Slovenia and Montenegro train mountain flying and improve the Avio-Helicopter Unit of Montenegro

Between 27 and 29 November, Centre for European Perspective kicks off the activities of capacity building of the Avio-Helicopter Unit of the Ministry of Internal Affairs of Montenegro in the Development Cooperation Programme of the Republic of Slovenia with Montenegro.

Public services provided by the avio-helicopter unit and its responsiveness are of vital importance for the population of Montenegro which is why the country aims to improve its capabilities in the framework of this programme.

Slovenia and Montenegro will train flying in the high mountain ranges and exchange their experiences, which will contribute to the preparation of the programme proposal for the future development of the unit.

Project is part of CEP’s program activities executed in cooperation with the Ministry of Internal Affairs of the Republic of Slovenia / Slovenian Police, financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

Macedonia with the support of Slovenia about steps towards increased seizures of proceeds of crime and property with illegal origin

Suggestions on how to make advancements in financial investigations as well as seizures of proceeds of criminal offences and property of illegal origin were identified and discussed within the workshop and presentations to the relevant heads of Macedonian institutions, which were taking place from 4 to 5 October 2018 in Skopje.

Among jointly defined suggestions, for which Macedonia expressed expectations for Slovenia to continue its development support, were:

  • To further develop capacities and determine the discrepancies between real income and actual spending of offenders;
  • to get acquainted with practices and systems to initiate parallel financial investigations together with the crime investigations;
  • to obtain assistance on how to plan and determine outcome indicators such as numbers of initiated financial investigations and to define what resources are needed to achieve planned results;
  • to get support to familiarise the personnel and maximise their contribution to the strategic goals;
  • and to analyse and learn from cases and court rulings to effectively built prosecution cases, which will be result in the seizure of proceeds of crime as well as property of illegal origin.

The need to increase awareness and importance of supporting initiatives to conduct financial investigations and implementation of current Macedonian legislation to initiate the procedures regarding extended confiscation, was identified. In addition, the necessity to continue with strengthening inter-sectoral cooperation was emphasized.

The fact that heads of nearly all institutions in Republic of Macedonia, who are involved in financial investigations or who contribute to financial investigations with their data, responded and participated in the workshop gives a positive impetus for further development of the development cooperation in the area.

The joint message of the Ministry of Interior, Public Prosecutor’s Office, Financial Police Administration, Public Revenue Office, Customs Administration, Financial Intelligence Office, Central Register, Health Insurance Fund, Civilian Aviation Agency and Central Securities Depository was they want to continue to work with Slovenia on the development of the Macedonian system of financial investigations and seizures of property with illegal origin since “such crimes do not and should not pay off”.

This two-year project (2017-2018) is part of program activities implemented in the cooperation with the State Prosecution Office for Organized Crime and Corruption and Ministry of Interior/ Police of the Republic of Slovenia and financed by the Ministry of Foreign Affairs of the Republic of Slovenia in the framework of Slovenia’s Development Cooperation.

In Podgorica experts about electronic communication and broadband

In the framework of the bilateral technical assistance project “Assistance to Montenegro in negotiations on accession to the EU” of the Centre for European Perspective (CEP) a three-day experts’ visit in the field of Chapter 10: Information Society and Media will be concluded today in Podgorica. Some 12 public servants of the Montenegrin Ministry of Economy, Agency for Electronic Communications and Postal Services and Ministry for sustainable development participate at the expert consultation.

Expert assistance is provided by the expert from Agency for Communication Networks and Services of the Republic of Slovenia (AKOS) Mark Pohar. It focuses on implementation of EU broadband cost reduction rules in national legislation of Montenegro and sharing experience on state-aid financed projects for broadband roll-out in Slovenia.

The project is part of the CEP program activities financed by the Ministry of Foreign Affairs in the scope of international development cooperation.

In the period 2017-2018, in the framework of the development assistance Slovenia provides support to the Republic of Macedonia in strengthening of capacities for financial investigations and seizure of assets with illegal origin which is an effective tool to prevent and reduce organised crime and corruption. For this purpose, a workshop for development of suggestions which will be useful with the implementation of changes will be held from 4 to 5 October 2018 in Skopje. A presentation with discussions will also follow on 5 October 2018 with Heads of Macedonian state bodies which are relevant for the implementation of financial investigations and with the Ministry of Interior of Republic of Macedonia as a lead on Macedonian side.

In the framework of the bilateral technical assistance project “Assistance to Montenegro in negotiations on accession to the EU” the Centre for European Perspective (CEP) will provide assistance to the Montenegrin Ministry of Economy (Directorate for Electronic Communications, Postal Services and Radio – Spectrum) in the field of Chapter 10: Information Society and Media.

Three days expert advice from 8 to 10 of October 2018 will be provided by the expert from Agency for Communication Networks and Services of the Republic of Slovenia (AKOS) Mark Pohar. Technical assistance will mainly focus on implementation of EU broadband cost reduction rules in national legislation of Montenegro and sharing experience on state-aid financed projects for broadband roll-out in Slovenia.

Development Aid to Serbia optimizes the system of information exchange in illegal migrations

With the workshop and presentation of suggestions to the leadership of the Ministry of Interior of the Republic of Serbia which took place on 19 September 2018 in Belgrade, the project of development cooperation with Republic of Serbia which aims at strengthening capacities of exchange of information in the area of illegal information, successfully enters into its final phase. The suggestions are the result of practical analysis of different cases which are taking place at the emergence of illegal migrations and comparison of responses in Serbia and Slovenia. The goal is to optimize the flow of information by putting to better use the current capacities and consequently, respond better to situations related to illegal migrations. The important part of talks was also directed into the discussion how to implement the proposals, where could the Programme of International Development Cooperation of the Republic of Slovenia continue to play important role in assisting the implementation and how to maximise the possibility of proposals implementation by combining Slovenian support with other countries who also help Serbia in the accession to the EU and with necessary reforms.
