It is with great pride that we announce the start of the European Union Training Initiative (EUTI) project!

The Centre for European Perspective (CEP) is proud to announce the official launch of the European Union Training Initiative (EUTI). This flagship EU-funded project will strengthen the capacity and readiness of civilian, police, and gendarmerie experts deployed to international crisis management and peace support missions.

Why now?

At a time when the EU is scaling up its civilian crisis management ambitions — from rapid deployment of experts to complex missions, to strengthening resilience in conflict-affected societies — EUTI steps in to support the next big leap toward a more harmonised, agile, and impact-driven training architecture. The challenges have evolved – hybrid threats, human and climate security, gender mainstreaming, cultural heritage protection, AI – and so must we. Providing tailor-made, fast and interoperable training is a must.

Building on over 15 years of experience and the legacy of previous EU-funded (civilian) crisis management training projects (EUCTI, EUPCST, ENTRi), EUTI brings together a unique consortium of 14 institutions from across Europe – civilian, police and gendarmerie. Together, we aim to improve the quality, standardisation, and delivery of pre-mission and in-mission training for deployed experts, ensuring they are equipped to respond effectively to complex challenges in conflict-affected regions.

EUTI’s guiding principles:
  • Provide needs-based, demand-driven and tailor-made specialised pre-mission and in-mission training for personnel deployed to international crisis management missions.
  • Enhance the harmonisation of EU training standards in line with the 2024 EU Policy on CSDP Training.
  • Support the certification and quality assurance of training activities in cooperation with the European Security and Defence College (ESDC).
  • Serve as an innovation hub, addressing new challenges such as hybrid threats, the climate-security nexus, and cultural heritage protection.
EUTI’s target groups include:
  • Civilian, police, and gendarmerie experts, deployed or soon-to-be-deployed to international missions,
  • International civilian crisis management and peace support missions,
  • EU institutions, EU Member States and seconding institutions,
  • International organisations.

The project will run from April 2025 to April 2028, with CEP as the Secretariat and project coordinator.
