First online closed-door session for BiH governmental officials ‘Strengthening Societal Resilience and Countering Foreign Perpetrated Disinformation in the Western Balkans’ held on April 14

On April 14, CEP has organised the first workshop designed for governmental officials coming from BiH aimed at supporting the governments of WB6 in building their national system of countering foreign perpetrated disinformation.

The training was opened by CEP Project Manager, Ana Ješe Perković and CEP Executive Director Katja Geršak who presented the aim of the project and the workshop. The training activities of the first day continued with two expert presentations. Mr Roman Osadchuk, an expert from the Atlantic Council’s Digital Forensic Research Lab gave the participants an overview of what is disinformation, how to counter it and what are the most useful online tools we can use to deal with disinformation. The second expert, Mr Darko Brkan from a Bosnian fact-checking NGO Zašto ne presented the current disinformation trends in the Western Balkans. The first day concluded with a discussion about the main problems regarding foreign perpetrated disinformation in BiH and what should be done to tackle it.

The second part of the two-day workshop will be held in May.

Closed-door session for BiH governmental officials ‘Strengthening Societal Resilience and Countering Foreign Perpetrated Disinformation in the Western Balkans’ begins

CEP is organising six workshops and expert consultancy supporting the governments of WB6 in building their national system of countering foreign perpetrated disinformation. The first workshop is specially designed for governmental officials coming from BiH and is taking place online from the 14–15 of April.

International experts will present us how to effectively counter foreign perpetrated disinformation, the current disinformation trends in the Western Balkans, and the best practices from other European countries when it comes to setting up national systems for countering disinformation.

TalentMagnet Achievements in Period 1

In the first period of implementation of the TalentMagnet project, the work on two different thematic work packages – WP T1 Methodology and planning and WP T2 TalentMagnet toolkit – has started. The knowledge providers and thematic work package leaders had several online meetings to get on the same page, discuss and clarify the related tasks, responsibilities and their division. Both for WP T1 and T2, the work package leaders have prepared a workplan.

The elaboration of the Baseline study (D.T1.1.1) has started with the collection of relevant research papers, studies and scientific publications on a consortium level. Moreover, the capitalization of earlier DTP projects (EDU-LAB, ATTRACTIVE DANUBE and YOUMIG) was ensured by those partners which took part in their implementation. A draft version of the Baseline study was prepared by EFE.

CEP, as the responsible partner for the Primary research – survey among the target groups (D.T1.1.2) has prepared the questionnaires covering the topics of education, the housing market, labour market and quality of life with the involvement of the partnership. The questionnaires were used by city partners as tools to map relevant stakeholders, identify the specific needs for improvement of the relevant legal regulations and identify the current state of affairs – such as policies, priorities and plans. The analysis of the collected information was prepared by CEP taking into consideration the professional comments of knowledge provider partners.

As part of the Partner-level situation analysis (D.T1.1.3), questionnaires for the private sector and young people were developed by IOS with the contribution of partners. City partners used these questionnaires to map up the specific needs of their cities/regions and investigate the sectors that suffer from brain drain. Furthermore, the activity also included the local level situation analysis of pilot partners in the following fields: demography and society, economy and labour market, education and quality of life indicators.

The work on the Good Practice Catalogue (D.T1.1.4) started with the creation of a draft structure and a template document for collecting good practices, prepared by DEX in cooperation with EMFIE. An external expert has prepared a study that presents key terms, international good practices, related research and EU-funded projects.

The preparatory work of WP T2 has also started; a draft Guide for setting up and running Local Talent Club (D.T2.1.2) was developed by NYMVH taking into account partners’ comments.

Hybrid EDDE training for Diplomatic Academy of Slovenian Ministry of Foreign Affairs a success

Each EDDE event is something special and this one was not an exception, particularly because it was done in a hybrid version – virtually and on the spot at Jable castle – together with the Diplomatic Academy of Slovenian Ministry of Foreign Affairs. Despite having a positive nervousness before the start everything went well and the whole training turned out to be a success.

In two days, 50 Slovenian diplomats, ambassadors, and embassy officials had a chance to listen and to participate in a variety of lectures about Digital Diplomacy.

The training was launched by the introductory remarks by Ingrid Omahna, European Digital Diplomacy Exchange Project Coordinator from Centre for European Perspective (CEP), Lean B. Leedy, from the U.S. Embassy in Slovenia, Katja Geršak, CEP Executive Director, and Miriam Možgan, From the Diplomatic Academy of Slovenian Ministry of Foreign Affairs.

After the introductory remarks, we dived straight into the matter by a lecture about the Digital Future and Why You and Your Boss Should Care about it. When basics were covered, we continued with lectures about Developing Effective Messaging Campaigns, how to use Visual Essentials, and concluded the day with an overview of Twiplomacy at the Slovenian Ministry of Foreign Affairs.

The second day was kicked off with a Showcase of best practices for communicating during the COVID-19 emergency, by the representative of the Government office of Estonia. How to Counter Disinformation and Propaganda in the Digital Age lecture followed and focused on the examination of contemporary disinformation practices. The training was concluded by two lectures – how the media landscape changed in the last decade, tips and tricks on how Slovenia and small countries can present themselves, and how to use Influencers to break out of the habit of using social media as a monologue. The training ended with concluding remarks by Susan Falatko from the U.S. Embassy in Slovenia.
