Second field visit in support of the patrol management system in Serbia

The project ” Building capacities for management of patrols”, which Slovenia is implementing in Serbia within the frames of international development assistance, is continuing to upgrade the patrol management system and expand its users. As part of the following planned activities, a field visit to Serbia is planned between 11 and 17 April 2022. The field visit will be an opportunity to assess the technical capabilities and performance of the patrol management system and the impeccability of its operation and counselling on the spot in organizational units of the Serbian police that are newly joining the patrol management system.  

Since its implementation, the project has already shown the positive effects of patrol management in the responsiveness of the police to the needs of the people and confirms the awareness of the benefits of such management in the wider area of Serbia.

 


The project is part of the program activities of international development cooperation, financed by the Ministry of Foreign Affairs of the Republic of Slovenia and implemented in cooperation with the Ministry of the Interior and the Police of the Republic of Slovenia.

In accordance with its strategic goal and the desire to achieve the criteria for EU membership, North Macedonia is seriously committed to making progress and increasing efficiency in the fight against organized crime and corruption. Slovenia has been helping North Macedonia on this path in the field of financial investigations through international development assistance since 2017.

Within the framework of this support, Slovenian experts will this time pass on their knowledge to their Macedonian colleagues by advising them on the development of procedures for the implementation of the Common Guidelines for Financial Investigations, which were adopted in 2019 by the Macedonian institutions responsible for financial investigations, based on Slovenian experience.

The consultation will take place on 28-29 March 2022 in North Macedonia, and will be attended by representatives of the authorities, which in North Macedonia carry out financial investigations: Ministry of the Interior, Customs Administration, Financial Police Office and the State Prosecutor’s Office.

The project is part of the program activities of international development cooperation, financed by the Ministry of Foreign Affairs of the Republic of Slovenia and implemented in cooperation with the State Prosecution, Financial Administration, Ministry of the Interior and the Police of the Republic of Slovenia.

Continuation of training of Macedonian working group for Chapter 24 with the help of Slovenian experts

In order to enter the negotiation process well prepared, North Macedonia is training its future working group for Chapter 24 also with Slovenian development assistance.

A significant impact on the efficiency in the negotiation process in Chapter 24, in addition to implementing rule of law reforms or the alignment with the EU acquis, will also have the ability of the working group to communicate within itself, with the public and, of course, with the European Commission.

In this context a second practical and interactive workshop for members of the future working group will be held from 28 to 31 March 2022 in North Macedonia. Workshop will be organized with the aim of improving communication capacity of the working group for the contents of Chapter 24 and will be attended by representatives of Ministry of the Interior, Ministry of justice, Secretariat for European Affairs, State Prosecutor’s Office, Customs Administration, Agency for National Security and Financial Police Office.

The project is part of the programme activities of Slovenia’s Development Cooperation Programme financed by the Ministry of Foreign Affairs of the Republic of Slovenia.

Conference on countering disinformation in held in Ljubljana

The Centre for European Perspective held the third capacity-building training/conference on countering disinformation in Ljubljana (SI) from 15 to 17 March 2022, bringing together representatives of government, civil society and media from all 6 countries of the Western Balkans.
The conference offered new insights into how humans store and process information, and also presented case studies on disinformation regarding Ukraine and the pandemic in Canada. The participants were acquainted with a best practices approach in treating and countering disinformation (cases of Taiwan and Sweden) and had a training on tools for investigating online misinformation and disinformation. An interactive session was devoted to putting acquired knowledge to practice and came up with a set of concrete solutions/proposals going forward – most importantly for participants’ respective countries, but for the project and future conferences as well.

 

 

Project “Strengthening societal resilience and countering foreign perpetrated disinformation in the Western Balkans” is financed by the National Endowment for Democracy and Slovenian Development Aid fund (Ministry of Foreign Affairs of the Republic of Slovenia).

Yet again history makes its mark on Europe.  

The war in Ukraine, instigated by Russia, will have a lasting impact on European security. The conflict, which has broader geopolitical implications, could signal a beginning of growing instability in various other regions such as the Balkans, South China Sea, or Taiwan. Furthermore, the conflict could spill over into EU countries. The international order based on the equality of sovereign countries is crumbling before our eyes. Simultaneously we are witnessing unity and vigour of the European Union and NATO in its responses to the Russian aggression. Europe is uniting and the Transatlantic partnership is reinvigorated. Security is again at the forefront and the European Security Architecture is and has to change drastically.

 

On the 15th of March Bled Strategic Forum, Centre for European Perspective and the Atlantic Council held a discussion titled Aggression on Ukraine: Lining up the West – a discussion aimed at uncovering the wider consequences of the war in Ukraine for European security and geopolitical implications of Russian aggression in Ukraine.

 

The introductory remarks were delivered by Ambassador Iztok Mirošič, BSF Programme Director, with panel speakers Mr Mykhailo Gonchar, Founder & President, Center for Global Studies “Strategy XXI”, Ukraine, Dr Stefan Meister, Head of Program for International Order and Democracy, German Council on Foreign Relations, Mr Jernej Müller, Political Director, Director-General, Directorate for Common Foreign and Security Policy, Ministry of Foreign Affairs of the Republic of Slovenia and Ms Anna Wieslander, Director Northern Europe, Europe Center, Atlantic Council.

The discussion was moderated by Ms Katja Geršak, Executive Director, Centre for European Perspective.
