Uspešno zaključeno četrto usposabljanje “Mednarodno humanitarno in kazensko pravo”

Med 17. in 18. septembrom 2025 je na gradu Jable potekalo že četrto usposabljanje “Mednarodno humanitarno in kazensko pravo”, ki ga je POTC organiziral v sodelovanju s Sektorjem za pravne zadeve Generalštaba Slovenske vojske.

Usposabljanje, namenjeno pravnim svetovalcem, je bilo zasnovano kot platforma za izmenjavo mnenj in pogledov na ključne teme, ki jih so predhodno predstavili strokovnjaki na tem področju. Na letošnji izvedbi so poleg predstavnikov Slovenske vojske sodelovali predstavniki Specializiranega državnega tožilstva, Pravne fakultete Univerze v Mariboru, Pravne fakultete Univerze v Ljubljani in Inštituta za kriminologijo.

Teme usposabljanja “Mednarodno humanitarno in kazensko pravo” so obsegale:

  • zbiranje dokazov z bojišč,
  • kazenskopravno ureditev uporabe sile s strani Slovenske vojske,
  • vojaška poglavja prava morja,
  • študijo primerov iz Gaze,
  • pravne vidike bojevanja v vesolju.

Usposabljanje je ponudilo dragocene vpoglede in priložnost za strokovno razpravo o aktualnih vprašanjih mednarodnega prava.

Usposabljanje je namenjeno pravnim svetovalcem in je zasnovano kot platforma za izmenjavo mnenj ter pogledov na določeno tematiko, ki jo predhodno predstavijo posamezni strokovnjaki. Letošnja izvedba usposabljanja bo ob sodelovanju predstavnikov iz Specializiranega državnega tožilstva, Pravne fakultete Univerze v Mariboru, Pravne fakultete Univerze v Ljubljani in Inštituta za kriminologijo posvečena naslednjim temam:

  • zbiranje dokazov z bojišč,
  • kazenskopravna ureditev uporabe sile s strani Slovenske vojske,
  • vojaška poglavja prava morja,
  • študija primerov iz Gaze,
  • pravni vidiki bojevanja v vesolju.

New Training Activity: Strategic Communication (StratCom) in the Contemporary Security Environment

From 3 to 6 December 2024, we will hold the first edition of the training on strategic communication (StratCom) in the context of international operations and missions at Jable Castle, Slovenia.

Technological advances over the past decades have introduced new mechanisms, tactics, techniques and means (weapons, tools) into warfare and, consequently, into international operations and missions, not only in all five domains (land, sea, air, cyber, space), but also and especially in the areas of cognition, information generation and information flow. Through this, geographically bounded phenomena enter individual consciousness, shape thinking and started to influence the values, attitudes and behaviour of target audiences globally in real-time through different information channels. In such an environment, the once limited security processes require a whole-of-society approach that is holistic and synchronised among all actors. Understanding this idea and its implementation has an impact on the end goal and the effectiveness of the impact of our actions in the field of national and international security. Participants who will be present throughout the training will receive a certificate of successful participation at the end of the training, which will aid them in future career engagements.

The StratCom training will take place from 3 to 6 December 2024 at Jable Castle, Grajska cesta 1, 1234 Mengeš. Participants are expected to wear business casual or work uniforms for Slovenian Armed Forces (SAF) representatives. The whole training programme will be available after registration closes. Participation is free of charge, and all participants will be provided with lunch and refreshments during breaks.

Third Training on International Humanitarian and Criminal Law Successfully Completed

The third edition of the training on International Humanitarian Law was held at Jable Castle on 7 and 8 October. The training on International Humanitarian and Criminal Law was organised in cooperation with the Slovenian Armed Forces Legal Department.

The training covered the basic principles of international humanitarian law in contemporary conflicts, the status and protection of aid personnel, and the relationship between IHL and human rights law. Participants also covered the military chapters of the law of the sea, and with cooperation of experts from the Supreme State Prosecutor’s Office discussed topics of jurisdictional issues, forms of participation, the Special Part of the Criminal Code, and evidence from the battlefield. The training offered an in-depth insight into the legal frameworks and operational challenges in this field.

We would like to thank all participants, speakers and the staff of the SAF Legal Service. The POTC team looks forward to the next edition of this important training, which brings together legal experts from different fields.

Slovenian Armed Forces Successfully Tackle 2nd Edition of the International Humanitarian Law Training

On November 7th, 58 members of the Slovenian Armed Forces successfully completed the 2nd edition of International Humanitarian Law Training at the Joint Training Centre in Postojna.

Using immersive teaching tools developed by the Legal Department of the Slovenian Armed Forces and the Joint Training Centre Research and Simulations Department, the attending military participants trained themselves on topics such as:

  • the status of persons in armed conflict;
  • direct participation in hostilities;
  • the treatment of the dead;
  • the status of prisoners of war – POWs;
  • protection of cultural heritage;
  • obligations of the defender;
  • perfidy;
  • and more.

Leading IHL experts from the Faculty of Law of the University of Ljubljana, dr. Vasilka Sancin and dr. Maruša Tekavčič Veber, delivered 2 days of thought-provoking sessions that engaged the participants and opened the floor for lively debates.

»Even wars have rules« was the main motto of the international humanitarian law training and this was crystal clear by the end of this joint training between the Slovenian Armed Forces and POTC.

We would like to thank all the participants, the lecturers, the staff of the Joint Training Centre in Postojna and the staff of the Legal Department of the Slovenian Armed Forces who developed the content of this training. The POTC Team looks forward to the next edition of this training whose themes are growing in importance in an ever more complex world.
