Cooperation between the Bled Strategic Forum 2018 – a leading international conference in Central and South-Eastern Europe – and the 51th MOS – one of the largest and most important trade fair events in Slovenia and this part of Europe – was announced on 13th of June at the press conference in Celje.
Newly established synergy between two of the most important conferences in Slovenia was presented by Dr Gorazd Justinek, executive director of Centre for European Perspective, co-organizer of Bled Strategic Forum 2018.
Bled Strategic Forum, which will take place between 10th and 11th of September 2018, brings together a diverse set of participants, including heads of state and government, ministers, diplomats, businesspeople, scholars and experts, youth, and media from around the world. With over 1000 participants (included 1 head of state, 2 heads of government, 16 foreign and 27 other ministers, 14 representatives of international organizations and 28 other high-level guests) from 66 countries, the 2017 Bled Strategic Forum was the biggest and most successful event in its history.
International Trade Fair MOS will take place right after Bled Strategic Forum, between 11 and 16 of September 2016. It is a business crossroads for innovations, development and the latest advances, providing superb opportunities to drive business forward and an opportunity to directly target customers. It is also a venue for showcasing new products and services, offering an insight into the main challenges that entrepreneurs and craftsmen have to face in everyday business environment.
Bled Strategic Forum and MOS recognize the synergies between the operations and missions of both international conferences and therefore plan to cooperate on the content preparations and discussions.
Together, we will enrich not only each other’s events, but Slovenian conference activities and recognisability in the world as well.

In the framework of the project “Support to the Development of Policies for Efficient Use of Resources”, inter-ministerial workshop took place at the Ministry for Sustainable Development and Tourism of Montenegro from 5 to 7 June 2018.
On the initiative of the Embassy of the Republic of Slovenia in Podgorica, the project is implemented in the framework of the Slovenia’s development cooperation programme with Montenegro and in the framework of the assistance of Slovenia to Montenegro in the accession to the EU.
Workshop started with an introduction speech by Mr. Ešef Husić, Acting Director General for Climate Changes and Mediterranean Issues, Ms. Aleša Sovinc, Minister Plenipotentiary, the Embassy of the Republic of Slovenia in Podgorica and Ms. Andreja Dolničar Jeraj, Programme Director from the Centre for European Perspective. Educational and interactive part of the workshop was carried out by Ms. Marjana Dermelj, Office of the Government of the Republic of Slovenia for Development and European Cohesion Policy and Ms. Alenka Burja, green public procurement expert.
In a three-day interactive workshop, representatives of the Montenegrin public administration got acquainted with trends of the European Union and Slovenian experiences on strategic planning, resource efficiency, circular economy and green public procurement.

In this way, Republic of Slovenia assured tangible support to Montenegro in its efforts of achieving one of the national strategic goals – to lower the gap between consumption of natural resources and average consumption of resources in the EU. Their goal is to become greener and more competitive and reach target value from the Agenda Europe 2020.
At the end of the workshop, participants discussed about the implementation of certain concrete policy activities in the field of resource efficiency, circular economy and green public procurement, which could have positive effect on the impetus to the realization of the Action plan on sustainable development and where continuous support of Republic of Slovenia would be valued.

11. 6. 2018 | PR, Serbia - Migration
In the framework of the implementation of international development cooperation of the Republic of Slovenia with Republic of Serbia and continuously successful cooperation in this respect with the Ministry of Interior of the Republic of Serbia, a three-day workshop will be implemented in Serbia (on Zlatar) from 19 to 21 June 2018.
In April 2018 during field visit in various organisation unitswas conducted and it was determined: “The system of information flow between different organisational units and competences of Serbian police in the area of illegal migrations can be optimized. There is a room for advancement.”

The workshop will be high-level and case-based, analyzing flow of information and operational cooperation in different situations involving illegal migrations, comparing the approach of Serbian police forces with approaches used in the EU and with experiences of Slovenia and looking towards improvements that can be achieved.

Slovenian budget users and public service providers who are not budgetary users, are now able to receive EU standardized e-Invoices. In Slovenia, conducting business with eInvoices in public procurement is now in accordance with the European Directive on Electronic Invoicing in Public Procurement (2014/55/EU). Slovenia is among leading countries in establishing conditions for eInvocing in public procurement andthereby reliable actor in strengthening the EU Digital Single Market.
In public procurement you can send an e–Invoice to all Slovenian contracting authorities and to most contracting entities in UBL 2.1 or UN/CEFACT CII, the two syntaxes defined in the technical part of the European standard EN 16931. For contracting entities which are budget users, such eInvoice will be received throughupgraded Access Point at the Public Payments Administration of the Republic of Slovenia which will convert the e–Invoice in UBL 2.1 or CEFACT CII syntax into national eSlog 2.0 syntax. eSlog2.0 also represents an upgrade of the previous national e–Invocingstandard as it has been aligned with the core elements of the semantic model of the EN 16931. Contracting entities which are not budget users have the possibility to receive such e–Invoice trough a newly established Access Point at enterprise ZZI d.o.o.
UBL 2.1 or CEFACT CII invoices can be send through AS4 or AS2 messaging protocol to both Access Points and end receivers since they became part of the European Commission’s Connecting Europe Facility (CEF) eDelivery network which uses AS4 messaging protocol as well as OpenPeppol network where we use their AS2 messaging protocol.
The eInvoicing developments in Slovenia were financially supported by the EU through the Connecting Europe Facility (CEF) instrument. Collective work of the Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, enterprises ZZI d.o.o. and Mojdenar IT d.o.o., and Centre for European Perspective, shows that digital innovation brings benefits to the public administration, enterprises and to the European citizens as well.
The ROSE Action concluded with the meeting of all 56 actors, involved in the solution development. Consortium of partners from both public and private sector is already preparing new steps towards effective EU Digital Single Market.

In the framework of awareness raising and educational activities, that accompany ROSE Action – »Readiness of Slovenian e-Invoicing«, conducted by the Public Payments Administration of the Republic of Slovenia, Chamber of Commerce and Industry of Slovenia, ZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective with the financial support from the European Union, a booklet titled “e-Invoicing in Slovenia” was published last week.
The booklet presents the current state of e-Invoicing in Slovenia and illustrates its benefits, but also puts the eBusiness in the wider European context. Through e-Invoicing Directive 2014/55/EU, further development of this field in the EU is described and interoperability and European semantic standard EN 16931 are underlined. The main part of the booklet presents the solutions, developed in the framework of ROSE Action, such as national database of eInvoice recipients and software solutions for eInvoice exchange both for budget users and for public procurement contractors other than budget users.
The publication emphasizes that it is very important for the efficient implementation of processes that the entire process from the issue, transmission, distribution, receipt, processing, payment and storage of the e-invoice is entirely electronic. As a result, e-commerce is currently being transferred from generally adopted e-invoices to other business documents that are used in supply and other business processes (e.g. purchase order, delivery note, etc.). In the near future, we can expect an additional increase in the exchange of electronic business documents in Slovenia and the European Union.

In the framework of Slovenia’s Development Cooperation with Montenegro, a project “Support of development of resource efficiency policy” will take place in Podgorica between 5 and 7 June 2018. The project consists of inter-ministerial workshop in the field of strategic planning of sustainable development, circular economy and green public procurement. Representatives of the working group for the implementation of the Action Plan for Sustainable Development of Montenegro will get interactively acquainted with Slovenian/EU trends in this very important field for Montenegro as it is a strategic goal for Montenegro to lower the gap between resource efficiency and average of the consumption in the EU and therefore become a greener and more competitive economy in accordance with Europe 2020 agenda.

Project is part of CEP’s program activities financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.
