BSF 2023 title announced

The 18th Bled Strategic Forum international conference will take place between 28 and 29 August 2023 under the title ‘Solidarity for global security’.

Contemporary global uncertainty and insecurity are a product of multiple interconnected and interdepended crises. Ours is the age of polycrisis. From climate, food, and energy to the governance crisis, they all affect our security. These mutually reinforcing global crises require common responses based on solidarity. Alone and each for ourselves, we cannot find adequate solutions to ensure global security.

#BSF2023 will explore different ways of ensuring global security by working together.

As per its mission, BSF 2023 will bring together a diverse set of participants, including heads of state and government, ministers, diplomats, businesspeople, scholars and experts, youth, and media from around the world. It will provide a platform for participants to openly discuss and contrast opinions and seek solutions for contemporary regional and global challenges

Additionally, the Forum will provide an excellent opportunity for tailored bilateral and multilateral meetings and networking with prominent regional and global actors from the spheres of diplomacy, policy, business, science, and innovation.

Prior to the BSF, Young BSF will take place between 25 and 27 August in Ljubljana, Slovenia.

Invitation – Conference “Towards Knowledge-driven Society and Professions of the Future”

The green and digital transition has profoundly affected societies worldwide, moving them towards an ever-changing environment. The digital revolution and the move towards green transition have opened up new opportunities for individuals, organisations and countries, heavily impacting the labour market and transforming societies in the Danube region and broader.

But just what will be the role of knowledge in these societies of the future, how will the changes affect the cooperation in the Danube region, and how can our societies adapt?

The Ministry of Higher Education, Science and Innovation of the Republic of Slovenia is organising a two-day hybrid international conference titled “Towards Knowledge-driven Society and Professions of the Future”, which will take place at the Congress Centre Brdo at Brdo pri Kranju, Slovenia, on 17 and 18 May 2023.

This event, held within the scope of the Slovenian Presidency of the EU Strategy for the Danube region (EUSDR) and organised with the support of the Priority Area 7 of the EUSDR, will bring together experts, educational institutions, youth and policymakers from across Europe to explore the role of knowledge in society in our rapidly changing world.

The conference will focus on the expected transformation of the knowledge-driven society, the implications for the current and future needs of the labour market, and the effect of digital transformation. It will provide a platform for sharing ideas and experiences and identifying emerging trends while engaging strategic foresight perspectives. The event will also aim to foster international collaboration and policy synergies and significantly contribute to the 2023 Slovenian Presidency of the EUSDR.

The event is planned in a hybrid format, with some 100 participants attending in person and a broad audience of registered online participants.

Advancing Peace Operations: The Inaugural Climate Change, Peace, and Security Training Comes to a Close

Last week, from the 24th to the 26 of April, Jable Castle welcomed 33 participants from 25 countries in what was the first training of its kind on the topic of the emerging concept of “climate security”. 20+ participants were previously part of the 12th International Africa Day Conference in a joint venture between the Ministry of Foreign and European Affairs and POTC/Centre for European Perspective.

According to the definition of the General Secretariat of the Council of the European Union »climate security« refers to the potential impacts of climate change on peace and security across the globe, particularly for the poorest and most vulnerable populations. It encompasses various risk management strategies such as mitigation, adaptation, resilience building, food and nutrition security, disaster risk reduction, conflict prevention and sustainable development. It also includes the integration of a security perspective within these processes and inclusive participation in order to alleviate the destabilising impacts of climate change on achieving sustainable development goals (SDGs).

With this in mind, and the known future impact of climate change on peace operations themselves, POTC set out to develop one of the first trainings of this kind in Europe. This is in order to better prepare decision-makers, experts, and everyone else involved with peace operations for the impending difficulties that peace operations, governments, and international organisations will have to face in the coming decades.

The training was introductory and covered all the basics associated with climate change and peace operations with topics ranging from the 9 Planetary Boundaries, Climate Change, the Environment and Security, the International Legal Framework regarding Climate Change, Water Security as an Integral Part of Climate Security, Climate Mainstreaming in the EU CSDP Context, Energy Security, CC and Human Rights, Climate Justice and Collective vs Individual Action on Climate Change. This was made possible with the help of 9 Slovenian and foreign expert contributors who made sure that the participants received all the relevant knowledge that will help them make the right decisions when it comes to climate security. The training is intended to be developed even further and organised once again in 2024.

North Macedonia, on its path to the EU, in 2023-2024 with continued Slovenian development assistance

To move forward on the path to the EU and achieve European standards in the field of financial investigations and procedures for confiscating proceeds of crime and assets of illegal origin, North Macedonia has relied on the knowledge and experience of Slovenia, which has been assisting North Macedonia in this area through international development cooperation and humanitarian aid programs since 2019.

In 2019, the institutions responsible for financial investigations in North Macedonia adopted the Common Guidelines for Financial Investigations based on the Slovenian experience. They further concluded that the Guidelines provide a good starting point for an efficient and effective approach to strategic and operational planning of financial investigations. In 2021-2022, the Macedonian institutions, with Slovenian experts’ support and cooperation, strengthened their capacity to put the Common Guidelines into practice in the framework of the project “Chapter 24 Assistance – Financial Investigations”. At the end of 2022, the Macedonian investigative and law enforcement authorities dealing with financial investigations took the initiative to strengthen financial investigation capacities in 2023-2024. With the development assistance of the Republic of Slovenia so far, they have achieved a significant mindset breakthrough and some progress towards European standards in the field of financial investigations. They are aware that they not only need to proceed with activities. They also need to accelerate their dynamics. Slovenia will continue to support them in this process over the next two years with development assistance.

A kick-off meeting and first consultations with representatives of the Public Prosecutor’s Office, the Financial Police, the Customs Administration, and the Ministry of the Interior will take place in North Macedonia between 8 and 10 May 2023. Representatives who have received training in the past period will also attend the consultations. The reunion of Macedonian investigators with Slovenian experts will be an opportunity to discuss how to apply theoretical and classroom knowledge appropriately in real-life situations and cases, considering the criteria applicable in the EU.

Activities are funded by the Ministry of Foreign and European Affairs of the Republic of Slovenia through its International Development Cooperation Programme and implemented in cooperation with the State Prosecution, Financial Administration, Ministry of the Interior, and the Police of the Republic of Slovenia.

From Jable Castle: Successful Conclusion of the Seminar on the Sahel Region from a Peace and Security Perspective

The Sahel Peace and Security Seminar (Sahel region from a peace and security perspective), organised by the Peace Operations Training Centre (POTC) in cooperation with the French Ministry of Armed Forces, was conducted successfully between the 19th and 20th of April at Jable Castle in Slovenia.

With 28 participants in attendance, the seminar delved into various critical topics related to the Sahel region, including its historical and geopolitical aspects, security challenges for Europe, conflict resolution, development as a security issue, and challenges of Sahel cooperation between the Sahel countries and Europe.

The seminar provided a platform for in-depth discussions on the complex challenges faced by the Sahel region and emphasised the need for a comprehensive approach that integrates security, development, governance, and cooperation efforts. Participants engaged in thought-provoking sessions, including a review of the EU integrated strategy for the Sahel, a French approach to the Sahel region with a focus on two key countries by 2034, and the future of conflict resolution in the Sahel. The seminar concluded with a comprehensive overview of the discussions and key takeaways. It highlighted the significance of regional and international cooperation, as well as the involvement of local and regional actors, in addressing the multifaceted issues in the Sahel region. 

In conclusion, the seminar on the Sahel region organised by the POTC and the French Ministry of Armed Forces was a success as it provided a valuable forum for participants to engage in meaningful discussions on various critical topics and fostered a greater understanding of the peace and security challenges in the Sahel region. The seminar’s outcomes will undoubtedly contribute to ongoing efforts in addressing the complex issues facing the Sahel region and promote peace and security in the region.

On Digital Partnerships with Atlantic Council and Kosciuszko Institute in Warsaw

The debate on “Digital Partnerships: How to Forge an Advanced European Future” has, in spite of some last-minute changes of the panellists, successfully taken place in Warsaw last week.

The debate touched upon the consequences of the Russian aggression on Ukraine for the CEE region and the rise of cyber threats since then, the steps taken towards transatlantic strategic digital partnership (such as TTC, transparency, cybersecurity, etc.), enhancing European sovereignty in the digital sphere and more.
