After successfully delivered two training courses on Gender equality and gender mainstreaming in peace operations and missions (November 2020 and May 2021), Centre for European Perspective (CEP) is further actively involved in empowering women in the field of peace and security. From 14 to 17 September 2021, a series of online workshops on Negotiation techniques and women empowerment was carried out by the European Institute of Public Administration (EIPA) in coordination with CEP and with support from the Ministry of Foreign Affairs of the Republic of Slovenia.
This series of workshops were organized for representatives of the Venezuelan democratic forces who will directly or indirectly participate in international negotiations, mediation, and conflict resolution processes. The program consisted of ground-setting and advanced workshops, where the participants examined the particularities of and advantages for women’s involvement in conflict resolution, negotiation, and mediation processes, analyse negotiation process from a gender perspective (including the analysis of strategies, methods, techniques for negotiation, communication, and influence), and conducted practical exercises to practice the application of various negotiation components.
With the newly acquired knowledge in the field of negotiation, mediation, and conflict resolution, will the representatives of the Venezuelan democratic forces, be able to actively participate in these processes and thus increase the representation of women in these areas and bring challenges faced by women in times of humanitarian crises and conflicts to the peace agreements.
Virtual workshop on negotiation techniques and women´s empowerment continues the activities of Centre for European Perspective – CEP, aimed at the empowerment of women that began within the Peace Operations Training Centre and EUPCST project.
The activities are supported by Slovenia’s Development Cooperation Programme of the Ministry of Foreign Affairs of the Republic of Slovenia and carried out together with the European Institute of Public Administration (EIPA) .

As part of the Slovenian Development Cooperation Program, from 29 June to 2 July 2021, workshops were conducted in North Macedonia needed for the development of capacities in conducting financial investigations and for confiscating assets of crime and property of illegal origin from criminals.
The European Union pays particular attention to the prevention and fight against organized and serious crime by stepping up the activities of law enforcement agencies to confiscate proceeds of crime and property of illegal origin. This issue is important within the EU, as well as in the integration of the Republic of North Macedonia into the European Union. Financial investigations will be one of the key indicators that the EU will monitor when assessing the fulfilment of the criteria for EU membership.
Financial investigations are an extensive professional interdisciplinary field, where Slovenian development cooperation has been providing support to law enforcement agencies in North Macedonia for several years, and this time the work was carried out by exchanging expertise in analytics and standard operating procedures in conducting financial investigations. Thirty-two representatives of all relevant Macedonian institutions actively attended the workshops: the Ministry of Interior, State Prosecution, Financial Police, Customs Administration, Tax Administration and Financial Intelligence Office. On the Slovenian side as well, comprehensive cooperation was ensured – representatives of key Slovenian bodies for conducting financial investigations participated: the Ministry of the Interior and the Police, State Prosecution for Organised Crime and Corruption and Financial Administration.

Management of patrols is an important part of the police response to people’s needs when their lives, safety, or property are at stake. The needs of vulnerable groups are particularly important here. In many cases, it is essential, even a matter of life or death, how quickly a patrol can respond. A police officer who performs a dangerous task in the field can also be in danger of death. It is therefore important that we have a well-functioning patrol management system that enables the efficient management of all police capacities.
In the period from 8 to 11 June 2021, a series of workshops was held, the purpose of which was to strengthen capacity and prepare for the integration of organizational units in the field of police administrations Bor, Pirot, Požarevac and Zaječar in the patrol management system. Representatives of these police administrations exchanged their experiences with their colleagues from organizational units in the territory of Police Administration Sremska Mitrovica and Police Administration Vranje, as well as with representatives of the Police of the Republic of Slovenia. The Slovenian Police were represented as active interlocutors by Primož Kadunc, Head of the Road Traffic Department in the Uniformed Police Sector, Miha Ristič from the Operational Communication Center, both Police Administration Ljubljana and Martin Detiček, Assistant Commander of the Police Station Brežice from the Police Administration Novo mesto.

“Crime does not pay off,” is a message that is being resolutely approached in North Macedonia and which the competent Macedonian investigation and prosecution authorities want to spread across the country with their work and results in the field of financial investigations and confiscation of assets of illicit origin act.
To this end, Slovenia continues to provide development assistance to North Macedonia in strengthening the capacities necessary for the successful implementation of these legal competencies. From 29 June to 2 July 2021, workshops will be held in North Macedonia in the field of analytical work and operational procedures in financial investigation, where colleagues will exchange Macedonian and Slovenian experiences.

Slovenska razvojno sodelovanje z Republiko Srbijo se uspešno nadaljuje tudi v letu 2021. Od 8. do 11.6.2021 bodo v Srbiji potekale delavnice, katerih namen je prenos izkušenj in dobrih praks na področju upravljanja patrulj. Delavnice bodo namenjene organizacijskim enotam splošne, prometne in mejne policije na območju policijskih uprav Zaječar, Bor, Požarevac in Pirot. Srbija si na ta način, ob pomoči Slovenije, trudi izboljšati odziv policijskih patrulj na potrebe ljudi, koordinacijo dela policije na terenu, tudi pri odzivu na kriminal in migracije, in zaščito policistov pri opravljanju policijskih nalog.
Projekt je del programskih aktivnosti, ki se izvajajo v sodelovanju z Ministrstvom za notranje zadeve/ Policijo Republike Slovenije, financira pa jih Ministrstvo za zunanje zadeve Republike Slovenije iz sredstev za mednarodno razvojno sodelovanje.

Slovenian development aid to the Republic of Serbia, activities in progress
Slovenian development cooperation with the Republic of Serbia is continuing successfully in 2021. From 8 to 11 June 2021, workshops will be held in Serbia, the purpose of which is to transfer experience and good practices in the field of patrol management. The workshops are intended for organizational units of the general, traffic and border police in the area of the police administrations of Zaječar, Bor, Požarevac and Pirot. In this way, with the help of Slovenia, Serbia strives to improve the response of police patrols to the needs of the people, the coordination of police work in the field, including the response to crime and migration, and the protection of police officers in performing police duties.
The project is part of program activities carried out in cooperation with the Ministry of the Interior / Police of the Republic of Slovenia and is financed by the Ministry of Foreign Affairs of the Republic of Slovenia from funds for international development cooperation.

On February 19, CEP joined a meeting, organized at the initiative of the Slovene Embassy in Tokyo, focused on ‘Enhancing International Development Cooperation between Japan and Slovenia in the Western Balkans (WB)’.
As one of the official channels for implementing Slovenia’s international development cooperation, we joined the representatives from the Foreign Ministry of Affairs of Japan, Japan International Cooperation Agency (JICA), Foreign Ministry of Affairs of Slovenia, Centre for Excellence in Finance (CEF), and ITF Enhancing Human Security to discuss possible ways of merging our knowledge and enhancing international development cooperation between Japan and Slovenia in the Western Balkans.
The aim of the meeting was to look at possible ways of enhancing cooperation between Slovenia and Japan in the Western Balkans through institutions based in Slovenia and under the framework of the International Development Cooperation and Humanitarian Aid of Slovenia.
At the meeting, CEP Executive Director Katja Geršak presented the work of CEP and our key focus areas in the Western Balkans and Ukraine, and expressed interest to further explore opportunities for possible cooperation with Japan in facilitating development agenda in the Western Balkans.
The meeting ended with a joint agreement of all attendees to continue the dialogue and identify possible future development projects for a further deepening of cooperation between the two countries.
