In the years 2019-2020, Slovenia devotes development assistance to Montenegro for the development of the capacities and role of Montenegro’s Aviation Helicopter Unit in the delivery of public services of vital importance to Montenegrin residents such as helicopter emergency medical services and helicopter police operations.
To this end, an inter-ministerial working group of high government representatives of Montenegro will be on a working visit to Slovenia from 3 to 6 December 2019, which will become acquainted with the system of providing these public services in Slovenia. With Slovenian experience, Montenegro will help design their own public service delivery system with their helicopter unit. During the working visit, various public services, implemented with the cooperation of the Flight Police Unit of the Police of the Republic of Slovenia, the manner of their implementation, equipment and other capacities and system features will be demonstrated in the field.
The project is part of programme activities of the Slovenia’s Development Cooperation Programme financed by the Ministry of Foreign Affairs of the Republic of Slovenia and carried out together with the Ministry of Interior, Ministry of Health and Police of the Republic of Slovenia.

Imediately after the signature, the Programme for International Development Cooperation between the Government of the Republic of Slovenia and the Government of Montenegro for the period 2018-2019 is already implemented in the area that is of vital importance for Montenegro.
From 27 to 29 November 2018, training of members of the Aircraft-Helicopter Unit of the Ministry of the Interior of Montenegro took place in Montenegro, where we exchanged the Montenegrin and Slovenian experiences on the most important aspects of safe helicopter flying in the highlands. In parallel with the training, activities related to the preparation of the proposal for the development of the Avio-Helicopter Unit of the Ministry of the Interior of Montenegro were also acquired.
In order to ensure direct applicability, the workshops were very practical and included tactical exercises in the air with AB412 helicopter. Before each exercise in the air, an interactive briefing was carried out on the ground, and after an exercise in the air, an analysis was carried out, within which the participants received feedback on the exercise carried out and on potential improvements of flying in high mountains. We also discussed horizontal issues such as sensitivity to gender dimension and vulnerable groups.
The set of public services of the helicopter units of the Ministry of the Interior is diverse and important for ensuring the safety and protection of human security in the country. In order to carry out monitoring, search and rescue as well as helicopter emergency medical operations and other operations in the public interest, in accordance with EU standards, the current capacity of the unit needs to be further developed. The activities carried out in 2018 present a beginning of a long-term development cooperation between the Republic of Slovenia and Montenegro, aimed at developing the capacity of the Aviation Helicopter Unit of the Ministry of the Interior of Montenegro.

Between 27 and 29 November, Centre for European Perspective kicks off the activities of capacity building of the Avio-Helicopter Unit of the Ministry of Internal Affairs of Montenegro in the Development Cooperation Programme of the Republic of Slovenia with Montenegro.
Public services provided by the avio-helicopter unit and its responsiveness are of vital importance for the population of Montenegro which is why the country aims to improve its capabilities in the framework of this programme.
Slovenia and Montenegro will train flying in the high mountain ranges and exchange their experiences, which will contribute to the preparation of the programme proposal for the future development of the unit.
Project is part of CEP’s program activities executed in cooperation with the Ministry of Internal Affairs of the Republic of Slovenia / Slovenian Police, financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.
