From 29 March 2019 the EU will formulate its foreign, security and defence policies without the UK. As the UK prepares to leave the EU, careful consideration needs to be given to the future partnership that the UK has with the EU on security and defence. The UK government has made clear that it wants to build a ‘deep and special security partnership’ with the EU – not least because of our common values and interests. Given growing security threats, more unpredictable and hybrid in nature, which don’t recognise borders, achieving a strong post-Brexit security partnership is a priority for us all.

Brexit will certainly impact the way in which the EU focuses on its own neighbourhood. The UK has made an important contribution to Common Security and Defence Policy (CSDP) missions in a number of key operational areas. It will be important to define how these arrangements will continue. The UK is also proposing continued cooperation on external security to work together to prevent crises, counter hybrid threats, enhance resilience and stabilise post-conflict situations. And cooperation should also include consideration of how we can work together on future capabilities including research and development.  Without continued cooperation Europe will not be as resilient and less able to meet threats that challenge us all.

NATO, as well as bilateral security agreements, provide an important element of continuity outside EU security structures but the EU itself is becoming an important mechanism through which its Member States coordinate, and often pool their approaches to non-military foreign and security policy. As a leading NATO ally and permanent member of the UN Security Council, the UK contributes significantly to this through deploying assets, expertise, intelligence and capabilities. It wishes to continue to do this and remain a committed partner outside of the EU.

Over the past months intensive discussions having been taking place in Brussels to come to a mutual agreement on what the future UK/EU security partnership will look like. This roundtable discussion will address how the UK proposes to maintain a close relationship in the areas of external security and current levels of cooperation.

BSF 2018: Bridging the Divide

The 2018 edition of the Bled Strategic Forum will take place in Bled on 10 and 11 September under the title “Bridging the Divide” and will again attract over 1000 visible foreign and Slovenian guests from the spheres of politics, economy, research and development, science and civil society. Through the focus on deepening the divisions in regional and international security, political, economic and social environment, the Forum confirms its role as one of the most important strategic meetings in Central and Southeastern Europe.

Society in search of answers to deepening divisions

Recent technological advances have helped to deepen our understanding of the world and, in certain areas, bring us closer together than ever, but the world remains rife with tensions. The predictions and hopes of many political thinkers at the end of the 20th century that the access to information would result in greater homogeneity have not materialised. While many believe that facts are objective, we are now learning that in human interactions, distinguishing between facts and perceptions is harder than it seems, realising that the reality is very personal, subject to our cultural experience, traditions and values. How do we distinguish a fact from a perception or a myth? How do we decide that what we see is true and not merely the result of subjective views? And when our realities differ, how do we bridge the divide?

We have developed the instruments needed to engage in an effective, inclusive and transparent dialogue. The array of tools at our disposal is greater than ever before, but these new technologies are merely tools, and they are also being used to perpetuate our differences.

We remain enveloped in our traditional perceptions and are better at judging each other than looking inwards and making improvements at home. When will we start searching for the things we have in common with the same eagerness, ensuring a prosperous and sustainable future for everyone?

Fostering public discourse across three key bridges

For the 13th year, the Bled Strategic Forum fosters open space for a debate on governance of our society in the local, national and international context, education for future generations, inclusion and participation in decision-making for all members of the society, and technological as well as business challenges of the future. The Forum consists of three key elements: political-security forum, business forum and youth forum. The latter will follow the core topic and support it with a series of discussions under the titles “Business BSF: Future of Work” and “Young BSF: Sustainable Security – the Role of Youth in Bridging the Divide”.

Focus 1: Bridge between political processes and economy

Decision-making in politics and progressive, sustainable as well as green economy seem to be inseparable, since the two spheres correspond to each other in their key elements. Business BSF will focus on the evolution of work and its impact on jobs, businesses and the society at large. Globalisation, technological progress and demographic change have a profound impact on work. While the future offers unparalleled opportunities, it also presents significant challenges. How will these changes affect workers, employers and the society?

Focus 2: Bridge between regional and global challenges

It is clear that the Forum exceeds regional boundaries both through wide geographic participation and the selection of topics. It is impossible to disregard global challenges, such as the future of Europe, economic and political outlook and the current geopolitical balance between the powers, which will be in the centre on the first day of the Forum. On the second day, the focus will be on the mediation in the multipolar world, global agenda for sustainable development, climate security, technological advances and the new reality in the labour market, cyber security, artificial intelligence, gender equality, cultural cooperation through tourism, as well as resilient and inclusive institutions. Focus 3: Strong representation of youth this year

For the past 8 years, the Forum has been accompanied by its younger brother, Young BSF, a meeting of young leaders who seek innovative solutions through vivid discussions and address burning global challenges. Over 70 participants from 30 countries will reconsider the concept of sustainable security and address the challenges of intergenerational cooperation, sustainable tourism, artificial intelligence, gender equality, security in the Western Balkans and the Mediterranean through 12 round tables and workshops. Special attention will be devoted to an inherent and urgently needed interregional cooperation that can lead to progress in democratisation, fight against corruption and terrorism, as well as adaptation and prevention of climate change. Strong interrelation between the topics of the BSF and Young BSF, which will take place from 7 to 9 September in Ljubljana, will for the first time in the history of the Forum result in discussions in Bled – namely, four young extraordinary leaders will participate as speakers in the main panels.

The realisation of the Forum would not be possible without the support of the partners and sponsors. Centre for European Perspective (CEP) is one of the 15 consortium members led by Italian ARSProgetti SPA providing experts for different services requested by the European Commission under the framework contract SIEA 2018. SIEA 2018 ’Services for the implementation of external aid 2018’ is one of the main on-going framework contracts in total value of 650 million euros. Frameworks contracts are put in place by EuropeAid Cooperation Office to facilitate the implementation of the external aid through the fast recruiting of expertise in several fields, and may cover any geographical area in the world. The framework contract consists of 6 Lots covering different areas: Lot – 1 Sustainable management of natural resources and resilience, Lot 2 – Infrastructure, sustainable growth and jobs, Lot 3 – Human Rights, Democracy and Peace, Lot 4 – Human Development and safety net, Lot 5 – Budget Support and Lot 6 – Innovative financing for Development. The consortium led by ARSProgetti SPA with its experts will compete with 9 other consortium that are part of Lot 3.

Enhancing Digital Diplomacy Activities in the Western Balkans and Eastern Europe

The Centre for European Perspective, together with the U. S. Department of State, is organizing another special event in the scope of the project“Enhancing Digital Diplomacy Activities in the Western Balkans and Eastern Europe”. All activities will take place in two locations, our state capital Ljubljana and Bled, between September 9th and September 12th. The four day event will bring together participants from Albania, Bosnia and Herzegovina, Bulgaria, Czech Republic, Estonia, Georgia, Lithuania, Kosovo, Macedonia, Moldova, Montenegro, Romania, Serbia, Slovenia, Slovakia and Ukraine, as well as leading experts in the field of Digital Diplomacy from the U.S. Department of State, academia, private sector and media.

The initiative continues to serve as the hub for education and sharing of best practices in the field of Digital Diplomacy. After two trainings, organized in autumn 2017 and spring 2018, this event will focus on combining all the past and current ideas, knowledge and motivation to build a strong network for the project. It will be up to the old and new participants to BRIDGE different challenges in the field, and contribute to a fruitful program in the future.

The event is also special in two ways, as its activities are included in the Bled Strategic Forum (BSF) and the Young Bled Strategic Forum (YBSF). Experts in the field of Digital Diplomacy will work side by side with the participants of the YBSF assisting them to properly deliver their messages to the target audience. Our project is moving to Bled for the last two days, where the participants will have an opportunity to join some interesting discussions, at one of the biggest international interdisciplinary conferences in Slovenia. Don´t miss our panel discussion titled Digital Bridge: Transformation for Institutional Resilience taking place on Tuesday. The Start:up Balkan winning company Meerkiddo travels to London for a business-boosting visit

The founder of the winning start-up of the Start:up Balkan programme Meerkiddo from Bosnia and Herzegovina will at the beginning of September travel to London and visit a global start-up hub. With the 5-day visit of the winning start-up to the global capital and financial centre, the Start:up Balkan programme will conclude its this year’s activities.

A special networking and business boosting programme supported by the British Startup Manufactory company includes several activities from visit to Google Campus and different entrepreneurial meetups to appointments with representatives of some tech start-ups and few entrepreneurship trainings on recent business topics.

Different opportunities and challenges on the British and Irish markets and business support prospects are foreseen topics for the discussion with the representatives of British government’s Department of international trade and Slovenian Embassy in London.

Meerkiddo is one of the over 30 start-ups from the Western Balkan region that were presented on start-up conference in Maribor and were selected as the most perspective through the Start:up Balkan tour. Meerkiddo created a parental control app that helps parents supervise their children using a mobile phone.

Start:up Balkan tour was a part of the Start:up Balkan programme that was conducted in February 2018 through all Western Balkans capitals. In each capital an event was organized with renowned international speakers and guests to support local young entrepreneurs and encourage them to be even better. The main objective of these events was to give local start-ups a chance for a three-minute pitch that was followed by a feedback delivered by experts and potential investors. The best start-ups from each capital were in May 2018 invited to the PODIM conference in Maribor and to take part in the PODIM Challenge pitching competition.

Three wining start-ups of the PODIM Challenge, were awarded with all-inclusive tailor-made programme in London that will take place from the 3rd to the 7th September 2017.

Start:up Balkan was program in the framework of the project ‘Establishing an Integrated Start-up Ecosystem in the Western Balkans’ powered by CEP and PODIM and supported by the BritishEmbassy in Ljubljana.
