Second workshop for strengthening Nursing and Midwifery in North Macedonia

From 27–28 May 2025, the second set of workshops under the project “Advancing Nursing and Midwifery Education and Establishing the System for the Recognition of Professional Qualifications in the Republic of North Macedonia” took place at the NLB Gallery in Skopje.

The workshops were opened by H.E. Mr Gregor Presker, Ambassador of the Republic of Slovenia to North Macedonia, who expressed Slovenia’s strong commitment to supporting the country’s health system reform efforts. His remarks were followed by Dr Pia Vračko, Health Policy Advisor at the WHO Country Office in North Macedonia, who emphasised the importance of international collaboration in strengthening health professions.

Over two days, the workshops gathered 35 participants from medical and healthcare faculties, healthcare professionals, and representatives from the Ministries of Health and Education to discuss essential reforms in nursing and midwifery education. The programme focused on:

  • Reviewing the proposed national curriculum for nursing and midwifery;

  • Planning faculty-level implementation of curriculum reforms;

  • Enhancing the role of nurses in family medicine and integrated primary care.

A dedicated training session on day two targeted family doctors and head nurses, highlighting best practices in the Slovenian primary care system, skill-mix innovation, and patient-centred care.

On 28 May, a meeting was also held with the Minister of Education, Dr Janevska, to present recommendations for transforming undergraduate nursing and midwifery education.

We thank the Ministries of Health and Education of North Macedonia, our Slovenian experts, the Nurses and Midwives Association of Slovenia, the Angela Boškin Faculty of Health Care, the WHO Office in North Macedonia, and the Slovenian Embassy in Skopje for their continued support. V sredo, 21. maja 2025, smo na gradu Jable gostili strokovnjake, ki so od blizu predstavili sodelovanje z lokalnimi skupnostmi v procesih ohranjanja in grajenja miru.

Celodnevni seminar je udeležence seznanil z načini s katerimi se lahko prispeva k ohranjanju miru s sodelovanjem z lokalnimi deležniki, prav tako pa so bili naslovljeni načini podpiranja vključevanja, odpornosti in lokalne odgovornosti.

Naslovljene so bile teme kot so NATO doktrina za civilno-vojaško sodelovanje (CIMIC), sodelovanje s skupnostmi v Bosni in Hercegovini, razvojno sodelovanje v Ukrajini ter Ugandi, CIMIC sodelovanje v Afganistanu, lokalni projekti Rdečega križa Slovenije v Bosni in Hercegovini ter deljenje izkušenj s terena Slovenske karitas na področju razvoja lokalnih skupnosti.

Cilj je bil udeležence seznaniti kako pomagati osebju misij in operacij pri razvoju ustreznih spretnosti, ki so potrebne za uspešno sodelovanje z lokalnimi skupnostmi.

Forum of Slovenian–Ukrainian Cooperation in Lviv

Ljubljana, 20 May 2025 – From 28 to 30 May 2025, the Centre for European Perspective and the City of Lviv are hosting the ‘Forum of Slovenian-Ukrainian Cooperation: Strengthening Partnerships for Recovery and Reconstruction’, organised by the Centre for European Perspective (CEP) in cooperation with U-LEAD with Europe, implemented by GIZ, and supported by the Ministry of Foreign and European Affairs of the Republic of Slovenia. The event is part of the broader programme “Recovery and Reconstruction in Ukraine”, the cornerstone of Slovenia’s development cooperation with Ukraine in 2025–2026.

The Forum will bring together Slovenian and Ukrainian municipalities, government representatives from Slovenia and Ukraine, EU officials, mayors of Slovenian and Ukrainian municipalities, representatives of Dnipropetrovsk and Lviv regional administrations, to exchange good practices in local and regional recovery and reconstruction, explore future cooperation, and discuss Slovenia’s targeted support for Ukraine’s EU accession process. Special focus will be placed on the role of international municipal partnerships (IMPs) in Ukraine’s post-war recovery, reconstruction and development. Thematic panels will take place, focusing on several key topics, such as waste management and housing policy.

The CEP Programme ‘Recovery and Reconstruction in Ukraine’ builds on mutual solidarity between the Slovenian and Ukrainian communities, aiming to foster long-term partnerships for the rebuilding of Ukraine. The Forum in Lviv will reaffirm Slovenia’s role as a committed partner in Ukraine’s recovery and European future.

PLATFORM LAUNCH: Slovenia Connects – Rebuild Ukraine

We are launching new communication channels for our programme Recovery and Reconstruction in Ukraine: Slovenia Connects – Rebuild Ukraine!

In 2025, we launched an expanded programme Recovery and Reconstruction in Ukraine, a programme that significantly contributes to the processes of recovery, reconstruction and development in Ukraine by providing Slovenian know-how and exchange of good practices. The programme builds on CEP’s longstanding work in local reconstruction and development in Ukraine. It aims to enable sustainable development and stimulate economic growth in Ukraine by addressing key aspects of local and regional reconstruction and development: environment, energy, education, housing, rehabilitation and digitalisation, and empowering local business and entrepreneurship. 

In this new programme phase, CEP will focus on maintaining existing inter-municipal partnerships, spreading its network, and contributing its expertise to the Ukrainian EU integration process. Furthermore, it will strive to connect Slovenian and Ukrainian business stakeholders, respond to emerging needs in local development through pilot initiatives and offer a coordination platform to explore possibilities for further cooperation between relevant partners.

One of the ways to access these partners and provide the most up-to-date information for our stakeholders is through social media. This is why the programme Recovery and Reconstruction in Ukraine launched new communication channels under the common slogan Slovenia Connects – Rebuild Ukraine, providing a platform to share programme activities, events, initiatives and much more.

New CEP Report! Seeking Opportunities and Mitigating Risks: The Way Forward for CEEs Digital Transformation

Our latest report: Seeking Opportunities and Mitigating Risks – The Way Forward for Central and Eastern Europe’s Digital Transformation is out!

Much has changed in transatlantic relations and digital cooperation since we began working on this report in early 2024. Despite some caveats, there was broad consensus that the US and the EU were strategic partners in the field of digital cooperation—an idea we have consistently promoted  in our past publications on digital transformation of Central and Eastern European (CEE) region.

However, shifting geopolitical dynamics and the new US administration have drastically altered the nature of this relationship. European Commission President Ursula von der Leyen has described the current era as one of harsh geopolitical competition. Despite these challenges there is space for cooperation in key areas, particularly in advancing digital transformation and ensuring that Europe remains a strong and competitive player in the global economy.

The CEE region has an important role to play in this process. As it seeks to strengthen its position in the global digital economy and the intensified geopolitical environment, it must navigate a landscape filled with both opportunities and challenges. While the region has demonstrated remarkable ambition and talent, turning potential into tangible progress requires strategic policymaking, investment in digital infrastructure, and a commitment to fostering innovation at all levels of society.

The aim of this publication is to explore different areas where the countries of the CEE region could play a more prominent role in advancing digital transformation and strengthening the EU’s competitiveness. All articles in this publication conclude with policy recommendations, offering policymakers some ideas on how to navigate this changed environment. In an era where digital leadership is closely tied to geopolitical influence, Europe and the CEE region cannot afford to stand still. Although written in a seemingly different era, these contributions remain highly relevant and provide valuable insights.

  • Two major reports on improving EU’s competitiveness published last year, one by Mario Draghi and another by Enrico Letta, have set out ambitious strategies for Europe’s digital and economic progress. But the key question remains: will these ideas translate into real change? Barbara Matijašič tackles this challenge in her article, arguing that while Europe has no shortage of high-level strategies, the real issue lies in implementation. Without effective action, the gap between ambition and reality will only widen.
  • Beyond policy debates, the practical dimensions of digital competitiveness are also at stake. Radu-Cristian Muşetescu and Mihai Sebe explore how CEE countries can contribute to and benefit from Europe’s digital transformation. They emphasize the need for a balance between fostering local innovation and scaling up digital industries to compete globally.
  • One of the most pressing questions is whether the EU and the US can maintain a functional digital partnership despite these shifts. In her article, Andrea G. Rodríguez examines whether the EU-US Trade and Technology Council (TTC) can still serve as a viable platform for cooperation. With uncertainty surrounding the TTC’s future, Rodríguez highlights the key dilemmas that need to be addressed to prevent transatlantic digital policy from becoming another casualty of global tensions.
  • Looking toward the future, Wiktor Sędkowski discusses the role of 6G and immersive technologies in bridging the digital divide and ensuring that Europe remains at the forefront of technological innovation. His article outlines how investments in connectivity, AI-driven services, and digital infrastructure can create a more inclusive and competitive digital ecosystem.
  • Finally, no digital transformation strategy can succeed without robust cybersecurity. Ewelina Kasprzyk presents a case study on cybersecurity cooperation in the CEE region, highlighting how stronger regional frameworks and international partnerships can enhance resilience against growing cyber threats.

Project kickoff in North Macedonia

Yesterday, 12th February, a new project in the field of digitalization in North Macedonia was launched in Skopje.
 
The State Secretary at the Ministry of Digital Transformation, Ms Gordana Klincharova, and representatives of the Ministry of Local Self-Government and the Association of the Units of Local Self-Government (ZELS) held a working meeting with the CEP Project Team, headed by Ms Jelka Klemenc, Head of International Development (CEP). They were also joined by Ms Nika Rotar, Minister Plenipotentiary and Deputy Ambassador, and Ms Gjyle Vishaj, Minister Plenipotentiary, Economic Affairs (Slovenian Embassy in Skopje). They agreed upon an initial timeline, work plan, and other modalities.
 
 
The project, which is supported by the Slovenian Ministry of Foreign and European Affairs (Slovenian Aid & Partnerships), will address one of the central elements of the National Development Strategy of North Macedonia (2024–2044), related to the strategic priority of “Sustainable local and regional development.” Incorporating applicable Slovenian experience and expertise, the project will enable key steps to provide a sustainable national platform for the digital development of North Macedonia’s cities and towns and thus enable more efficient delivery of municipal services to citizens.
