Innovative ICT technology for the management of patrols in the Republic of Serbia, which is based on Slovenian experiences and know-how as well as active cooperation with MoI Serbia in its development, is getting in this period towards the final shape. With activities and visit of MoI Serbia 23-25 September 2020, we are successfully coming closer to the finalisation of development of modern IT solutions which will help improve the response of police patrols to citizen’s needs, coordination of police work in the field, including adequate response to migration and protection of police officers in the performance of police tasks. It is a contribution to the UN sustainable development goals, to develop an efficient, responsible and transparent institution, which is among Slovenia’s priorities in the implementation of international development cooperation.


The project is part of program activities carried out in cooperation with the Ministry of the Interior / Police of the Republic of Slovenia and CVS Mobile and is financed by the Ministry of Foreign Affairs of the Republic of Slovenia from funds for international development cooperation.

The strategic orientation of the state authorities of the Republic of Serbia, including its important part – the Ministry of the Interior, in the process of reforms and approximation to the EU is to modernize public administration and become an effective service for all citizens. In the year 2020 the implementation of Slovenian international development assistance to the Republic of Serbia continues, with the aim of improving the response of police patrols to the needs of the people, coordination of police work in the field, including adequate response to migration and protection of police officers in the performance of police tasks. It is a contribution to the UN sustainable development goals, to develop an efficient, responsible and transparent institution, which Slovenia has also identified as a priority in the implementation of international development cooperation.

The ICT transformation is a public sector imperative in current times and governments have to harness innovative technologies to create better outcomes for citizens, which is also part of subject matter development assistance. To this end and among other activities, innovative ICT technology is being jointly developed that will help Serbia to effectively manage patrols. In addition to ICT professionals, the development is closely involved with representatives of all police powers; general, traffic and border police, who gathered in Belgrade on January 22, 2020 and successfully tested the ICT solutions developed so far.

Serbia wishes to strengthen, as part of reforms in the EU accession process and with the help of Slovenia, patrol management capabilities, in order to better respond to people’s needs, coordinate work of police officers on the ground more effectively and provide them with greater security when performing police tasks.

For this purpose, from 16 to 19 October 2019, a study visit of high-level representatives of the Ministry of the Interior of Serbia in Slovenia was successfully carried out. Through simulations of practical cases, they were able to learn how patrolling and patrol management work in Slovenia as an EU member state and what ICT equipment is in use in Slovenia. They were acquainted with the operation of patrols of all police powers, both border, general and traffic police, and work was carried out in Novo Mesto, Ljubljana and Koper. On their arrival in Slovenia, Deputy Director General of the Police of the Republic of Slovenia Jože Senica greeted the Serbian delegation and wished them successful work. The Directors of the police administrations, Stanislav Vrečar and Janez Ogulin presented the experience of the Police Administrations Ljubljana and Novo Mesto. Intensive programme was implemented under the leadership of the Programme Director Andreja Dolničar Jeraj and with involvement of 28 representatives of the Slovenian police, including: Anton Štubljar, Head of the State Border and Aliens Department, Police Station Novo mesto, Miha Ristič, Operations Manager, OKC PU Ljubljana, Primož Kadunc, Head of the Traffic Police Department at the Police Directorate Ljubljana, Robert Bajuk, Head of the Operations and Communication Centre at the Police Directorate of Ljubljana, Bojan Bogovič, Police Commander of the Obrežje Border Police Station; Zoran Obrez, Police Commander of the Ljubljana Traffic Police Station, Srečko Medic, Police Commander of the Brežice Police Station, Ciril Mlakar, CVS Mobile and Dr Tatjana Dragovič, workshop leader.

This is a two-year Republic of Slovenia development aid project for the Republic of Serbia (2019-2019). The project continues with activities and a meeting on November 18-19, 2019 in Belgrade, focused on the development and production of ICT equipment that will assist in the management of patrols in Serbia.

A field analyses in Serbia was successfully conducted from 16 to 21 September 2019 on the patrolling and management of patrols, in order to find ways for improved response of the police to the people’s needs, including in the case of migrations. Representatives of the Slovenian police from different areas of responsibility were working with their Serbian counterparts in different organizational units to determine what the current situation is in the field and what their needs are, while exchanging professional experience. The field analysis was carried out at the border police station Šid, organizational units of the Sremska Mitrovica Police Directorate, border police stations Rujan and Preševo, the Regional Border Police Centre against the Republic of Northern Macedonia, and traffic and general police stations at the Vranje Police Directorate. Representatives from the Analytics, Telecommunications and Information Technology Sector and representatives from the Belgrade MoI administration were also included in the implementation of the field analysis.

The findings will be used in the development of ICT patrol management equipment and further activities to enhance patrol management capabilities, with the next study visit by representatives of the Ministry of the Interior and the Police of the Republic of Serbia in Slovenia from 16 to 19 October 2019, through which, by observing the work and management of patrols, they will get to know the organization and approaches which are used in the EU, and learn through examples how ICT is used. The lessons learned will help with Serbia’s reform processes, which are a prerequisite for EU accession.

With the successful implementation of the meeting and introductory workshop on 5 September 2019 the fieldwork in Serbia started as part of the development assistance of the Republic of Slovenia, which is aimed at strengthening patrol management and responding effectively to the needs of the people when police intervention is needed. These are reforms in the area of freedom and security, which are also important for Serbia in terms of EU accession (Chapter 24). The aim is to upgrade the response and coordination of patrols and organizational units, and to strengthen the effective police response to any existing situation, especially with regard to migration, thereby increasing protection of human lives and human rights. This project contributes to building both human and technical capabilities.

Both sides, Serbian and Slovenian, confirmed the importance of the project by their active attendance, with participation of high-level representatives from all areas of police competence gathered at the meeting. They laid the groundwork for future work in the year 2019. The next activities will continue 16 – 20 September 2019 with field visits to analyse the situation on the field and needs in various organizational units. After the field visits, the work will proceed with the study visit of Serbian representatives in Slovenia. With such a method Serbian representatives will be able to learn on the ground how patrols are managed in Slovenia and how information and telecommunications equipment is used in Slovenia.
