Workshops will be held in Serbia from 23 to 25 November 2022, concluding a two-year cycle of international development assistance of the Republic of Slovenia, in the framework of which the Serbian Police, in cooperation with the Slovenian Police, developed, established, and implemented a new patrol management system. The system is based on modern technology and EU standards. Its main purpose is to enable police officers to respond more effectively to the needs of people when their life, safety, or property is threatened while also ensuring the greater safety of police officers when performing their work in the field.
The patrol management system is now used by the organizational units of 14 of the 27 police directorates in the interior of the country, as well as by the organizational units of the Border Police Directorate.
The final workshops will aim to review the status, assess the increase in a patrol management capacity, and review the planning of further activities to maintain, expand and continuously advance the patrol management system.

The Serbian police are integrating more and more of their police directorates into the new patrol management system to improve the safety of people and police officers and to provide the best possible service to the citizens. It is a system that pays particular attention to strengthening its role in saving lives. The capacity of patrol management in Serbia is increasing with the expansion of the system, bringing its functioning closer to EU standards. Currently, 14 out of 27 police directorates in the Republic of Serbia are already included in the system. Organizational units of the Border Police Directorate of the Republic of Serbia on these territories are also already part of the system. In developing and implementing the patrol management system, the Serbian Police are working with the Slovenian Police, which provides support through the international development assistance of the Republic of Slovenia.
Thus, the second workshop this year was held in Serbia from 26 to 29 September 2022 for the integration of 4 additional police directorates into the patrol management system. The workshops were organized for senior representatives of police directorates and organizational units of police directorates in the areas of Kragujevac, Leskovac, Smederevo, and Jagodina. Representatives of the Border Police Administration also participated in the workshops.
During the workshops, a Slovenian-Serbian mixed team of experts presented the management of patrols under the new system, shared experiences on its use and benefits with future users, and assisted in practical training.
Future users have recognized the benefits of the patrol management system: easier and more transparent organization of work, more effective communication, and more effective responsiveness to people’s needs. They particularly stressed the security aspect of police officers in the field, who put their lives and health at risk daily in the interest of public peace and order. The new patrol management system provides them with reliable communication and faster and more comprehensive information for their work in the field so that they can react optimally and appropriately to calls and incidents and help each other more effectively in situations where they are exposed to increased threats.
The Republic of Slovenia, through international development assistance, represents an important partner in strengthening patrol management capacity in Serbia. In addition to being based on Slovenian expertise, the system also provides adequate guidance for progress towards EU security standards. With efforts to improve security in Serbia, the Serbian police are also contributing to greater security beyond its borders.

The second workshop this year will be held in Serbia from September 26 to 29, 2022, aimed at expanding the patrol management system to new police departments. The new system brings easier and more efficient work into the organizational units of the Serbian Police, increases the safety of their officers in the field, and enables them to respond more quickly to their tasks.
The Serbian police have so far introduced the patrol management system in 10 of the 27 police directorates and will now extend it to four more on the territory of Kragujevac, Leskovac, Smederevo, and Jagodina.
In developing and implementing the patrol management system in Serbia that also follows the requirements of EU standards, the Serbian police are cooperating with the Slovenian police, which is providing help and support through international development assistance.
Slovenian police officers will also participate in these workshops. Together with their Serbian colleagues, who are already using the patrol management system, they will share their experience of using the system with future users and present its advantages and benefits. They will also help their Serbian colleagues to familiarise themselves with the system and assist them in practical work when they are trained to use it.

From 29 August to 4 September 2022 a third field visit took place in Serbia in support of the new patrol management system, which enables border, general, and traffic police units to work more easily, efficiently, and, above all, more safely in the field.
In the establishment, development, and deployment of an effective patrol management system, the Serbian police are cooperating with the Slovenian police within the framework of Slovenia’s international development assistance since 2019. So far, 10 of the 27 police directorates have joined the system, and 4 more are expected to join shortly.
This field visit was carried out in 25 Serbian Police units in the areas of police directorates: Vranje, Leskovac, Novi Pazar, Kragujevac, Jagodina, Užice, Šabac, Pančevo, Smederevo in Sremska Mitrovica. It provided an overview of the use and operation of the system, as well as on-site consultancy for existing users and preparation for the introduction of the system to the new users.
The findings of the field visit are very encouraging, as the units that manage patrols under the new system expressed satisfaction and confirmed that their work is more efficient. Work organization is more effortless and responsiveness to tasks faster, and police officers in the field feel safer. Due to the lack of personnel, as well as other resource constraints, which, unfortunately, the Serbian police face, as we do, they are being allocated more rationally and efficiently. Coordination between units belonging to different police directorates has also been improved and facilitated which also enables a more effective fight against organized crime and illegal migration.
The purpose of the field visit was, among other things, to detect and identify possible deficiencies and errors in the application, remedy them, and exchange views on the possibilities for complementing and upgrading the IT solution.
The positive experience of the new patrol management system has already reached the organizational units of the police directorates that are not yet part of it, and they were eager to hear first-hand information.
During the field visit, prospective users had the opportunity to familiarize themselves with the IT solution, see a demonstration of operation and see for themselves the benefits of coordinated working between organizational units.
By the end of the year, 14 police administrations of the Republic of Serbia are expected to be integrated into the new patrol management system.
With Slovenian development assistance, the capabilities of managing patrols in Serbia and the efficiency of the Serbian police as a whole are undoubtedly being strengthened, in accordance with the standards that also apply in the EU.

A third field visit in support of the new patrol management system will take place in Serbia from 29 August to 3 September 2022. So far, 10 of the 27 police directorates in the areas of Sremska Mitrovica, Vranje, Bor, Pirot, Požarevac, Zaječar, Užice, Pančevo, Novi Pazar and Šabac have joined the system.
The new patrol management system, which the Serbian Police is developing and introducing based on Slovenian experience within the framework of international development assistance of the Republic of Slovenia, contributes to more efficient work of the Serbian Police in the organisational units of the Serbian Police, to the improved safety of its officers in the field, and its faster responsiveness to the needs of the people.
The field visit aims to verify the patrol management system’s use, provide on-site advice, identify and correct any deficiencies, and analyse the system’s performance. The findings will provide a starting point for further development and expansion of the system to more organisational units and more police directorates of the Serbian Police.

Workshops to integrate new police directorates into a state-of-the-art remote patrol management system were held in Serbia from 27 June to 1 July 2022. This is an ICT solution developed by the Serbian police on the basis of Slovenian know-how within the framework of the international development assistance of the Republic of Slovenia and has been successfully used for some time in the police directorates Sremska Mitrovica, Vranje, Bor, Pirot, Požarevac, and Zaječar.
The workshops that just took place were organized for representatives of the police directorates Užice, Pančevo, Novi Pazar, and Šabac, which have newly joined this patrol management system.
Representatives from the police directorates Ljubljana and Novo Mesto of the Police of the Republic of Slovenia and representatives of police directorates Sremska Mitrovica, Vranje, and Požarevac of the Police of the Republic of Serbia joined efforts as mentors and as active interlocutors in these workshops.
They gave workshop participants first-hand insights into how the system works and the positive experiences they have had and shared the advantages of the system that enable them to work more efficiently. They highlighted better responsiveness to people’s needs and other security challenges, increased safety of police officers when performing police tasks in the field, more efficient use of human and other resources of the Ministry of the Interior, and better service for citizens. The workshops also included a visit to the Police directorate Zaječar, where the participants had the opportunity to see and test the operation of the new patrol management system in practice. With the knowledge they acquired, they were also able to immediately engage in the new system, which has now been extended to 10 police administrations.
Participants agreed that changes towards increased patrol management capacity are necessary and welcome, not only for the more efficient operation of the police in Serbia but also to meet EU standards, which is also of utmost importance in the process of European integration.
The activities that Slovenia and Serbia have carried out in partnership in recent years within the framework of international development cooperation confirm the good bilateral relations between the two countries and significantly contribute to the constant progress and development of the Serbian police and strengthen the professional and friendly ties between these two important institutions.
The workshops that just took place confirmed this once again, while also indicating that there is an interest in further cooperation and additional activities in this direction in the future as well.
