Successful Conclusion of the pilot Personal Security Training for Diplomatic Staff held on May 29th, 2024

Peace Operations Training Centre (POTC) je v sodelovanju z Ministrstvom za zunanje in evropske zadeve, Oddelkom za varnostno načrtovanja v Službi za varnost, nepremičnine in logistiko uspešno izvedel pilotno Varnostno usposabljanje za diplomatsko osebje, ki je potekalo 29. maja 2024 na gradu Jable.

Center za izobraževanje in usposabljanje za napotitev v mirovne operacije in misije (POTC) je izvedel prvo varnostno usposabljanje, namenjeno vsem profesionalnim diplomatom, ki jih RS napotuje v države z nizko stopnjo varnostnega tveganja in nimajo predhodnega znanja s področja zagotavljanja osebne varnosti.

Skupno 22 udeležencev se je usposabljalo na področju prepoznavanja različnih varnostnih groženj, razumevanja osnov varnostnih postopkov in protokolov na DKP, poznavanju osnov ravnanja v spremenjenih varnostnih razmerah na DKP in na poti, prepoznavanja aktivnosti nadzora, uporabe ukrepov za zmanjšanje varnostnih tveganj ter metod zmanjševanja stresa v visoko stresnih situacijah.

POTC se zahvaljuje Ministrstvu za zunanje in evropske zadeve Republike Slovenije, udeležencem ter strokovnim trenerjem usposabljanja, ki so poskrbeli, da je bilo usposabljanje uspešno. Veselimo se nadaljnjega razvoja vsebine usposabljanja na podlagi pridobljenih povratnih informacij in izkušenj.

Stronger Together: Improving Europe’s Competitiveness Through the Transatlantic Relationship

How to improve Europe’s competitiveness through transatlantic relations?

This was the guiding question for a discussion we co-organised with the Atlantic Council in Warshaw on 29 May 2024. This was one of the discussions organized as part of the series promoting our recently launched publication Improving Europe’s Competitiveness – Role of Open Markets, Emerging Technologies, and Strategic Alliances.

The topic of increasing the EU’s competitiveness is a hot topic nowadays, especially in the period before the EU elections. At the discussion, the speakers focused on the obstacles and opportunities ahead of the EU Commission’s and parliament’s next mandate for increasing the EU’s competitiveness, especially related to new technologies and transatlantic partnership.

Continued and strong transatlantic cooperation is vital, especially for CEE countries, from two perspectives: geopolitical and practical. Strong transatlantic partnership can help, especially, smaller CEE countries that do not have the capacities for the economies of scale to catch up with the rest of EU countries.

All European countries are small compared to other countries, making the EU single market and its further integration the engine of its competitiveness. But while fragmentation of the European market decelerates scaling up, it does have positive consequences for consumers as it contributes to larger internal competition.

One of the primary missions of the next mandate should be to implement all the newly adopted regulations. This is especially vital for SMEs – the pockets of competitiveness in CEE countries. It should be noted that regulation is not the same as a restriction; regulation is also clarity and stability.

To be able to fully tap into the potential of AI and other new technologies, we need a robust data strategy if we wish to be competitive in the field. Additionally, one of the main issues that can spur competitiveness and growth is mobilisation of public and private investments.

Consultations with MUP Serbia confirm revised plan for implementation of activities

Today, we concluded consultations with the Serbian Ministry of Interior, with the successful collaboration of the Police Directorate of Serbia, the Information and Communication Technology Service (SIKT), the Slovenian Police, the Embassy of Slovenia in Serbia, and CEP as the facilitator of the discussions. Together, we defined a confirmed major step that will lead to the successful conclusion of Project Phase III. According to a detailed plan, the technical implementation of a revised system for patrol management will continue. By the end of 2024, two new police directorates in Serbia will be included in the pilot project.

Discussions showed that the transfer of best practices from Slovenia through the Slovenian Police is of great importance. However, it is also crucial that our partnership enables the adaptation of Slovenian good practices to the requirements and specifics of the Serbian landscape. Our trusted partner, ZZI, makes a significant contribution in this respect.

The patrol management system is a crucial tool that will enable our Serbian partners to facilitate efficient field operations, enhance the safety of civilians and police officers, and rationalize work processes. The system’s importance was further solidified during the recent visit to Slovenia in May 2024.

Activities are part of Slovenian development cooperation, financed by the Slovenian Ministry of Foreign and European Affairs and implemented in cooperation with the Ministry of Interior of Slovenia and the Slovenian police.

Slovenia Prioritises Climate Security in Peace Operations

Slovenia reaffirmed its commitment to global peace efforts with the successful conclusion of the “Climate Change, Peace and Security” training programme held between May 20 and 22 at Jable Castle.

The Peace Operations Training Centre (POTC) successfully rolled out the second edition of this climate security training programme aimed to equip personnel involved in peace missions and operations with a deeper understanding of the complex challenges that climate change poses to global peace and security.

The Slovenian centre welcomed participants from 13 countries from all corners of the globe, each differently experiencing the effects of climate change. The participants enhanced their knowledge and gained a comprehensive insight into climate security-related topics such as the 9 planetary boundaries, water security, climate risks and vulnerabilities, the international legal framework on climate change, the UN and EU approach to climate security in peace operations, human migration linked to climate change and the gender perspective of climate security, among others.

At the conclusion of the training, Slovenian Foreign Minister Tanja Fajon personally awarded certificates to the participants at Jable Castle on May 22nd.

POTC would like to express gratitude to Minister Fajon, the Ministry of Foreign Affairs Slovenia, the driven participants, and the expert trainers who made the training an overall success. We look forward to the further development of the training content with the feedback gained and lessons learned.

This year, the Young Bled Strategic Forum will take place under the title Restoring Common Ground. Young Bled Strategic Forum participants will explore the factors that contribute to the divergence of realities and what can be done to bring these realities closer together to restore common ground from which meaningful social action can emerge.

Opis del in nalog:

  • načrtovanje, spremljanje in izvajanje mednarodnega projekta z več deležniki na področju skupne varnostne in obrambne politike EU;
  • priprava pisnih produktov, analiz in produktov za načrtovanje, vezanih na aktivnosti, implementacijo projekta in povezane vsebine;
  • poročanje o aktivnostih, zastopanje CEP na zunanjih dogodkih;
  • upravljanje s projektno dokumentacijo, finančno načrtovanje in upravljanje  ter evalvacija;
  • koordinacija načrtov dela konzorcija in drugih pisnih produktov in orodij;
  • komunikacija z deležniki projekta – z mednarodnimi in EU partnerji, s predstavniki mednarodnih mirovnih misij, z mednarodno skupnostjo, tretjimi akterji – ter zunanja koordinacija;
  • promocija rezultatov projekta;
  • spremljanje dogajanja in razvoja politik in vsebin na zgoraj omenjenih področjih;
  • koordinacija izvajanja drugih mednarodnih aktivnosti, ki dopolnjujejo naše poslanstvo.

 

Zahtevana izobrazba:

Univerzitetna ali visoka strokovna izobrazba s specializacijo oz. magisterijem/druga stopnja družboslovne smeri, mednarodnih odnosov, novinarstva ali informacijske znanosti.

 

Zahtevano znanje jezikov:

Angleški jezik – tekoče (pisno, ustno komuniciranje in bralno razumevanje) (C1/C2)

Delovno znanje dodatnega uradnega jezika EU je prednost.

 

Zahtevana računalniška znanja:
urejevalnik besedil – osnovno
delo s preglednicami – osnovno
delo z bazami podatkov – osnovno
poznavanje računalniških omrežij – osnovno
poznavanje operacijskih sistemov – osnovno
računalniško oblikovanje – osnovno

 

Drugi pogoji:

  • državljanstvo države članice Evropske unije
  • 7 let delovnih izkušenj, ali 5 let vodenja mednarodnih projektov na mednarodnem področju
  • vozniško dovoljenje B kategorije
  • usposobljenost za delo z računalnikom (delo z urejevalniki besedil, delo s preglednicami, delo z bazami podatkov, poznavanje računalniških omrežij, poznavanje operacijskih sistemov,
  • poznavanje področja mednarodnih odnosov in politik EU s področja miru in varnosti.

 

Prednost bodo imeli kandidati:

  • s poglobljenim poznavanjem politik EU s področja miru in varnosti, še posebej s področja skupne varnostne in obrambne politike EU;
  • z interesom za dinamično delo na ravni politik oz. njihovega operativnega izvajanja ter interesom po soustvarjanju programskih ciljev naše organizacije;
  • z izkušnjami na področju posredovanja znanja in izvajanja mednarodnih aktivnosti;
  • z izkušnjami na področju načrtovanja in vodenja/koordinacije projektov ter priprave projektnih predlogov;
  • s poznavanjem finančnih standardov EU projektov;
  • z izkušnjami s pripravo in vodenjem mednarodnih dogodkov;
  • z izkušnjami sodelovanja z EU in mednarodno skupnostjo;
  • z izkušnjami z delom v mednarodnem okolju.

 

Izbrani kandidat/ka bo delo opravljal/a na sedežu CEP, Grajska cesta 1, 1234 Mengeš.
