With the successful implementation of the meeting and introductory workshop on 5 September 2019 the fieldwork in Serbia started as part of the development assistance of the Republic of Slovenia, which is aimed at strengthening patrol management and responding effectively to the needs of the people when police intervention is needed. These are reforms in the area of freedom and security, which are also important for Serbia in terms of EU accession (Chapter 24). The aim is to upgrade the response and coordination of patrols and organizational units, and to strengthen the effective police response to any existing situation, especially with regard to migration, thereby increasing protection of human lives and human rights. This project contributes to building both human and technical capabilities.
Both sides, Serbian and Slovenian, confirmed the importance of the project by their active attendance, with participation of high-level representatives from all areas of police competence gathered at the meeting. They laid the groundwork for future work in the year 2019. The next activities will continue 16 – 20 September 2019 with field visits to analyse the situation on the field and needs in various organizational units. After the field visits, the work will proceed with the study visit of Serbian representatives in Slovenia. With such a method Serbian representatives will be able to learn on the ground how patrols are managed in Slovenia and how information and telecommunications equipment is used in Slovenia.
The project is part of program activities carried out in cooperation with the Ministry of the Interior / Police of the Republic of Slovenia and CVS Mobile, and is financed by the Ministry of Foreign Affairs of the Republic of Slovenia from funds for international development cooperation.

In the 2019-2020 period, Slovenia helps Serbia with the upgrade of development potentials on a case of enhancing capabilities for better management of patrols. The assistance is part of the reform processes in the area of rule of law and good governance that is among priority conditions for the membership of Serbia in the EU since this is of vital importance for citizens and precondition for reforms that follow. The project is conceptualized as a trilateral process of development learning, which will provide new capacities and experiences that can be used in future development projects. Within the framework of their international development cooperation programs, Slovenia and Switzerland cooperate in providing this official development assistance to Serbia. After a series of preparatory activities, the operational activities in Serbia will commence with the meeting, which will be organised on 5 September 2019 in Belgrade.
The project is part of programme activities finances by Development Cooperation Programme of Slovenia and Switzerland and carried out together with Ministry of Interior/ Police of the Republic of Slovenia as well as CVS Mobile.

Within the framework of the international development project “Strengthening the transparency of the electoral bodies – exchange of experiences between Slovenia and Albania 2019-20”, the activity of monitoring of the integration of good practices in the conduct of local elections in Albania was carried out on Sunday, 30 June 2019, the day of local elections in Albania.
In cooperation with local partners, CEP experts were monitoring the implementation of the observation of domestic election observers and Albanian NGOs involved in the project, based on recommendations developed within the March workshop. Moreover, CEP experts conducted interviews with participating NGO’s in the project.
The project is financed from the funds for international development cooperation of the Ministry of Foreign Affairs of the Republic of Slovenia.

A working visit of the high-level delegation of the Republic of North Macedonia was successfully concluded with the ceremonial signing of joint guidelines for financial investigations on 7 June 2019 in Slovenia, at the Center for European Perspective. The common guidelines are the result of the impressions summarised after the demonstration of the functioning of the Slovenian financial investigation system, which took place from 4 to 7 June 2019. The composition of the delegation was at the highest level, involving heads of all the institutions of the Republic of North Macedonia, important for financial investigations: General Prosecutor Ljubomir Joveski, Head of the State Prosecutor’s Office for Organized Crime Vilma Ruskovska, Director General of the Customs Administration Gjoko Tanasoski, Director General of the Public Revenue Office Sanja Lukarevska, Director of the Financial Police Arafat Muaremi, Director of Financial Intelligence Office Blažo Trendafilov, with the participation of representatives of the Ministry of the Interior and Central Registry. The working visit is part of the Development Assistance of the Republic of Slovenia in Chapter 24 of the accession to the EU, in the part of financial investigations.
The working visit started on 4 June 2019 with the introduction of the role of the Slovenian regional level and the operation of financial investigations by the District Public Prosecution of Koper, Criminal Police Department at the Police Administration Koper and Financial Office Koper. In Koper, Macedonian delegation was received by the head of District Public Prosecution Koper Barbara Milič Rožman and Head of the Economic Crime Department Alenka Drolc in the addition to the participation of Slovenian national level representatives.
On 6 June, the familiarisation with the functioning of Slovene financial investigation system continued in Ljubljana, where the Macedonian delegation was received by the Slovenian State Prosecutor General Drago Šketa, and presented, together with the head of the Specialized Prosecution for Organised Crime Hari Furlan and representatives of the Slovenian Supreme and Specialized Prosecution, features and some important experiences that can be useful for the Macedonian system of operation. The demonstration of the functioning of the Slovenian financial investigation system continued with the familiarisation of involvement of the Financial Administration of the Republic of Slovenia in financial investigations and the role of the Administration for the Prevention of Money Laundering and the Agency for Public Legal Records and Related Services. Representatives of the Ministry of the Interior – Police presented their approaches to the strategic and operational planning of integrated and financial investigations and demonstrated some of the features of the system that are necessary for the effective operation of investigators. Program Director Andreja Dolničar Jeraj emphasized at the conclusion the importance of an integrated approach in the functioning of the financial investigation system and the good cooperation of all institutions for achieving results.
This is a two-year project of international development cooperation of the Republic of Slovenia (2019-2020), the activities of which will continue in the Republic of North Macedonia. The project is financed by the Republic of Slovenia from the funds of the International Development Cooperation Program of the Republic of Slovenia at the Ministry of Foreign Affairs of the Republic of Slovenia and is implemented in cooperation with the aforementioned Slovenian authorities.
30. 5. 2019 | BIH - Supporting the way to the EU, PR, Slovenian Development Assistance

In the framework of the project “Supporting BiH on its way to the EU” the Centre for European Perspective (CEP) today starts with implementation of its first training for selected chapters of the acquis communautaire, that is designed for Bosnian civil servants. A two-day training is held at Directorate for European Integration in Sarajevo and covers the topic of freedom of movement for workers.
Three Slovenian experts from the Ministry of Labour, Family, Social Affairs and Equal Opportunities and Employment service of Slovenia are sharing their knowledge and experience on the challenges that Slovenia has encountered in the context of the mentioned topic in the adoption of the acquis. Thirty civil servants from different ministries and governmental working groups of BiH are participating at the training.
Maja Rimac Bjelobrk, assistant director at the Division for Communication and Training in the Field of European Integration at the Directorate for European Integration, welcomed participants and stressed that the CEP’s training was prepared just at the right moment, as BiH has received the first opinion of the European Commission on Bosnia and Herzegovina’s application for membership of the EU yesterday. For the country, this is the first assessment of the situation and the first set of recommendations for further work in the pre-accession process.
Participants were addressed by Zorica Bukinac, Ambassador of the Republic of Slovenia in Sarajevo as well. She agreed that the Commission’s opinion is an important message for BiH, adding that Slovenia continues to strongly support the EU’s enlargement. BiH should understand the opinion of the Commission as a signpost for direction of the future work, and the document itself indicates that BiH is in the right direction already. She told participants that in the pre-accession process they should learn from the mistakes of others that have been through the same processes, including Slovene.
The project is part of the CEP program activities supported by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of the Slovenia’s Development Cooperation.
