Field analysis on data exchange among organizational unites of the police in Serbia successfully concluded

In the framework of Slovenia’s Development Cooperation with the Republic of Serbia a field analysis of the operation of the system of operational data exchange related to illegal migration took place on 11 – 14 April 2018. Representatives of the police from Serbia and Slovenia analysed the exchange of data in various organizational units of the Ministry of Interior of the Republic of Serbia on the local, regional and state level of the boarder, general and criminal police and operational centre. Their conclusions will serve for the preparation and execution of a three-day workshop that will aim to draft a proposal for the data exchange system optimization, which will fulfil the EU membership standards.

Field analysis was executed in cooperation with the organizational units of the Ministry of Interior of the Republic of Serbia, including Border Police Station Preševo, Border Police Station Rujan, Regional Centre for the Border with Macedonia, Police Directorate Vranje and its organizational units, Border Police Station Vrška Čuka, Border Police Station Zaječar and its organizational units, Police Directorate Bor, Commanding Operations Centre at Police Administration Belgraade, Border Police Station Batrovci, Border Police Station Srem, Border Police Station Šid, Regional Centre for the Border with Croatia and the General Police Directorate (Sector for Analytics, Telecommunications and Information Technology, Department for Electronic Services, Operations Centre, Border Police Directorate and Criminal Police Directorate – Office for Fight Against Organized Crime and Corruption).

Inclusive and interactive nature of the field analysis brought good results, which is why an effective, hands-on and resourceful follow-up workshop can be expected on 18-21 June 2018.

ANNOUNCEMENT: Data exchange with the police forces in the field analysis in Serbia

In the framework of Slovenia’s Development Cooperation with the Republic of Serbia a field analysis of the operation of the system of operational data exchange related to illegal migration will take place on 11 – 14 April 2018 in various organizational units of the Ministry of Interior of the Republic of Serbia. Beside the organizational units of the General Police Directorate, the field analysis will also involve organizational units of Police Department of Vranje, Zaječar, Bor, Belgrade and Sremska Mitrovica.

The conclusions of the analysis will serve for the preparation and execution of a three-day workshop for defining and implementing more efficient information flow, which will take place in June 2018.

ANNOUNCEMENT: Meeting of the State Prosecutor Generals of Slovenia and Macedonia in the Framework of Development Cooperation

In the framework of Slovenia’s Development Cooperation with the Republic of Macedonia and the project “Support to Macedonia in accession to the EU in the Chapter 24 – financial investigations” a meeting with the State Prosecutor General of the Republic of Macedonia Mr Ljubomir Joveski will take place on 5-6 April 2018 in Macedonia.

Mr Drago Šketa, the State Prosecutor General of the Republic of Slovenia, Mr Harij Furlan, Head of the Group of state prosecutors for the prosecution of organized crime at the Office of the State Prosecutor General of the Republic of Slovenia, and Ms Andreja Dolničar Jeraj, Programme Director at the Centre for European Perspective will attend the meeting. The talks will focus on the needs assessment of the Macedonian state prosecution office in the field of EU accession and Chapter 24 – financial investigations and active involvement of the Macedonian state prosecution office in the Slovenia’s Development Cooperation programmes.

Slovenia strengthens analytical capabilities of Serbia for crime investigations

In the framework of Slovenia’s Development Cooperation with the Republic of Serbia, a two-day training for lead representatives of the investigation authorities took place between 20 and 22 March 2018 in Serbia. The training aimed to strengthen analytical capabilities to direct effectively crime investigations, for which the answers can be found with the assistance of open and other data and applications such as Supervizor/Erar and Posmatrač, which connect data bases that can be useful for the investigators.

In Orašac, 20 management officers of the Ministry of Internal Affairs and Agency for Fight Against Corruption of the Republic of Serbia exchanged their experiences with their Slovenian counterparts from the National Investigation Burea. Participants focused on the experiences in directing investigations. Participants rated highly the practical approach of the workshop and greeted the chance to learn about the good practices of Slovenia’s investigation authorities through Slovenia’s International Cooperation.

On the first day, participants were welcomed by Ms Andreja Dolničar Jeraj, Programme Director CEP, Mr Roman Weixler, Deputy Head of Mission of the Republic of Slovenia to Serbia and Mr Davor Pešić, Police Attache, who emphasized the importance of the rule of law, accession process of Serbia to the EU in Chapters 23 and 24, and cooperation between Serbia and Slovenia in this field.

The workshop rounds up a two-year project that contributed to the development of conditions for ensuring transparency and accountability in the public-sector institutions of the Republic of Serbia and strengthened capability for effective enforcement of competences in fight against corruption.

In the framework of Slovenia’s Development Cooperation with the Republic of Serbia, a two-day training for lead representatives of the investigation bodies will take place between 20 and 22 March 2018 in Serbia. Training aims to strengthen analytical capabilities in leading the investigations cases using open and other data and applications such as Supervizor/Erar and Posmatrač, based on open data.

Solution-oriented approach to the Official Development Cooperation between Slovenia and Serbia brings tangible results

Centre for European Perspective in cooperation with European Policy Centre Belgrade hosted an interactive and solution-oriented conference “Exchange od Experience in Opening of Public Sector Data” in Belgrade, Serbia on Wednesday, 28 February 2018. As part of the activities under the scope of the Official Development Cooperation between the Republic of Slovenia and Republic of Serbia the event attracted over 100 participants from state authorities, public administration bodies, business sector and civil society.

Consisting of four distinctive parts, the format of the event brought in a fresh perspective and approach, which resulted in a comprehensive, inclusive and distinctively open debate and experience exchange.

Morning session addressed the most important motives for opening and exchange of public sector data, where transparency and value of the opening for the society at large were at the forefront of discussion. Experts emphasized the impact on the working processes, where opening data makes the everyday operations inside the public administration more effective and efficient and therefore allow public officials to focus on new tasks.

The second part shed a light on very concrete conditions and operational developments that need to be in place in order to achieve progress in the field of public sector data opening. Among them, cooperation, teamwork and communication were exposed as the crucial preconditions for success.

Official Development Cooperation programs of CEP always tend to offer spaces for exchange of good practices, which is why selected speakers presented a wide range of existing solutions, such as eBeba, eZUP, Supervizor, PISO Portal, Posmatrač application, Techfugees platform.

Late afternoon sessions were highly interactive in nature and provoked participants to take stands on the topic of opening and exchange of government data. According to their answers to the questions “Where do you want to be and how to get there?” they were divided into a group of optimists and a group of realists. Night owl session offered an open market of ideas, practices, experiences and networking opportunities.

Comprehensive exchange of thoughts, experiences and practices between all interested parties (representatives of government, independent institutions, experts from the public administration, representatives of business sector, the media, academic institutions and civil society) has been achieved through introduction of open and semi-open formats of discussion.

The conference is part of the CEP program activities financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the scope of international development cooperation.
