ANNOUNCEMENT: Exchange of experiences between representatives of Serbian and Slovenian investigation bodies

In the framework of Slovenia’s Development Cooperation with the Republic of Serbia, a two-day training for lead representatives of the investigation bodies will take place between 20 and 22 March 2018 in Serbia. Training aims to strengthen analytical capabilities in leading the investigations cases using open and other data and applications such as Supervizor/Erar and Posmatrač, based on open data.

The workshop rounds up a two-year project that contributed to the development of conditions for ensuring transparency and accountability in the public-sector institutions of the Republic of Serbia and strengthened capability for effective authorities in fight against corruption.

Project is part of program activities, financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

Trafficking in human beings (THB) is a complex phenomenon that is highly dependent on regional and local economic, social as well as cultural factors. Priority Area 10 is playing an active role in facilitating a discussion among experts, municipalities, cities and non-governmental organizations. Only common efforts can result in tangible steps for combating human trafficking and exploitation.

Start-ups from Danube macroregion: Join us for start-up conference in Slovenia!

Young are indispensable and very resourceful part of each society. Active and creative minds are important for economic development, prosperity as well as for positive outlook. We have therefore identified start-ups as one of the most active among young and decided to bring them together to discuss their views and experiences. We are most interested in their participation in policy processes and ideas how to make their lives better and meaningful in the region they share – Danube region.

As Slovenia is hosting an important regional conference related to start-up world, Podim conference, our discussion will be organized at the same time – to offer young twofold experience: sharing experiences and knowing peers from the region and listening to excellent entrepreneurs, startups as well as investors. So save the date on 15 and 16 May!

ROSE developed eDelivery Access Point

Steering Board of the “Readiness Of Slovenian E-Invoicing” (ROSE) Action just confirmed a new milestone reached in the framework of a year-long development of adjustments and technical solutions that will serve the future of the eInvoicing in Public Procurement in Slovenia in accordance with the e-Invoicing Directive 2014/55/EU. The milestone solution was reached by developing a new AS4 Access Point for eDelivery, which was already successfully passed a connectivity test with CEF digital portal.

Rok Bojanc, ZZI d.o.o., explains the impact of the access point: »When exchanging eInvoices, reliance and security are of crucial importance, which is why access points used for the exchange of documents among partners are important. Newly developed access point is based on AS4 protocol and ensures safe, secure and reliable exchange of eInvoices among partners.«

Save the date: ROSE Action Final Conference

Implementers of the ROSE Action are currently developing numerous technical solutions and services that will be presented at the ROSE Action Final Conference on 25 May 2018 in Portorož, Slovenia.

Workshops, delivered in cooperation with partners and companies from local communities are taking place across Slovenia in March and April. More details about workshops, agendas and applications can be found here.

The developments were presented at the 9th Steering Board meeting of the ROSE Action, Connecting European Facility Action, co-financed by the European Union and implemented by the Public Payments Administration of the Republic of SloveniaChamber of Commerce and Industry of SloveniaZZI d.o.o., Mojdenar IT d.o.o. and Centre for European Perspective.

Solution-oriented approach to the Official Development Cooperation between Slovenia and Serbia brings tangible results

Centre for European Perspective in cooperation with European Policy Centre Belgrade hosted an interactive and solution-oriented conference “Exchange od Experience in Opening of Public Sector Data” in Belgrade, Serbia on Wednesday, 28 February 2018. As part of the activities under the scope of the Official Development Cooperation between the Republic of Slovenia and Republic of Serbia the event attracted over 100 participants from state authorities, public administration bodies, business sector and civil society.

Consisting of four distinctive parts, the format of the event brought in a fresh perspective and approach, which resulted in a comprehensive, inclusive and distinctively open debate and experience exchange.

Morning session addressed the most important motives for opening and exchange of public sector data, where transparency and value of the opening for the society at large were at the forefront of discussion. Experts emphasized the impact on the working processes, where opening data makes the everyday operations inside the public administration more effective and efficient and therefore allow public officials to focus on new tasks.

The second part shed a light on very concrete conditions and operational developments that need to be in place in order to achieve progress in the field of public sector data opening. Among them, cooperation, teamwork and communication were exposed as the crucial preconditions for success.

Official Development Cooperation programs of CEP always tend to offer spaces for exchange of good practices, which is why selected speakers presented a wide range of existing solutions, such as eBeba, eZUP, Supervizor, PISO Portal, Posmatrač application, Techfugees platform.

Late afternoon sessions were highly interactive in nature and provoked participants to take stands on the topic of opening and exchange of government data. According to their answers to the questions “Where do you want to be and how to get there?” they were divided into a group of optimists and a group of realists. Night owl session offered an open market of ideas, practices, experiences and networking opportunities.

Comprehensive exchange of thoughts, experiences and practices between all interested parties (representatives of government, independent institutions, experts from the public administration, representatives of business sector, the media, academic institutions and civil society) has been achieved through introduction of open and semi-open formats of discussion.

The conference is part of the CEP program activities financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the scope of international development cooperation.

Op-ed: Start:up Balkan tour embodies a positive agenda for youth

For the last 3 weeks a team from the Centre for European Perspective, Start:up Slovenia initiative, PODIM Conference and different start-up community experts from all over Europe (UK, Austria, Estonia, Hungary, Germany etc.) visited all six Western Balkans capitals. A real “road trip”. 😊

 

In each capital, we teamed up with a partner of the local start-up community and organized a workshop for young entrepreneurs, where investors, corporates and more experienced entrepreneurs forwarded their personal business experience on the new generation of future business success stories. Thank you all for a great support.

 

The whole idea of the project was initiated some 4 years ago and was in its “seed” phase supported by Slovenia’s Official Development Cooperation (Ministry of Foreign Affairs of the Republic of Slovenia). The pilot project was carried out in Bosnia and Hercegovina and then expanded to Kosovo a few years later. Last year, United Kingdom’s Foreign and Commonwealth Office supported the whole idea and enabled to spread the programme – a vision of a more coherent and connected start-up ecosystem – through the whole region by visiting all the countries and transferring knowledge. I would like to thank the UK and the Slovenian government for all their understanding in supporting the programme.

 

While writing this, still waiting for the airplane in Podgorica, which was our last pit stop of the tour, I am trying to summarise what was going on for the last couple of weeks. In each capital: Belgrade, Sarajevo, Tirana, Pristina, Skopje and Podgorica, we received extremely positive feedback. In each capital, around 70 young entrepreneurs showed up. Altogether, we are thus speaking about 400 start-upers, which is an impressive number by itself.

 

Especially, I would like to stress extreme proactivity and huge interest of the participants at the events, who were working hard, posing questions, debating and presenting their ideas and businesses from usually 5 pm towards the late 10 pm. Interesting, the focus among the participants was never lacking, despite the late “working hours”.

 

In each capital, we also selected 10 most promising start-ups, who had the possibility of pitching in front of international investors and successful business men and women, providing them with priceless feedback information and suggestions for their future career.

 

It is not easy to explain one’s “life” idea in 180 seconds, but that is all the time you get in front of an international jury. And some of these youngsters did very well. The best ones will get the chance to come to Slovenia to the PODIM conference in May, to the largest start-up event in the region and out of those, the best two teams will receive a reward – a custom made acceleration programme in the UK. It is a life time opportunity.

 

All in all. Around 400 young interested entrepreneurs joined the project. Around 50 pitches in front of an international jury were presented and commented. Great numbers. Great job. This is the regional start-up ecosystem.

 

At the end of the road show, I have to stress again the proactivity of the start-up community in each country. One female entrepreneur, not more than 20 years old, was explaining how she can’t understand her friends, who complain all the time that there are no jobs, no possibilities, no opportunities. However, they sit all day long in bars and drink coffee and wait for a job, she added. “Why not follow your dream, establish your own company and create your own job?” were her final words.

 

These words coming from a young female entrepreneur were so real and down to earth, especially since they were coming from a young person and from a region, where the last decades were not the most positive.

 

Yet, the start-up community is a positive community by itself. Thus, successful young entrepreneurs are the positive role models for all the others in the region, who made it with hard work and believed in their dreams.

 

That for me, is a positive agenda in its essence. A positive agenda for the youth.
