Slovenia takes a step closer to the exchange of eInvoices in European standard

“Readiness Of Slovenian E-Invoicing” (ROSE) Action enables Slovenia to progress toward the widespread exchange of eInvoices in the European standard, in European public procurement. Two major pillars have already been established in order to implement the European legislation, scheme of the eSlog 2.0 standard and exchange hub for eInvoices sent in the European standard.

Dušan Zupančič, representative of the Chamber of Commerce and Industry of Slovenia, one of the stakeholders in the ROSE Action, explains: “The new step closer to the exchange of eInvoices that has been taken in the previous month represents setting up a scheme of the new eSlog 2.0 eInvoice, which is aligned with the European standard. eSLOG 2.0 manual will be prepared in Slovenian and English language for software solution and services providers to enable integration of the new eSLOG 2.0 standard into their solutions.”

The exchange hub was set up in order to support the contracting authorities and contracting entities who are not budget users and who up until now were not obliged to receive eInvoices when sent to them in European standard. The hub is an open system that will enable integration with various ERP systems, accounting software and other software solutions. Rok Bojanc of ZZI d.o.o. speaks about plans for development of the hub: “The exchange hub that was established today will be further upgraded with the support for the eSlog 2.0 standard and conversions of the two syntaxes, aligned with the European standard for eInvoices EN 16931 (UBL 2.1 and UN/CEFACT CII). This will allow contracting authorities and contracting entities who are not budget users to conduct business using eInvoices in an easy and effective way already next year.”

The development of technical solutions consisted also of trials toward the practical implementation of software solutions for AS4 access point and test exchange of documents through the test access points AS2. ZZI d.o.o. and MojDenar IT d.o.o., stakeholders of the ROSE Action shared their findings and suggestions with the European developers of the software solutions Domibus and AS4.net. The experiences gained will contribute to the improvements of the existing European software solutions and increase the interoperability among different software solutions that underwent the compliance tests in the framework of the »Connecting Europe Facility«.

The developments were acknowledged at yesterday’s 6th Steering Board meeting of the ROSE Action, a Connecting European Facility Action, co-financed by the European Union and implemented by the Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, ZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective.

In the framework the “Readiness Of Slovenian E-Invoicing” (ROSE) Action a workshop entitled »Preparing for the EU standard of eInvoice« took place today in Novo mesto in the premises of the Dolenjska and Bela krajina Chamber of Commerce. The workshop provided an introduction into the requirements of the European Directive on eInvoicing for Public Procurement (2014/55/EU), which obliges all budget users and contracting entities in public procurement to receive eInvoices transmitted in EU standard.

The partners of the ROSE Action, Public Payments Administration of the Republic of SloveniaChamber of Commerce and Industry of SloveniaZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective, which are working on the preparation of the project and technical solutions for Slovenia in order to prepare it for the upcoming changes in the field of eInvoicing, briefed the participants on the new directive, the process and goals of ROSE Action, new EU standard and eSlog 2.0. standard, technical solutions for eInvoices reception and the single eInvoices recipients register.

The Directive 2014/55/EU and the new EU standard for eInvoices bring some changes to the operations of budget users and an entirely new obligation for public companies and private law entities operating on the basis of special or exclusive rights in infrastructure-related activities. Therefore, the workshop attracted the representatives of management, heads of financial services and officials responsible for procurement processes.

A series of workshops in the framework of ROSE Action will be organized across Slovenia, the next workshop is taking place on 29 November in the premises of the Pomurska Chamber of Commerce.

After the introductory activities in the field of informing and educating of the key stakeholders involved in the exchange of eInvoices, “Readiness Of Slovenian E-Invoicing” (ROSE) Action continues to develop new Slovenian standard for eInvoices and exchange hub for eInvoices sent in the EU standard.

New Slovenian standard for eInvoices only a month after announcement of the EN 16931 in the Official Journal of the EU

The European Commission announced the European standard EN 16931 with an executive decision on 16 October 2017. While Slovenian businesses currently use the standard eSlog 1.6, ROSE Action will upgrade the standard in accordance with the recently announced European standard to the new version eSlog 2.0. In order to do so, ROSE Action partners are concluding the preparation of the XML scheme of the new standard and mapping tables between the two standards (1.6 and 2.0), mapping tables for eSlog 2.0 and two eInvoicing syntaxes complyiant with the European standard EN 16931. eSLOG 2.0 documentation will be prepared in Slovenian and English language for software solution and services providers to enable integration of the new eSLOG standard into their solutions.

Exchange hub for the exchange of eInvoices for contracting entities

The Exchange hub will be implemented to support contracting entities, which up until now weren’t obliged to receive eInvoices. The hub will allow organizations to receive and to send eInvoices in eSLOG 2.0 and in other syntaxes for which mapping tables will be prepared in Activity of upgrading of the Slovenian national eInvoicing standard to eSLOG 2.0. It will enable also the visualization of the eInvoice and will be linked to the eInvoice recipients’ entity database. The system will be open in order to enable integration into various ERP systems, accounting programs, and other software solutions.

Educational activities and awareness raising

Since the relatively new European Directive 2014/55/EU brings some new obligations for the European public service providers, ROSE Action aims to approach informing and education of the subjects, affected by the new legislation, in a very active manner. We have already announced the first educative workshops around Slovenia, the first two will take place on 24 November 2017 in Novo mesto and on 29 November 2017 in Murska Sobota. Workshops aim to address the content of the European Directive on eInvoicing in Public Procurement and technical solutions that will enable receipt of the eInvoices in EU standard in Slovenia.

In order to inform the interested audiences and stakeholders in a comprehensive manner, the ROSE Action webpage was recently updated and can be accessed at www.roseslovenia.eu. It offers information on the upcoming reforms and follows the activities of the ROSE Action.

Major steps taken towards the new Slovenian eInvoicing standard and their alignment with the EU Directive

The basis for a new Slovenian eInvoicing standard is being set up in the framework of the “Readiness Of Slovenian E-Invoicing” (ROSE) Action and major steps are being taken towards compatibility with the newly adopted EU standard. In order to improve efficiency in eInvoicing and automatization of the eInvoice recipients recognition, an eInvoices recipients eDatabase is being set up. In the process of preparation, suggestions of providers of the ERP systems and other business solutions are being taken into account. Last week, a kick-off conference took place and attracted over 140 participants, who are involved in the process of eInvoicing in accordance with the European Directive 2014/55/EU.

Kick-off conference “Will we be ready for European standard for e-invoicing?”

The conference devoted to the introduction of the new obligations for the European public service providers in the field of eInvoicing in the European standard was prepared by the ROSE Action stakeholders at the Chamber of Commerce and Industry of Slovenia. Over 140 participants of the conference, to a large extent represented public service providers, whether or not they are budget users, showed great interest for the topic addressed. They followed carefully to the presentation of the upcoming reforms and they greeted the suggested solutions and trainings that will be offered in the framework of ROSE Action.

Update of the Slovenian eInvoice standard

Due to various eInvoicing standards in the European Union, the EU Member States and the European Commission introduced European standard for eInvoices. The variety of standards leads to unneccessary complexitz and higher costs for the subjects. Following the EU standard for eInvoices will be now obligatory for all public service providers. They will be obliged to receive eInvoice if sent in one of the standard forms, confirmed by the European Commission. ROSE Action is rapidly setting up the solutions and specifications for the new Slovenian standard eSlog 2.0 aligned with the EU standard. At the same time, technical solutions are being developed, allowing the public service providers to translate eInvoices, sent in EU standard, to the new Slovenian standard eSlog 2.0.

eInvoices recipients eDatabase

The new EU legislation contribute to digitalization, standardization and interoperability in the provision of services that serve the citizens, economic subjects and member states. In order to digitalize and simplify the operations of all subjects involved, ROSE Action aims to set up a single eInvoices recipients eDatabase. It will increase operability on the local and national level, simplify cross-boarder communication, and make smooth circulation of the eInvoices in the EU possible.

ROSE Action conference offered new solutions for Slovenia and European Union in exchange of e-Invoices in public procurement

“Readiness Of Slovenian E-Invoicing” (ROSE),Connecting European Facility Action, co-financed by the European Union and implemented by the Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, ZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective, was today presented officially at the kick-off conference “Will we be ready for European standard for e-invoicing?” in Ljubljana, Slovenia.

The conference provided an in-depth insight into the upcoming requirement for European public service providers to be able to receive e-Invoice when sent to them in European standard. The purpose was to clarify what is Slovenia doing to prepare and be ready to implement the Directive 2014/55/EU on eInvoicing in public procurement and to present how will public service providers be supported, especially through the activities, trainings and solutions provided by “Readiness Of Slovenian E-invoicing” (ROSE). The new EU legislation in the field of digitalization, standardization and inter-operability in public services are crucial due to their positive effect on citizens, economic subjects and EU member states, among them high quality and low cost public services, new employments, sustainable development and more interconnected, stronger Europe.

Dušan Zupančič, director of the Association of Informatics and Telecommunications at the Chamber of Commerce and Industry of Slovenia, emphasized a long-term commitment of Slovenia to digitalization and simplification of e-commerce in his introductory remarks. The main message of mag. Aleksandra Miklavčič, director general of the Public Payments Administration of the Republic of Slovenia, was to point out that the success of introduction of e-commerce in Slovenia depends on cooperation between public sector, business sector and other stakeholders. In her presentation of e-commerce in state accounting, Milena Bremšak, director general at the Directorate for Public Accountancy at the Ministry of Finance, explained the development of e-commerce in state accounting and presented her views on future developments.

Tina Šinkovec of the Public Payments Administration of the Republic of Slovenia offered an insight into the duties and responsibilities according to the EU Directive on eInvoicing in public procurement, and pointed out that the directive binds the subjects listed in the Public Procurement Act. Andreja Dolničar Jeraj, programme director at Centre for European Perspective and ROSE Action coordinator, presented the activities under the ROSE Action so far and called upon the participants of the conference to get prepared to receive e-Invoices sent in European standard and to use the support and solutions offered through the ROSE Action.

Dušan Zupančič, Chamber of Commerce and Industry of Slovenia, clarified EN 16931 standard for e-Invoice and announced that a list of good practices in different sectors will be compiled as part of the ROSE Action. Igor Zorko, director of ZZI d.o.o., introduced the newly developed registry of e-Inovice recipients and presented an overview of useful solutions offered by ROSE Action, while dr. Rok Bojanc, ZZI d.o.o., explained how to receive e-Invoice in European standard. Jorgo Bertalanič of Public Payments Administration of the Republic of Slovenia elaborated on the key novelties and changes, among others also an upgrade of a single entry point for e-Invoices at the Public Payments Administration.

The conference brought together over 140 representatives of the enterprises that are involved in the public procurement processes.

The participation of other stakeholder such as IT companies, ERP providers, providers of e-communication services, and subjects who participate in public procurements are also welcomed. The language of the conference is Slovene.
