communication strategy.
Besides attaining new knowledge and skills, the participants had a chance to meet and befriend their peers also working in the field of (digital) communication. Networking and the creation of long-lasting bonds among the participants is one of the main added values of EDDE.
The end of the EDDE training was further celebrated with the release of a long-awaited guide for digital diplomacy practitioners – Be a Digital Diplomat. The publication will be publicly released soon – follow CEP’s website for more information.

36 Digital Diplomats from 11 countries gathered between 21 and 25 June 2021 in Bar, Montenegro for a five-day European Digital Diplomacy Exchange training, which was organized by the Centre for European Perspective together with the U.S. Department of State.
Our first in-person training – after March 2020 – was a success. An amazing group of highly motivated individuals went through fully packed five-day training that consisted of many interesting lectures and workshops relating to the field of digital diplomacy.
In the first three days, participants were able to listen to and participate in various sessions and workshops aimed to improve their digital communication skills. In the evening, our Steering Board members were put in the spotlight as we held round table discussions about crisis communication, tips and tricks, and influencer marketing. The fourth day was dedicated to the simulation – participants were given a scenario and had to put in practice all the gathered knowledge from the first three days. On the fifth day, they presented their work and got feedback from the panel of experts.
Although there were many concerns and issues to be resolved due to the COVID-19 pandemic, the event was a complete success and took place in a productive atmosphere, with no positive COVID-19 cases.

We have the pleasure to announce that the first fully in-person training after March 2020 will take place in the coastal town of Bar (Montenegro) between 21 and 25 June 2021.
The COVID-19 pandemic also pushed our project into the grip of virtual activities that had a much lower impact in comparison to in-person activities. The training in Montenegro will be a perfect opportunity to gather government communicators, especially young individuals that did not have the opportunity to expand their knowledge yet.
Throughout the training, which will be focused on practicality, we will cover general topics about digital diplomacy such as Digital future, Digital Rhetoric, Social Media Analytics, Principles of Public speaking, Identifying and Responding to Misinformation, How to use Disinformation Tools, Digital Campaign Development, Storytelling, Interviewing Techniques, Influencer Marketing, Tips and Tricks, and others.
This training – organized by the Centre for European Perspective, together with the U.S. Department of State – will bring together participants from public relations services of the ministries of foreign affairs, other interested ministries, and state institutions from Albania, Bosnia and Herzegovina, Estonia, Georgia, Kosovo, Lithuania, North Macedonia, Moldova, Montenegro, Serbia, and Ukraine.

Each EDDE event is something special and this one was not an exception, particularly because it was done in a hybrid version – virtually and on the spot at Jable castle – together with the Diplomatic Academy of Slovenian Ministry of Foreign Affairs. Despite having a positive nervousness before the start everything went well and the whole training turned out to be a success.
In two days, 50 Slovenian diplomats, ambassadors, and embassy officials had a chance to listen and to participate in a variety of lectures about Digital Diplomacy.
The training was launched by the introductory remarks by Ingrid Omahna, European Digital Diplomacy Exchange Project Coordinator from Centre for European Perspective (CEP), Lean B. Leedy, from the U.S. Embassy in Slovenia, Katja Geršak, CEP Executive Director, and Miriam Možgan, From the Diplomatic Academy of Slovenian Ministry of Foreign Affairs.
After the introductory remarks, we dived straight into the matter by a lecture about the Digital Future and Why You and Your Boss Should Care about it. When basics were covered, we continued with lectures about Developing Effective Messaging Campaigns, how to use Visual Essentials, and concluded the day with an overview of Twiplomacy at the Slovenian Ministry of Foreign Affairs.
The second day was kicked off with a Showcase of best practices for communicating during the COVID-19 emergency, by the representative of the Government office of Estonia. How to Counter Disinformation and Propaganda in the Digital Age lecture followed and focused on the examination of contemporary disinformation practices. The training was concluded by two lectures – how the media landscape changed in the last decade, tips and tricks on how Slovenia and small countries can present themselves, and how to use Influencers to break out of the habit of using social media as a monologue. The training ended with concluding remarks by Susan Falatko from the U.S. Embassy in Slovenia.
Training wouldn’t be possible without the support of the U.S. Department of State, U.S. Embassy in Ljubljana, Diplomatic Academy of Slovenian Ministry Of Foreign Affairs, Slovenian Ministry of Foreign Affairs, and Centre for European Perspective.
We are also very thankful to the amazing Kraftart team for the flawless execution of the technical aspect of the training.
