Fruitful Workshop on Sustainable Development in Montenegro

In the framework of the project “Support to the Development of Policies for Efficient Use of Resources”, inter-ministerial workshop took place at the Ministry for Sustainable Development and Tourism of Montenegro from 5 to 7 June 2018.

On the initiative of the Embassy of the Republic of Slovenia in Podgorica, the project is implemented in the framework of the Slovenia’s development cooperation programme with Montenegro and in the framework of the assistance of Slovenia to Montenegro in the accession to the EU.

Workshop started with an introduction speech by Mr. Ešef Husić, Acting Director General for Climate Changes and Mediterranean Issues, Ms. Aleša Sovinc, Minister Plenipotentiary, the Embassy of the Republic of Slovenia in Podgorica and Ms. Andreja Dolničar Jeraj, Programme Director from the Centre for European Perspective. Educational and interactive part of the workshop was carried out by Ms. Marjana Dermelj, Office of the Government of the Republic of Slovenia for Development and European Cohesion Policy and Ms. Alenka Burja, green public procurement expert.

In a three-day interactive workshop, representatives of the Montenegrin public administration got acquainted with trends of the European Union and Slovenian experiences on strategic planning, resource efficiency, circular economy and green public procurement.

In this way, Republic of Slovenia assured tangible support to Montenegro in its efforts of achieving one of the national strategic goals – to lower the gap between consumption of natural resources and average consumption of resources in the EU. Their goal is to become greener and more competitive and reach target value from the Agenda Europe 2020.

At the end of the workshop, participants discussed about the implementation of certain concrete policy activities in the field of resource efficiency, circular economy and green public procurement, which could have positive effect on the impetus to the realization of the Action plan on sustainable development and where continuous support of Republic of Slovenia would be valued.

Project is part of program activities implemented in the cooperation with theGovernment Office for Development and European Cohesion Policy and financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

Assistance to Montenegro on Accession to the EU

In the framework of Slovenia’s Development Cooperation with Montenegro, a project “Support of development of resource efficiency policy” will take place in Podgorica between 5 and 7 June 2018. The project consists of inter-ministerial workshop in the field of strategic planning of sustainable development, circular economy and green public procurement. Representatives of the working group for the implementation of the Action Plan for Sustainable Development of Montenegro will get interactively acquainted with Slovenian/EU trends in this very important field for Montenegro as it is a strategic goal for Montenegro to lower the gap between resource efficiency and average of the consumption in the EU and therefore become a greener and more competitive economy in accordance with Europe 2020 agenda.

In the scope of the CEP project “Assistance to Montenegro in Negotiation on Accession to the EU-2016” consultant Mr. Radovan Tavzes from 4 -5 October conducted a workshop for civil servants of the Ministry of Sustainable Development and Tourism and the of Environment Agency for Chapter 27 Environment and Climate Change for the area of industrial pollution and waste management.

Montenegro has already drafted negotiating positions for Chapter 27 Environment and Climate Change in the area of industrial pollution and waste management. In their positon they introduced transition periods for full implementation of the Directive on industrial emissions, Directive on waste management, the Directive on packaging and packaging waste, Directive on waste batteries and accumulators, the Directive on waste electrical and electronic equipment, Directive on end of life vehicles and Directive on Management of waste from extractive industries.

With cooperation of Montenegrin side proposals for transitional periods for the full implementation of Directive 2010/75 / EU on Industrial emissions and draft for a transitional period for the full implementation of Directive 2008/98/EC on Waste management were prepared.

All proposals prepared will be further discussed and amended at the Ministry of Sustainable Development and Tourism, in particular with regards the reasons for the eligibility for exemptions. Final negotiating position of Montenegro will be ready later this year. The Intergovernmental Conference on Accession of Montenegro to the EU is expected next year.
