Slovenia-Somalia Cooperation Strengthened Through Climate Security ToT Training

As the curtain closes on the Climate Security with a Training of Trainers (ToT) Module Training, organised by POTC in partnership with the Embassy of the Republic of Slovenia in Addis Ababa, we reflect on Slovenia-Somalia Cooperation through a week of transformative learning, collaboration, and commitment to addressing one of the most pressing challenges of our time: the intersection of climate change and security.

A Week of Impactful Learning

12 Somali participants working in the field of climate change, environmental protection, agriculture, security and education were at the centre of this specialised training programme. The need-based training was developed in accordance with the needs of the Somali counterparts and took place in Addis Ababa, Ethiopia.

The end result was a training programme delivered by 4 expert trainers coming from Slovenia, Sweden and Ethiopia. Topics covered included: 9 Planetary Boundaries, Climate Change and Security, regional Climate-Conflict Dynamics, Climate-Induced Displacement, Environmental Peacebuilding, Water Security and how to design a training from A to Z, to name a few.

Slovenia-Somalia Cooperation and Partnership

The training brought together stakeholders from different institutions and countries, namely Slovenia and Somalia, with a common goal: deepening understanding of the effects of climate change on peace and security. In addition, participants deepened their knowledge and skills as trainers through the additional ToT module.

The training was organised in close cooperation with the Embassy of the Republic of Slovenia in Addis Ababa. H.E. Kristina Radej, the deputy and staff, made sure we had the necessary contacts and information from Ethiopia to deliver our first training here as smoothly as possible.

We would like to thank all the participants, the Government of Somalia, the Embassy of the Republic of Slovenia in Addis Ababa, the excellent trainers and others who helped make this training a basis for future Slovenia-Somalia cooperation in the field of peace and security.

Enhancing Somalia’s Capacities: Climate Security Training with Training of Trainers (ToT) Module in Addis Ababa

Climate change is profoundly reshaping the global security landscape, and Somalia finds itself at the epicentre of this challenge. Recognising the need for action and Slovenia’s promise to bolster African peace capabilities, the Peace Operations Training Centre (POTC) will deliver a specialised climate security training program tailored for policy-making government personnel from the Federal Republic of Somalia working in peace and security. The training will be held in Addis Ababa, Ethiopia, from 3–7 November 2025.

As one of the most vulnerable countries to climate change, Somalia faces extreme droughts, devastating floods, and acute resource scarcity – all factors that exacerbate conflict and displacement. To address these pressing issues and empower Somalia’s peace personnel, POTC, in close partnership with the Embassy of the Republic of Slovenia in Addis Ababa, will host a five-day intensive training. This program is designed to strengthen Somalia’s peace and security capabilities by equipping officials with the knowledge and tools needed to navigate the complex intersection of climate and security.

The climate security training is specifically tailored for Somali government officials working in peace and security. Participants will delve into the critical connections between climate change, water security, and conflict, gaining practical tools to assess risks and develop effective mitigation strategies. A key feature of the training programme is the Training of Trainers (ToT) module, which will enable officials to disseminate their newfound expertise within Somalia’s security institutions, ensuring a lasting impact. The participants will have sessions designed and delivered by a group of experienced speakers and trainers from Slovenia, Sweden and Ethiopia whose aim will be to break down how climate change is changing the global security landscape and offer solutions to the rapid changes which are affecting all of us.

Fully funded by POTC, the programme covers travel, accommodation, and meals, eliminating financial barriers for participants. By building local capacity, this initiative aims to foster resilience and sustainable peace in a region where climate and security challenges are deeply intertwined.

Empowering Namibian Peace Personnel: Successful Conclusion of Training of Trainers (ToT) in Windhoek

From January 8 to 12, POTC facilitated its first training activity of 2024: the Training of Trainers (ToT) in Windhoek, Namibia. The end result was the enhancement of skills of 18 individuals who are or will be engaged in international crisis management, training Namibian national personnel and part of international peace operations. The Peace Operations Training Centre (POTC) organised this training in collaboration with the Namibian International Women Peace Centre (NIWPC) with the support of the European Union Civilian Training Initiative (EUCTI).

The ToT provided a platform for participants to delve into the practical application of learning theories, enhancing their ability to conduct impactful training sessions. Over the course, attendees honed their skills in crafting engaging training sessions, engaged in reflective practices to understand their unique training styles, and improved their delivery of course materials.

The POTC team and our trainers extend sincere appreciation for the warm welcome extended by our Namibian hosts and participants. The hospitality we experienced added a unique and enriching dimension to the training, creating an atmosphere conducive to productive learning and collaboration.

The organisers anticipate the success of participants and hope for continued cooperation in various fields, contributing to global peace and security efforts, as well as the development of training options in Namibia by local trainers. POTC believes that the skills and insights gained by the participants will undoubtedly contribute to the enhanced capabilities of Namibian personnel. The organisers look forward to witnessing the positive outcomes of this collaboration, fostering a legacy of cooperation and mutual understanding between Slovenia, the European Union and Namibia.

POTC Heads To Namibia: Training of Trainers (ToT) for the Namibia International Women’s Peace Centre (NIWPC) in Windhoek

In January, POTC will facilitate a Training of Trainers for the Namibia International Women’s Peace Centre (NIWPC) in Windhoek, Namibia. The aim of this cooperation is to bolster the capacities of the nascent Namibian Peace Centre in the field of peace operations.

The training is supported by the European Union Civilian Training Initiative (EUCTI), which aims at enhancing the abilities of the deployed civilian staff in EU CSDP, OSCE, UN, AU and other crisis management missions to work in an efficient, effective and sustainable manner to implement their respective missions’ mandates.

More specifically, the cooperation between POTC and the NIWPC, together with the support of EUCTI, will focus on delivering the Training of Trainers (ToT) course. The ToT course is designed to strengthen the training skills of members of international crisis management missions and peace operations to either support them in designing and delivering the ToT courses or to equip the subject matter experts with skills, knowledge and attitudes to be more effective trainers.

The target audience of the ToT is personnel from the NIWPC, Namibian police, military and civilian structures who are involved in designing, planning, organising and delivering training programmes in their respective training structures. The course will come for first-time trainers and those with more experience. All participants will be given the chance to practice, acquire and develop new competences and/or build upon existing knowledge, skills and experience.

The training will cover the designated 7 ToT Modules (Module 1 – Being a Trainer, Module 2 – Teaching and Learning Theories, Module 3 – Techniques to Use in a Training Session, Module 4 – Managing the Training Environment and Effective Communication, Module 5 – Planning, Preparation of a Training Session, Module 6 – Delivery of a Training Session, and Module 7 – Assessing Learning and Evaluating a Training Event) as well an additional Module 8 »Mission Environment Training Specifics« which will take a holistic look at the entirety of the other modules and apply the mission environment specifics to them.

The POTC Team, together with the trainers, is looking forward to cooperating with our Namibian partners and delivering this essential training for Namibian peace operations personnel in Windhoek.
