On 18 December 2024, we gathered in Belgrade to mark the conclusion of the project ‘Chapter 24 – Strengthening Patrol Management in Serbia’. The project that began in 2019 with the goal of enhancing patrol management capacities in the Republic of Serbia built upon excellent cooperation between the Ministry of Interior of Serbia, Ministry of Interior of Slovenia and Slovenian Police. The project activities empowered over 500 Serbian police officers in the usage of the patrol management system over the last 5 years.
The participants of the concluding event noted that the good cooperation between both sides enabled a safer working environment for the Serbian police while also providing better service to the citizens.
We thank all our partners, especially the Slovenian Ministry of Foreign and European Affairs, the Ministry of Interior of Slovenia and the Slovenian Police, for their support; we also thank the Serbian Ministry of Interior (MUP RS) and the Slovenian Embassy in Serbia for the support and organisation of the final event.

Today, a two-day capacity-building session in Serbia began to expand the patrol management system to the Zrenjanin Police Department and the Kikinda Police Department. 14 out of 27 PUs in Serbia are already connected to the system.
The workshop enables future new users to transfer the experience and good practices of the Slovenian police administrations of Novo mesto and Maribor to their Serbian colleagues, transfer the experience of the Serbian police administration of Sremska Mitrovica, and demonstrate the practical use of the system by the subcontractor ZZI. It is attended by 15 commanders and other leading representatives of police stations under the jurisdiction of the Zrenjanin and Kikinda Police Administrations. The training was also attended by representatives of the General Police Administration, MUP RS, Mr. Boban Milinković and Mr. Lazar Lukić from the Department for Information and Communication Technologies of the MUP RS.

Next week, we are in Serbia to kick off a two-day capacity-building session for the Zrenjanin and Kikinda Police Departments. The session will focus on continuing to expand the patrol management system, which already connects 14 out of 27 PUs in the country.
The workshop will focus on transferring the experience and good practices of the Slovenian police administrations of Novo Mesto and Maribor to their Serbian colleagues, transferring the experience of the Serbian police administration of Sremska Mitrovica, and demonstrating the practical use of the system by the subcontractor ZZI.
Activities of the project are financed by the Ministry of Foreign and European Affairs through the Slovenian Aid and Partnerships programme and supported by the Ministry of Interior of Slovenia and Slovenian Police.

Today, we concluded consultations with the Serbian Ministry of Interior, with the successful collaboration of the Police Directorate of Serbia, the Information and Communication Technology Service (SIKT), the Slovenian Police, the Embassy of Slovenia in Serbia, and CEP as the facilitator of the discussions. Together, we defined a confirmed major step that will lead to the successful conclusion of Project Phase III. According to a detailed plan, the technical implementation of a revised system for patrol management will continue. By the end of 2024, two new police directorates in Serbia will be included in the pilot project.
Discussions showed that the transfer of best practices from Slovenia through the Slovenian Police is of great importance. However, it is also crucial that our partnership enables the adaptation of Slovenian good practices to the requirements and specifics of the Serbian landscape. Our trusted partner, ZZI, makes a significant contribution in this respect.
The patrol management system is a crucial tool that will enable our Serbian partners to facilitate efficient field operations, enhance the safety of civilians and police officers, and rationalize work processes. The system’s importance was further solidified during the recent visit to Slovenia in May 2024.

Last week we hosted a study visit of the delegation from the Ministry of Interior of the Republic of Serbia in the scope of the ‘Strengthening of Patrol Management Capacities’ project. During the visit, colleagues from Serbia heard more about the Slovenian system of patrol management, technical management of the 112 & 113 system, and patrol management in Slovenia’s border regions with support from colleagues from the Slovenian Police. In the scope of the visit, the Serbian delegation visited the Ministry of Interior of the Republic of Slovenia and the General Police Directorate, where Slovenian and Serbian colleagues discussed the successful cooperation in patrol management.
On the second and third days of the study visit, the Serbian delegation visited the Police Directorate Maribor, the Administration for Civil Protection and Disaster Relief – branch in Podravje and the Police Directorate Novo mesto, where they more the process of establishing an efficient patrol management system in Slovenia.
On the last day, the study visit focused on the planning of further activities within the patrol management system in Serbia, which will take place this year.

The Minister of Internal Affairs of the Republic of Serbia, Bratislav Gašić is in Slovenia today where he will meet with the Minister of Internal Affairs of the Republic of Slovenia mag. Tatjana Bobnar. They will discuss current issues in the field of internal affairs and strengthen bilateral cooperation as well as cooperation in the region. For 14 years, the Ministries have been cooperating within the framework of the Republic of Slovenia’s international development assistance, through which Slovenia has been providing assistance to Serbia in achieving the criteria for joining the EU.
One of the more visible projects in the field of development assistance is the strengthening of patrol management efficiency, which has been running since 2019. In the framework of the project, the Slovenian police provide assistance to the Serbian police in implementing a system for more efficient and coordinated work of police officers in the field, for their faster response to people in need, and for better responsiveness to the prevention of illegal migration. The system also contributes to the greater safety of police officers on duty and the overall safety of Serbian citizens. The goal of the project is a joint and coordinated fight against organized crime, prevention of illegal migration and timely assistance to citizens.
During the migrant crisis, the need for better border control and better containment of illegal migration appeared in the border area. At the time, the Serbian police did not yet have a system in place for the efficient management of patrols. The new system is a combination of Slovenian knowledge and experience as well as modern information and communication technology compliant with European standards and designed according to the needs of Serbian police officers. For the implementation of the system, the already existing Serbian resources have been used.
After the successful pilot project (2019-2020), the second phase of the project took place in the period 2021-2022. During this time, the system was successfully implemented in 98 organizational units of the Serbian police, in 14 out of 27 police directorates and in 5 out of 6 regional border police centres.
The new system provides a better insight into which patrols are available at what time, making their work more efficient. The system, at the same time, enables analysis of past work and better planning for future work. The quality of police work is measured as the time required for police to arrive to the location and take action from the time the call to the police was made. To shorten the response time of police units and for the action to be taken as flawlessly and as correctly as possible, it is extremely important for police units to have sufficient, good, fast, and accurate information on the ground when taking action.
The project period 2021-2022 is coming to an end. The last activity took place between 23 and 25 November in Kragujevac, where the final workshops were held. In Kragujevac, 94 leading representatives of the organizational units of the Serbian police using the new patrol management system gathered. The event was also attended by Slovenian colleagues who helped in developing and implementing the system. Igor Ciperle, deputy general director of the Police of the Republic of Slovenia, participated as a distinguished guest. As a sign of gratitude for all the help and cooperation in strengthening friendly ties between two important state institutions, he received a plaque from the Directorate of the Police of the Republic of Serbia.
The event ended with a ceremonial handover of a donation of computer equipment, received by the Ministry of Internal Affairs of the Republic of Serbia as part of the ‘Strengthening of Patrol Management Capacities project’, financed by the International Development Cooperation Program of the Republic of Slovenia 2021-2022.
The results of cooperation in the field of strengthening patrol management capacity have so far been extremely good. It is vital to continue with the work and include all police directorates in the system and implement activities to permanently preserve the achieved results.
