What CIVILnEXt is

CIVILnEXt is a Horizon 2020 Pre-Commercial Procurement (PCP) project aiming to develop, test and validate a cost-effective and interoperable Operation Control Platform (OCP) that will support EU civilian

external policies, including civilian Common Security & Defence Policy (CSDP) missions. This procurement project is the sequence of the project CIVILEX, a Coordination and Support Action (CSA) of the 2014-2015 Secure Societies Work Programme under Horizon 2020, taking into account its findings that will lead to the proposed solution.

Why attend the CIVILnEXt Open Market Consultation Event

The aim of this event is twofold. First, to raise awareness on the recently published Prior Information Notice in the Official Journal of the EU about the Procurement of CIVILnEXt regarding the development of an Operation Control Platform (OCP) that will support the execution of civilian CSDP missions. Second, during this event CIVILnEXt aims to collect valuable insights on Industry expectations and skills which can be used to perfect the tender specifications. The presence of European Institutions & Organizations that take action on CSDP missions will also add value on the decisions regarding the specifications through the an open discussion session. The ultimate goal of the Open Market Consultation is to attract the interest of the Security and ICT industry including Small, Medium and Large enterprises operating in this sector and also to welcome representatives of EU Institutions and EC organizations.

A total amount of 6.2 million EUR (ex. VAT) will be available for the procurement phases of this project.

There is no event participation fee however there is a participation limitation due to the room capacity. To attend the event registration is mandatory.

Razpis za delovno mesto izvršnega direktorja Centra za evropsko prihodnost

Ustanova – Center za evropsko prihodnost (CEP) razpisuje delovno mesto:

IZVRŠNEGA DIREKTORJA

Na razpisano delovno mesto bo imenovan kandidat, ki izpolnjuje naslednje pogoje:

  • državljanstvo države članice Evropske unije,
  • univerzitetna izobrazba ali najmanj visoka strokovna izobrazba s specializacijo oz. magisterijem /druga stopnja/ ekonomske, družboslovne ali pravne smeri (VII/2)
  • najmanj 10 let delovnih izkušenj,
  • vodstvene in organizacijske sposobnosti ter komunikacijske veščine,
  • izkušnje na področju vodenja, prijavljanja in upravljanja mednarodnih projektov,
  • razumevanje ciljev mednarodnega razvojnega sodelovanja,
  • aktivno znanje angleškega in drugega svetovnega jezika,
  • usposobljenost za delo z računalnikom v okolju windows.

Kandidat mora ob prijavi predložiti:

življenjepis s točnimi opisi del in nalog, ki jih je doslej opravljal;
dokazila o izpolnjevanju razpisnih pogojev,
vizijo razvoja in program dela CEP na 3-5 straneh za obdobje 4-letnega mandata.

Popolna prijava kandidata mora vsebovati vse zgoraj zahtevane elemente.

Prednost pri izbiri bodo imeli kandidati z izkušnjami na mednarodnem področju in kandidati z dobrim poznavanjem zakonodaje Republike Slovenije. Zaželeno je, da imajo kandidati izpit B kategorije.

Uprava CEP bo izbranega kandidata imenovala za izvršnega direktorja CEP za dobo 4 let. Izbrani kandidat bo sklenil pogodbo o zaposlitvi za določen čas.

Development Aid of Slovenia for seizures of assets of the criminals in Macedonia

In the period 2017-2018, in the framework of the development assistance Slovenia provides support to the Republic of Macedonia in strengthening of capacities for financial investigations and seizure of assets with illegal origin which is an effective tool to prevent and reduce organised crime and corruption. For this purpose, a workshop for development of suggestions which will be useful with the implementation of changes will be held from 4 to 5 October 2018 in Skopje. A presentation with discussions will also follow on 5 October 2018 with Heads of Macedonian state bodies which are relevant for the implementation of financial investigations and with the Ministry of Interior of Republic of Macedonia as a lead on Macedonian side.

Project is part of CEP’s program activities implemented in the cooperation with the State Prosecution Office for Organised Crime and Corruption and Ministry of Interior/ Police of the Republic of Slovenia and financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

CEP with technical assistance to Montenegro for Chapter 10: Information Society and Media

In the framework of the bilateral technical assistance project “Assistance to Montenegro in negotiations on accession to the EU” the Centre for European Perspective (CEP) will provide assistance to the Montenegrin Ministry of Economy (Directorate for Electronic Communications, Postal Services and Radio – Spectrum) in the field of Chapter 10: Information Society and Media.

Three days expert advice from 8 to 10 of October 2018 will be provided by the expert from Agency for Communication Networks and Services of the Republic of Slovenia (AKOS) Mark Pohar. Technical assistance will mainly focus on implementation of EU broadband cost reduction rules in national legislation of Montenegro and sharing experience on state-aid financed projects for broadband roll-out in Slovenia.

The project is part of the CEP program activities financed by the Ministry of Foreign Affairs in the scope of international development cooperation.

Development Aid to Serbia optimizes the system of information exchange in illegal migrations

With the workshop and presentation of suggestions to the leadership of the Ministry of Interior of the Republic of Serbia which took place on 19 September 2018 in Belgrade, the project of development cooperation with Republic of Serbia which aims at strengthening capacities of exchange of information in the area of illegal information, successfully enters into its final phase. The suggestions are the result of practical analysis of different cases which are taking place at the emergence of illegal migrations and comparison of responses in Serbia and Slovenia. The goal is to optimize the flow of information by putting to better use the current capacities and consequently, respond better to situations related to illegal migrations. The important part of talks was also directed into the discussion how to implement the proposals, where could the Programme of International Development Cooperation of the Republic of Slovenia continue to play important role in assisting the implementation and how to maximise the possibility of proposals implementation by combining Slovenian support with other countries who also help Serbia in the accession to the EU and with necessary reforms.

This project is part of program activities implemented in the cooperation with the Ministry of Interior/Police of the Republic of Slovenia and financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

Prior Information Notice (PIN) on 6.2M euro procurement which aims at developing the next generation of information systems to support EU external policies published

The CIVILnEXt project supports the development of a solution addressing existing fragmentation and closing gaps in communication, information-sharing, joint reporting, analysis and response planning between member state embassies, EU delegations, Commission services, EU Special Representatives and Common Security and Defence Policy (CSDP) missions.

The project will provide civilian CSDP missions with the next generation of secure and cost-effective information systems: a situational awareness, information exchange and operation control platform (OCP). Fully informed of contributing initiatives in civilian CSDP and EU external action, the project will aim to develop solutions leveraging on the results extracted from projects funded by the EU.

A first concrete step towards the design and programming of the Operation Control Platform was done with submission of the Prior Information Notice at TED (Tenders Electronic Daily). This is an online version of the ‘Supplement to the Official Journal’ of the EU, dedicated to European public procurement, providing free access to business opportunities from the European Union, the European Economic Area and beyond. PIN includes information about the type of procurements, its steps and anticipated results. It targets different parties of the Industry that might be interested (SMEs, Organizations, etc), aiming to develop, a cost-effective and interoperable Operation Control Platform (OCP) that will support the conduct of civilian CSDP missions. The ultimate goal is the development of an information system that will support the EU external policies.

Open Market Consultation

6 – 7 November, Athens

The Lead Procurer of the consortium, KEMEA, is organizing a meeting with all interested in the development of the cooperation control platform on the 6th and 7th of November 2018 in Athens. Through the Open Market Consultation day CIVILnEXt is aiming at actively approach the market to find out about the state of the art and current development in the related sector and start an active and open dialogue between demand and supply side.

CIVILnEXt is a Pre-Commercial Procurement EU-funded project that teams up a group of 5 buyers and 9 technical and institutional organizations with significant experience in EU external policies. This project has received funding from the European Union’s Horizon 2020 research and innovation programme under grant agreement No 786886
