From 18 to 21 November 2025, the European Digital Diplomacy Exchange (EDDE) project hosted a four-day training titled “Empowering Citizens Through Strategic Communication” in Bar, Montenegro. The event brought together government communicators and strategic communication experts to explore how digital technologies are reshaping democracy, trust and citizen participation. The training was organised in cooperation between the Ministry of Foreign and European Affairs of Slovenia and the Centre for European Perspective (CEP) as part of Slovenia’s Development Cooperation and Humanitarian Aid programme.

Over four days, participants took part in an intensive programme combining lectures, debates, practical exercises and peer exchanges. Through case-based exercises such as developing a “national selfie,” designing visuals to complement key messages, and simulating responses to a disinformation crisis participants translated theory into practice and strengthened their skills for day-to-day communication work.

The first full working day introduced participants to the foundations of digital public affairs and public diplomacy, focusing on how institutions can use digital channels to strengthen dialogue with citizens. The programme then moved into an icebreaker designed to build group cohesion, followed by a lecture on placing citizens at the center of democratic engagement. The afternoon featured a structured debate on trust-building in communications, grounded in academic pre-readings, and concluded with an interactive dialogue with Meta on the relationship between platforms, public audiences and public policy in the modern information environment.

The second day explored national identity and reputational strategy through the concept of the “national selfie.” Participants began with a recap and a brief energizer before diving into a lecture on brand affinity and national self-presentation. They then worked in country groups to develop their own “national selfies,” followed by a plenary discussion linking the exercise to evolving ideas around reputational security. In the afternoon, attention shifted to narrative strategy, with a lecture on policy storytelling and an applied exercise where participants practiced framing complex or unpopular policies in clear, persuasive ways.The highlight of the day was undoubtedly the session “Evening Country Spotlights: Sharing Communication Practices,” where participants presented their strategic communication best practices and national experiences, complemented by a cultural touch as they brought traditional foods from their home countries.

The third day focused on digital expression and multimedia strategy. After the morning recap, participants examined digital rhetoric and the persuasive power of language in online communication. This was followed by a practical session on how multimedia elements enhance strategic messaging, culminating in an exercise where participants designed visuals tailored to specific messages. The afternoon turned to the role of artificial intelligence in government communications, opening a discussion on both its opportunities and its potential challenges for public administration institutions communication practices. A structured debate followed, where participants reflected on recent research and explored how evolving AI capabilities may shape public communication environments and the ways institutions engage with citizens.

The final day concentrated on disinformation resilience. Participants examined contemporary techniques used by harmful actors in adversarial information operations and discussed communication strategies for countering them. They then worked through a crisis simulation exercise requiring real-time responses to a disinformation scenario, testing both their analytical and messaging skills. The training concluded with a plenary on lessons learned, an evaluation session and the closing ceremony, marking the end of an intensive and highly collaborative four-day programme.

The EDDE training in Bar underscored that empowering citizens lies at the heart of democratic resilience, as meaningful dialogue between institutions and the public enables stronger communication, greater trust and the co-creation of more sustainable, people-centred policies. By fostering international cooperation and peer learning, the programme equips government communicators with the tools, analytical frameworks and networks necessary to better support this citizen engagement. Strengthening institutional communication capacities is therefore not an end in itself, but a means to ensure that democratic institutions become more transparent, inclusive and responsive, while enhancing their ability to effectively counter Foreign Information Manipulation and Interference (FIMI).

The implemented activities are supported and funded by the Ministry of Foreign and European Affairs of Slovenia in the scope of the Development Cooperation and Humanitarian Aid programme and implemented by the Centre for European Perspective.

Evropska izmenjava aktivnosti digitalne diplomacije

Med 18. in 21. novembrom 2025 je v mestu Bar v Črni Gori potekalo štiridnevno usposabljanje v okviru projekta Evropska izmenjava aktivnosti digitalne diplomacije-European Digital Diplomacy Exchange (EDDE) z naslovom »Opolnomočenje državljanov skozi strateško komuniciranje«. Dogodek je združil vladne komunikatorje in strokovnjake za strateško komuniciranje, ki so raziskovali, kako digitalne tehnologije preoblikujejo demokracijo, zaupanje ter sodelovanje državljanov. Usposabljanje je bilo organizirano v sodelovanju Ministrstva za zunanje in evropske zadeve Republike Slovenije ter Centrom za evropsko prihodnost (CEP) v okviru programa mednarodnega razvojnega sodelovanja in humanitarne pomoči.

V štirih dneh so udeleženci sodelovali v intenzivnem programu, ki je združeval predavanja, razprave, praktične vaje in izmenjavo izkušenj. Skozi praktično zasnovane naloge kot so priprava “nacionalnega selfija”, oblikovanje vizualnih sporočil ter simulacije odzivanja na krizne situacije, povezane z dezinformacijami so udeleženci teoretična znanja prenesli v prakso ter okrepili svoje kompetence za vsakodnevno delo na področju strateškega komuniciranja.

Prvi delovni dan je udeležencem predstavil temelje digitalnega javnega komuniciranja in javne diplomacije, s poudarkom na tem, kako lahko institucije z uporabo digitalnih medijev in družbenih omrežij izboljšajo dialog z državljani. Program se je nato nadaljeval z uvodno skupinsko dejavnostjo, namenjeno spoznavanju in gradnji sodelovanja, sledilo pa je predavanje o tem, kako državljane dejansko vključiti kot ključne sogovornike in partnerje v demokratičnih procesih. Popoldne je bilo namenjeno strukturirani razpravi o krepitvi zaupanja v javni komunikaciji, ki je izhajala iz vnaprej prebranih akademskih prispevkov, dan pa se je zaključil z interaktivnim pogovorom s predstavnikom družbe Meta o odnosu med platformami, javnostmi in oblikovanjem javnih politik v sodobnem informacijskem prostoru.

Drugi dan je bil posvečen raziskovanju nacionalne identitete in strategije ugleda skozi koncept »nacionalnega selfija«. Udeleženci so začeli s povzetkom prejšnjega dne in kratko uvodno aktivnostjo za lažji prehod v delovni ritem, nato pa prisluhnili predavanju o povezovanju javnosti z blagovno znamko države in nacionalni samoprezentaciji. V nadaljevanju so v skupinah po državah oblikovali svoje »nacionalne selfije« ter razpravljali o njihovih elementih v okviru plenarnega dela, ki je koncept povezal s sodobnim razumevanjem reputacijske varnosti. Popoldne se je osredotočilo na razvoj narativov, in sicer prek predavanja o pripovedovanju politik ter praktične vaje, v kateri so udeleženci vadili oblikovanje jasnih in prepričljivih razlag zahtevnih ali manj priljubljenih politik. Vrhunec dneva je bil nedvomno večerni dogodek »Country Spotlights«, na katerem so udeleženci predstavili svoje najboljše strateške komunikacijske prakse in nacionalne izkušnje, dogodek pa je dopolnila tudi kulturna nota s tradicionalnimi jedmi iz njihovih držav.

Tretji dan je bil namenjen digitalnemu izražanju in multimedijskim strategijam. Po jutranjem pregledu ključnih poudarkov so udeleženci preučevali digitalno retoriko in prepričevalno moč jezika v spletnem komuniciranju. Sledilo je praktično delo o tem, kako multimedijski elementi krepijo strateška sporočila, ki se je zaključilo z vajo oblikovanja grafik, prilagojenih posameznim sporočilom. Popoldanski del je bil posvečen vlogi umetne inteligence v vladnem komuniciranju, kjer so udeleženci razpravljali o priložnostih in izzivih, ki jih ta prinaša za delo v institucijah javne administracije. Dan se je zaključil s strukturirano razpravo o ugotovitvah nedavnih raziskav ter o tem, kako razvijajoče se zmožnosti umetne inteligence spreminjajo javno komunikacijsko okolje in načine, kako institucije stopajo v stik z državljani.

Zadnji dan se je osredotočil na odpornost proti dezinformacijam. Udeleženci so preučevali sodobne tehnike, ki so s strani zlonamernih akterjev uporabljane za širjenje zavajajočih in škodljivih vsebin, ter razpravljali o komunikacijskih pristopih za njihovo učinkovito obvladovanje. Nato so izvedli simulacijo kriznega odzivanja, v kateri so morali v realnem času pripraviti odzive na dezinformacijski scenarij ter pri tem preizkusiti svoje analitične in komunikacijske veščine. Program se je zaključil s plenarno razpravo o ključnih naukih, časom namenjenem evalvaciji ter zaključno slovesnostjo, ki je zaokrožila intenziven in zelo sodelovalen štiridnevni program.

Usposabljanje EDDE v Baru je poudarilo, da je opolnomočenje državljanov temelj demokratične odpornosti, saj konstruktiven dialog med institucijami in javnostjo omogoča močnejše komuniciranje, večje zaupanje ter sooblikovanje bolj trajnostnih politik, ki postavljajo v središče državljana. S spodbujanjem mednarodnega sodelovanja in učenja med vrstniki program, vladnim komunikatorjim, zagotavlja orodja, analitične okvire in mrežo strokovnjakov, ki so potrebni za učinkovitejšo podporo vključevanju državljanov. Krepitev institucionalnih komunikacijskih zmogljivosti zato ni cilj sama po sebi, temveč sredstvo za to, da postanejo demokratične institucije bolj transparentne, vključujoče in odzivne, hkrati pa bolje pripravljene na učinkovito naslavljanje manipulacij in tujih posegov v informacijski prostor (Foreign Information Manipulation and Interference -FIMI).

Izvedene aktivnosti so podprte in financirane s strani Ministrstva za zunanje in evropske zadeve Republike Slovenije v okviru programa mednarodnega razvojnega sodelovanja in humanitarne pomoči, izvaja pa jih Center za evropsko prihodnost.

Break the Fake: Standing Together for Truth and Resilience in Europe’s Information Space

Ljubljana, October 24, 2025 – On Thursday, October 23, the House of the European Union in Ljubljana hosted Break the Fake, an event dedicated to strengthening resilience against disinformation and promoting cooperation between Slovenia, Ukraine, and European partners in defending truth and democratic values.
 
 
Organized by the NGO Platform for Development Projects “Priority” in partnership with the Embassy of Ukraine in Slovenia, the Ministry of Foreign Affairs of Ukraine, the Government Communication Office of the Republic of Slovenia, and the Centre for European Perspective (CEP), the event brought together diplomats, experts, and civil society representatives to explore the human and societal impact of disinformation.
 
Opening remarks were delivered by H.E. Petro Beshta, Ambassador of Ukraine to Slovenia; Ms. Petra Bezjak Cirman, Head of the Government Communication Office; and Ms. Nina Čepon, Executive Director of the Centre for European Perspective.
 
 
The programme featured an analysis of Russian propaganda strategies by disinformation expert Mr. Mykhaylo Dankanych, followed by the deeply moving personal testimony of Mr. Malik Yevgeniy, a former Ukrainian prisoner of war, who shared his experience of captivity and the psychological toll of propaganda.

Break the Fake: Standing Together for Truth and Resilience in Europe’s Information Space

 
In her address, CEP Executive Director Nina Čepon underlined that disinformation is not an abstract concept but a force that undermines trust, weakens social cohesion, and erodes democratic foundations. She highlighted CEP’s long-term engagement in strengthening Europe’s information resilience through partnership, education, and capacity building.
 
Through initiatives such as Countering Disinformation and Building Resilience in the Western Balkans and the European Digital Diplomacy Exchange (EDDE), CEP works with journalists, diplomats, and public officials to strengthen media literacy, build cross-sectoral cooperation, and promote communication grounded in trust and transparency. These programmes have also fostered close collaboration with Ukrainian partners, particularly since the onset of Russia’s full-scale invasion.
 
Further demonstrating this partnership, CEP’s Slovenia Connects – Rebuild Ukraine initiative supports capacity building and good governance in Ukraine, focusing on empowering local and regional authorities in the country’s recovery and reconstruction process.
 
 
The event concluded with an open discussion on countering Russian propaganda and violations of international law.
 
As Ms. Čepon emphasized, resilience begins with truth, and the most effective response to disinformation lies in cooperation among institutions, media, educators, and citizens. Break the Fake served as a reminder that every verified story, every act of solidarity, and every informed conversation helps build a Europe that is resilient, united, and free.

We are excited to announce another four-day EDDE training, from 18 to 21 November 2025, in Bar, Montenegro. The event is organised through the cooperation between the Ministry of Foreign and European Affairs of Slovenia and the Centre for European Perspective. The upcoming training, titled “Empowering Citizens Through Strategic Communication,” will explore how digital technologies are reshaping democracy and citizen engagement.  While digital platforms expand opportunities for participation, they also present new challenges to trust in institutions and collaboration.

Participants will gain practical insights and hands-on experience through lectures, debates, and exercises. The program will focus on how digital communication and the use of different techniques shape trust in institutions and citizen engagement.  

This training offers participants the opportunity to strengthen their professional skills, share best practices, and exchange perspectives on how strategic communication can empower citizens as essential partners in the democratic process.

Z veseljem napovedujemo novo štiridnevno usposabljanje v okviru projekta Evropska izmenjava aktivnosti digitalne diplomacije-European Digital Diplomacy Exchange (EDDE), ki bo potekalo med 18. in 21. novembrom 2025 v mestu Bar v Črni gori. Usposabljanje z naslovom »Opolnomočenje državljanov skozi strateško komuniciranje«, bodo udeleženci spoznali kako digitalne tehnologije preoblikujejo demokracijo in vplivajo na vključevanje državljanov v demokratične procese. Čeprav, danes digitalne platforme ponujajo številne nove priložnosti za sodelovanje, hkrati prinašajo tudi izzive, katerih učinkovito naslavljanje omogoča vzpostavljanje in ohranjanje zaupanja v institucije ter večji potencial za uspešno sodelovanje

Udeleženci bodo s prepletom teorije in prakse pridobili znanja in izkušnje z različnih področij strateškega komuniciranja v sklopu formatov, kot so predavanja, razprave in praktične naloge. Program bo osredotočen na priložnosti digitalnega informacijskega okolja ter na znanja in orodja, ki omogočajo vzpostavljanje in ohranjanje sodelovanja med institucijami in državljani ter spodbujajo njihovo medsebojno povezovanje.

Usposabljanje bo udeležencem omogočilo krepitev strokovnih veščin, izmenjavo dobrih praks ter različnih pogledov na to, kako lahko strateško komuniciranje opolnomoči državljane kot ključne akterje v demokratičnih procesih.

EDDE goes to D.C

A four-day Skills Workshop and Learning Tour, organised through the European Digital Diplomacy Exchange (EDDE) network, will bring together government communicators and data analysts from 12 to 15 November in Washington, D.C.

The event, hosted in collaboration with the U.S. Department of State and the Centre for European Perspective (CEP), is designed to empower government communicators and data analysts with essential skills to address challenges in today’s rapidly evolving digital media environment.
As governments worldwide face challenges from foreign information manipulation and interference (FIMI), this workshop will gather representatives from 13 European countries (Austria, Albania, Bulgaria, Czech Republic, Estonia, Kosovo, Latvia, Lithuania, North Macedonia, Poland, Moldova, Romania, Slovenia) that will gain hands-on experience and insights from leading experts across the U.S. government on topics such as countering adversarial FIMI tactics, conducting data-driven audience analysis, and integrating strategic messaging with broader public diplomacy efforts.

Key highlights that the program will include:
• navigating and countering foreign information threats,
• data and analytics training to enhance data-driven messaging,
• collaborative learning and interagency dialogue.

This workshop offers opportunities for diplomats and analysts to develop skills, share best practices, and build networks for fostering a more secure, informed information space.

The implemented activities are supported and funded by the U.S. Department of State’s grant and implemented by the Centre for European Perspective.

EDDE Advanced Training on Digital Strategic Messaging Concludes in Slovenia

The European Digital Diplomacy Exchange (EDDE) successfully concluded its three-day advanced training from September 4 to September 6, 2024, at the historic Jable Castle in Mengeš, Slovenia. The training brought together 40 diplomats and communication professionals from across Europe and beyond to enhance their digital communication and strategic public diplomacy skills in an increasingly digital world.

The training, organized by the U.S. Department of State and the Centre for European Perspective (CEP), featured leading experts in digital diplomacy, technology, and communication strategy. Attendees were welcomed by Stephanie Sutton, Chief of Staff at the U.S. Department of State’s Bureau of Public Diplomacy, followed by lectures from thought leaders, covering topics ranging from “Understanding One’s Digital Selfie in the Digital Society” to “Using AI to Strengthen Strategic Communications.” The interactive training included practical exercises such as podcast creation and crisis communication simulations, providing attendees with hands-on experience in leveraging digital tools to tackle modern diplomacy challenges.

The EDDE training, supported by the U.S. Department of State and the Slovenian Ministry of Foreign and European Affairs through development aid funds, reflects the continued commitment to equip diplomats with the skills necessary to navigate the rapidly evolving digital landscape, counter disinformation, promote democracy, and engage citizens globally.

Advanced Training on Digital Strategic Messaging in Mengeš, Slovenia

Mengeš, Slovenia – 4–6 September 2024

In an era where digital communication is both a powerful tool and a formidable challenge, government communicators must adapt to a rapidly changing landscape. To support these efforts, the U.S. Department of State and Centre for European Perspective (CEP) are hosting a specialized three-day training on the topic of “Advanced Digital Strategic Messaging.”

This event, which will take place in Mengeš, will bring together government communicators from 19 different countries to enhance their skills in digital strategic messaging. The training is designed to equip participants with cutting-edge tools and techniques needed to navigate today’s complex communication environment.

Participants will engage in intensive sessions led by esteemed international experts from different fields. The training will cover various topics, including digital presence in the digital society, support for the connection through engaging dialogue, focusing on opportunities for podcast creation, possibilities of cooperation with influencers, and theoretical and practical knowledge on integrating advanced visuals and multimedia elements into messaging.  In addition to technical skills, the program will address critical areas such as crisis communications and strategies to counteract disinformation—key components for maintaining credibility and trust in governmental messaging.

The project is the result of cooperation between the U.S. Department of State and the Centre for European Perspective, in partnership with the Ministry of Foreign and European Affairs of the Republic of Slovenia, in the scope of the programme of Development Cooperation and Humanitarian Aid.

Živimo v času hitrih sprememb, kjer digitalna komunikacija igra ključno volgo in lahko predstavlja tako prednost kot tudi izziv. Vladni komunikatorji se morajo konstantno prilagajati in izobraževati, da sledijo hitro se spremnjajočim trendom. V ta namen Ministrstvo za zunanje zadeve Združenih držav Amerike (U. S. Department of State) in Center za evropsko prihodnost (CEP) organizirata tridnevno usposabljanje z naslovom »Napredno digitalno strateško komuniciranje«.

Dogodek, ki bo potekal v Mengšu med 4. septembrom 2024 in 6. septembrom 2024, bo povezal vladne komunikatorje iz 19 različnih držav z namenom izboljšanja veščin digitalnega strateškega komuniciranja. Usposabljanje je zasnovano z ciljem, da udeležencem zagotovi orodja in tehnike, potrebne za uspešno delovanje v kompleksnem komunikacijskem okolju.

Udeleženci bodo sodelovali na več predavanjih in aktivnostih, ki jih bodo vodili priznani mednarodni strokovnjaki z različnih področij. Program usposabljanja bo zajemal ključne teme, kot so vzpostavljanje digitalne prisotnosti v digitalni družbi, izgradnje vključujočega dialoga, vloga umetne inteligence pri krepitvi strateških komunikacij, uporabo podkastov in možnosti sodelovanja z digitalnimi vplivneži ter vključevanje naprednih vizualnih in multimedijskih elementov v komuniciranje. Poleg pridobivanja tehničnih veščin, bodo udeleženci sodelovali v krepitvi institucionalnega znanja o pomembnih področjih, kot so krizno komuniciranje in strategije za boj proti dezinformacijam, ki sta ključni za ohranjanje verodostojnosti in zaupanja v vladno komuniciranje.
