»Mediterranean Coast and Macroregional Strategies Week« will take place between the 20–23 September 2017 at Slovenian coast.
The traditional event aims to raise awareness on the sea and coast and their natural resources and economic potential, as well as to expose the risks to which the sea and coast are exposed to due to the natural phenomena and human actions.Organizers are promising numerous interesting activities. The event will bring together practitioners, experts and general public. Special attention will be given to the stakeholders’ views on the state of play and the future of the sea and coastal management.
The Mediterranean countries are celebrating the Mediterranean Coast Day since its launch on the 25th of September 2007. The 25th of September was chosen as the Mediterranean Coast Day to honor Slovenia as the first country in the Mediterranean region which ratified the Protocol on Integrated Coastal Zone Management (ICZM) in 2009. The ICZM Protocol is a unique legal instrument which allows the countries in the Mediterranean to better manage and protect their coastal zones in pursuit of sustainable development. Each year, one of the Mediterranean countries is a host of the Mediterranean Coast Day main celebration, while other countries organize their own events.
In Slovenia, the celebration is widely known as the “Mediterranean Coast Week” and is inextricably linked to the regional cooperation under the three European macro-regional strategies which are implemented in the Slovenian territory, namely the Danube, Adriatic-Ionian and Alpine strategy.
Focus of this year’s Mediterranean Coast and Macroregional Strategies Week is “Living with the sea”.

Centre for European Perspective has made a step towards enhanced cooperation among young Danube experts in Maribor, between 10th and 12th May 2017. Young and potential entrepreneurs were invited to international conference PODIM that shows a great example of multi-level governance – cooperation of municipality, state and private sector that share a common goal.
PODIM conference is a leading start-up conference in Alps-Adriatic region that has been first time organized 37 years ago! In this time, it developed from a smaller entrepreneurial conference to leading gathering in the region. It shows how actors from various fields and levels can work together and reach much more than they ever could alone.
CEP as PA10 coordinator hosted 20 young entrepreneurs from ten Danube countries (Bulgaria, Croatia, the Czech Republic, Hungary, Romania, Slovakia, Montenegro, Serbia, Moldova and Ukraine). They were selected on the basis of the PODIM Challenge call that initially received 131 entrepreneurial ideas. Young entrepreneurs had to present their idea, team and business plan. Among over 200 start-ups from the Danube region and wider, four teams (from Czech Republic, Hungary, Slovakia and Ukraine) got into the semi-finals where 20 best start-up ideas pitched in front of the experts and investors. Slovakian start-up – Unigraph & Ingen.io that developed a layer of artificial intelligence to analyse texts and understanding, based on internal knowledge graph, which stores information about each facility in the world in which we live – got into finals and was voted as second best in the PODIM challenge.
Participants had a chance to listen to the inspiring and content-rich speeches and workshops, delivered by serial start-uppers, investors, initiators from all four corners of the world. They met with the investors through one-on-one meetings, they widened their horizons at the consulting and coaching sessions and discussed their ideas with the young people with a similar entrepreneurial mind-set. At the same time they had opportunity to meet Slovenian national start-up organization as a facilitator of cooperation within Slovenia, municipality representatives as well as various stake-holders from private and public sectors.

The initiative that started as CEP’s program activity in the framework of the official development cooperation of the Republic of Slovenia in 2014, has grown into a region-wide project that supports the young entrepreneurs and youngsters with a promising entrepreneurial idea on their way to the development of the idea and launch of their own start-up company.
Empowering entrepreneurs in Bosnia and Herzegovina
Starting with the young entrepreneurs in Bosnia and Herzegovina (BiH) three years ago, the project named Empowering BiH’s Young Entrepreneurs continues to expand its scope of activities. This year’s itineration included a preparation workshop in Networks Sarajevo, Sarajevo, BiH, (Wednesday, 22 March 2017 – learn more about it here) where young entrepreneurs got a chance to present their ideas, learn how to improve their pitch in front of an expert commission and got a direct feedback from their colleagues. Through the preparation process youngsters finalize their ideas and respond to the call for applications, where we select the best entrepreneurial ideas and offer 20 young entrepreneurs from BiH a 3-day all-inclusive package – visit to Slovenia, transportation, accommodation and participation at the PODIM Conference, free of charge.
Encouraging the start-up environment in Kosovo
Having received very positive feedbacks from the participants in BiH, CEP developed a similar project in Kosovo in 2016. A preparation workshop, titled “Investment and growth opportunities for Kosovo start-ups in Slovenia and the Alps-Adriatic region” will take place in the Innovaton Centre Kosovo (ICK) on Wednesday, 29 March 2017 (learn more about it here), followed by the call for applications for the young entrepreneurs from Kosovo and a 3-day visit to Slovenia.
Reaching out to the Danube region
Having focused predominantly on the countries of the Western Balkans in the previous years, we are now turning to the Danube region as well. As the coordinator of the Priority Area 10 of the Danube Strategy (Institutional Capacity and Cooperation), we have launched a special offer for the Danube region start-ups (selected Danube countries include: Bulgaria, Croatia, the Czech Republic, Hungary, Romania, Slovakia, Montenegro, Serbia, Moldova and Ukraine). 20 participants from the eligible countries will be selected for the 3-day all-inclusive package trip to Slovenia (read more about it here).
Partnership with PODIM Conference and visit to Ljubljana

Selected participants will attend PODIM Conference in Maribor, Slovenia on 10 and 11 May 2017, participate in the biggest networking event for start-ups in the Alps-Adriatic Region, take part in the PODIM Challenge pitching competition and be presented in the PODIM Start-up Catalogue for the one-on-one meetings with PODIM investors and blue-chip partners.
Following the PODIM Conference, the participants will visit Centre for European Perspective at Grad Jable, where a representative of the Ministry of Foreign Affairs will explain more about the Slovenian foreign policy efforts in the Balkan region and the EU-wide Positive Agenda for Youth that recognizes youth in the Balkan region as essential actors in regional cooperation, friendship and reconciliation. Their visit in Slovenia will conclude with a peek into the Slovenian start-up environment and co-working scene at the ABC Accelerator in Ljubljana. The good practices from Slovenia will help transmit one of the key messages of the project – cooperation leads first to small changes in the start-up environment, but not giving up and raising the voice of youth can lead to the system-wide reforms.
By joining forces, PODIM Conference and CEP offer young entrepreneurs an additional learning dimension in the creative process and empowers them to step ahead and present themselves in front of the investors that can help them transform their ideas into a promising start-up company.
CEP in konferenca PODIM združila moči za opolnomočenje mladih podjetnikov
Pobuda, ki jo je CEP začel v okviru mednarodnega razvojnega sodelovanja Slovenije leta 2014, je prerasla v regionalni projekt, ki podpira mlade podjetnike in mlade z obetavnimi podjetniškimi idejami na njihovi poti od razvoja ideje do zagona njihovega lastnega start-up podjetja.
Opolnomočenje podjetnikov v Bosni in Hercegovini
Projekt, ki se je pod imenom Spodbujanje podjetništva medm mladimi v BiH začel pred tremi leti, sedaj razširja svoje aktivnosti. V letošnjo izvedbo smo vključili pripravljalno delavnico v Networks Sarajevo v Bosni in Hercegovini (sreda, 22. marec 2017 – več o tem na tej povezavi), kjer so imeli mladi podjetniki možnost predstaviti svoje ideje, se naučiti, kako izboljšati svoje predstavitve pred strokovno komisijo ter dobiti neposreden komentar in nasvet s strani ostalih udeležencev. Tekom pripravljalnega procesa mladi izdelajo svoje ideje in se tako bolje odzovejo na razpis, preko katerega izberemo najboljše ideje in 20 mladim podjetnikom iz BiH ponudimo brezplačen tridnevni paket – obisk Slovenije, prevoz, nastanitev in obisk konference Podim.
Spodbujanje start-up okolja na Kosovu
Po zelo pozitivnem odzivu udeležencev v BiH, je CEP podoben projekt razvil tudi na Kosovu leta 2016. Pripravljalna delavnica z naslovom “Priložnosti za rast investicije in rast za kosovske start-upe v Sloveniji in v alpsko-jadranski regiji” se odvija v Innovation Centre Kosovo (ICK) v sredo, 29. marca 2017 (preberite več tukaj), sledi pa ji natečaj za mlade podjetnike s Kosova in tridnevni obisk v Sloveniji.
Širitev na Podonavje
Medtem ko smo se v preteklih letih osredotočali predvsem na države Zahodnega Balkana, se projekt letos razširja tudi na Podonavsko regijo. Kot koordinatorji PA10 Podonavske strategije (institucionalna krepitev in sodelovanje), smo poseben natečaj uvedli tudi za start-upe iz Podonavja (izbrane države v regiji zajemajo Bolgarijo, Hrvaško, Češko, Madžarsko, Romunijo, Slovaško, Črno goro, Srbijo, Moldavijo in Ukrajino). 20 udeležencev iz izbranih držav bo sodelovalo na tridnevni ekskurziji v Slovenijo (več preberite tukaj).
Partnerstvo s konferenco Podim in obisk v Ljubljani
Izbrani udeleženci se bodo udeležili konference Podim 10. in 11. maja 2017 v Mariboru v Sloveniji, sodelovali na največjem dogodku za start-upe v alpsko-jadranski regiji, se preizkusili na izzivu PODIM Challenge ter bili predstavljeni v PODIM Start-up katalogu, namenjenem ena-na-ena srečanjem z investitorji in partnerji.
Po konferenci PODIM bodo udeleženci obiskali tudi Center za evropsko prihodnost na gradu Jable, kjer jim bo predstavnik Ministrstva za zunanje zadeve RS povedal več o slovenskih prizadevanjih na področju zunanje politike na Balkanu in o Pozitivni agendi za mlade, ki na nivoju Evropske unije prepoznava mlade na Balkanu kot ključne akterje pri regionalnem sodelovanju, prijateljstvu in spravi. Njihov obisk v Sloveniji se bo zaključil z vpogledom v slovensko start-up okolje in sodelo (co-working) v ABC pospeševalniku v Ljubljani. Dobre prakse iz Slovenije bodo pomagale prenašati eno izmed ključnih sporočil projekta – sodelovanje najprej vodi do majhnih sprememb znotraj start-up okolja, vztrajnost in angažiranost mladih pa lahko vodita do širših reform na sistemski ravni.
Z združitvijo moči PODIM in CEP mladim podjetnikom ponujata dodatno učno dimenzijo v kreativnem procesu in prispevata k opolnomočenju mladih, da stopijo v ospredje, se predstavijo pred investitorji in s tem spremenijo svoje ideje v obetavna start-up podjetja.

Today, on 12th March 12th Steering Group (SG) Meeting of the Priority Area 10 – Institutional Capacity and Cooperation of the EU Strategy for the Danube Region (EUSDR), hosted by the City of Vienna took place at the representation of Baden- Wurttemberg in Berlin, held on the side-lines of the Donausalon.
PA10 Steering Group members had the opportunity to participate at the Donausalon, the opening of congress part of the ITB Berlin 2017 on Thursday Evening. Slovenia as the “Convention and Culture Partner ITB Berlin 2017” coloured the event in green. Slovenian State Secretary at the Ministry of Economic Development and Technology Ms Eva Štravs Podlogar took the Danube river basin as an example and expressed readiness for further cooperation. The highlight of the evening was the National Geographic World Legacy Award won by the Slovenian Tourist Board in destination leadership category.
The PA10 SG meeting on Friday addressed several important items, from state of play in participating countries, Annual Forum, update on macroregional cooperation and Commission’s report, DSP closure, Seed Money Facility call, DSPF call to PA10 workplan in 2017. Two successful projects from the 1st DTP call were also presented – AgriGoForCities and Attracitve Danube project. The next PA 10 SG meeting will be held in November at Jable Castle and hosted by CEP.
1. 1. 2017 | Danube
In January 2017 Centre for European perspective joined active implementation of the Danube Strategy as one of the coordinators of priority area 10 (PA10) – Institutional capacity and cooperation (the other coordinator is City of Vienna from Austria). Its main objective is enhancing the capacity of various institutions working in the Danube region, from its local, to regional, national and macro regional level on numerous topics.
The Danube Transnational Programme (DTP) is part of the Interreg family that acts as policy driver towards the positive change. It is a financing tool that is enabling actors in the region to implement transnational projects that promote cooperation and mutual learning. In its first call the DTP decided to financially support 53 projects across the region, dealing with diverse aspects of its main objectives:
– innovative and socially responsible Danube region
– environment and culture responsible Danube region
– better connected and energy sustainable Danube region
– well governed Danube region.
In this first call four projects that fall under the PA 10 topic were selected and they have recently presented their plans to the public. They are presented briefly below.
ATTRACTIVE DANUBE
Improving Capacities for Enhancing Territorial Attractiveness of the Danube Region
The main objective of Attractive Danube is to strengthen multilevel and transnational governance and institutional capacities of policy planners involved in territorial development of the Danube Region, which will result in more harmonized governance system of the area.
Attractive Danube is led by Geodetic Institute of Slovenia which is coordinating 11 partners and 7 associated partners from 13 EU and non EU countries.

DRIM
Danube Region Information Platform for Economic Integration of Migrants
With the goal of achieving cohesion and economic development in the Danube region, DRIM’s objective is to enhance the capacity of public institutions for promoting migrants’ economic integration, understood as fair access to employment, work and skills enhancement. DRIM brings together 10 partners and 8 associated partners form 9 countries and is coordinated by Research Centre of the Slovenian Academy of Sciences and Arts.

AgriGo4Cities
Urban agriculture for changing cities: governance models for better institutional capacities and social inclusion
AgriGo4Cities is coordinated by Slovenian Anton Melik Geographical Institute of the Research Centre of the Slovenian Academy of Sciences and Arts. The AgriGo4Cities project wants to employ Participatory Urban and Peri-urban agriculture as a powerful and emerging method to improve public institutional capacities in order to tackle socio-economic exclusion of vulnerable/marginalized groups and to stimulate sustainable urban development in the Danube region. It brings together 11 partners and 6 associated partners from 8 countries that have recognized that urban gardening can have wide positive effects on people living in cities.

RARE
Changing Discourses, Changing Practices: The Roma as Human Resource
RARE aims to enhance the capacities of and cooperation among actors having a stake in the labour market participation of the Roma in order to better exploit their economic potential. RARE will result in equipping partner institutions with new opportunities for synergies and innovation to effectively tackle labour market inclusion of the Roma in the Danube Region and monitor and assess efficiency of interventions.
Consortium of 13 partners and 8 associated partners from 9 countries is coordinated by Hungarian Charity Service of the Order of Malta.

Coordinators of the PA10 will closely follow the implementation of the projects and suggest project partners identified potential synergies in its methodology, pilot testing as well as policy recommendations. Coordinators will strive to implement project results into their work and transfer findings along with recommendations to the national, Danube and European policy level.

The Danube Strategic Project Fund is a new facility aiming at supporting the implementation of transnational strategic projects aligned with the objective of the EU Strategy for the Danube Region (EUSDR), with a specific added value at the interfaces between cohesion and enlargement/neighbourhood policy.
It is co-financed with funds provided to the European Commission by the European Parliament and the City of Vienna and will be managed by PA 10 of the EUSDR (City of Vienna) in close cooperation with EuroVienna, affiliated entity to the City of Vienna.
Background
The Danube Strategic Project Fund builds upon the experience gained during the implementation of the pilot initiatives START – Danube Region Project Fund and the technical assistance facility TAF – DRP, carried out by the City of Vienna in its capacity as Priority Area 10 “Institutional Capacity and Cooperation” of the EUSDR. Moreover, it refers as appropriate to the results, conclusions and recommendations of the “Socio-economic assessment of the Danube Region”, which was implemented by Priority Area 8 “Competitiveness” and finalised in November 2015.
General and specific objectives of the initiative
The Danube Strategic Project Fund (DSPF) focuses primarily on innovative pre-mature projects which could not be funded so far and respond to the actual needs in the Danube Regions functional area. Moreover, it will provide support for projects and initiatives which do not fit into a programme or funding scheme (or which need a combination of several funding instruments).
The DSPF pays particular attention to projects that:
– Have a strategic impact, especially in view of Enlargement and Neighbourhood policies
– Have connections and/or spill-over effects in the territory covered by the EU Strategy for the Adriatic and Ionian Region
– Include neighboring countries
– Include cross-cutting and/or horizontal measures covering several Priority Areas of the Strategy
– Follow a multi-level governance approach
– Support the establishment of economic and social cooperation
– Foster integration and reconciliation of Danube countries, with a particular focus on the training of young people
