The Serbian police developed a system for more efficient patrol management with Slovenian development assistance. The system has been introduced and is already being used successfully in the field of six police administrations: Sremska Mitrovica, Vranje, Bor, Pirot, Požarevac in Zaječar. The system will now be extended also to the other administrations.
For this purpose, from 27 June to 1 July 2022, interactive workshops will be held in Serbia for representatives of the organizational units of the police administrations of Užice, Šabac, Novi Pazar and Pančevo, which are next in line to join the system. At the workshops, the participants will be introduced to the functioning of the system for patrol management. Moreover, they will be able to exchange information with Serbian and Slovenian colleagues who have been already using the system and know it well.
The changes introduced by the Serbian police aim to improve the responsiveness of police patrols so they respond to the needs of the people, improve the coordination of police work in the field, the protection of police officers in the performance of their policing duties, and ensure the protection of law and order, also in the context of migration. Along the way, the Serbian police strive to make changes in line with EU criteria and standards. In doing so, they also rely on the continued support of the Republic of Slovenia.

A group of leading representatives of organizational units of Serbian police administrations visited Slovenia from 16 to 22 May 2022. The representatives participate in the strengthening of their activities in the field of patrol management within the framework of the international development assistance of the Republic of Slovenia.
The visit was of a working nature and offered the Serbian participants the opportunity to get acquainted with the work of patrols of all police powers and exchange experiences with Slovenian colleagues. The participants were welcomed in the units in the field of the police administrations of Novo mesto, Ljubljana, Koper and Motorway Police.
Additionally, the participants had an opportunity to participate in hands-on interactive workshops. The advanced workshops facilitated the transfer of knowledge of the use of the patrol management system and its extensions to the areas of police administrations in Serbia that are just joining the system.
The participants of the training highlighted the main advantages of more efficient patrol management: shorter response time, deployment of adequately equipped patrols to interventions, deployment of a sufficient number of patrols to individual interventions, and easier and more coordinated cooperation between patrols belonging territorially to different police administrations. They agreed and reaffirmed that this ensures greater security for police officers in the field and better and faster service to citizens. They underscored the need to extend the patrol management system to as many police administrations as possible in Serbia and confirmed that they would spread their knowledge and experience not only among colleagues within their police administrations, but also beyond them.
The visit showed once again that the Serbian police is committed to working more efficiently in the field, also in line with EU standards, and that they can count on Slovenia’s friendly assistance along the way.

Building capacities for the management of patrols in Serbia is an example of Slovenia’s admirable international development cooperation with Serbia, which has been ongoing for several years. In the EU accession process and implementing reforms also in the field of police work, Serbia is already making progress, with the help of Slovenia, in the more coordinated work of police officers on the ground, which enables them to respond more effectively to people’s needs and at the same time provide them with greater security when performing police tasks.
After Slovenia recently successfully provided expert assistance during a field visit to Serbia, the cooperation continues with a study visit of a group of leading representatives of organizational units of Serbian police administrations in Slovenia. The study visit will take place from 16 to 22 May 2022 and will be the opportunity for Serbian colleagues to get acquainted with the work of patrols of all police powers and exchange experiences with Slovenian colleagues in the field of the police administrations of Novo mesto, Ljubljana, Koper and the Motorway Police.

Serbia has recently invested heavily in its police force, as the effective functioning of the police, as well as other rule of law bodies, especially with regard to migration and the fight against crime, which is not just in Serbia’s best interest, but it is also one of the basic requirements for EU membership. In the area of strengthening capacities for management of patrols for effective response in the field, Serbia has been working successfully with Slovenia through the international development cooperation programme.
Within the framework of this cooperation, a second field visit was held between 11 and 17 April 2022 in support of the system for the management of patrols in Serbia. It took place on the territory of the organisational units of the Police Administrations of Užice, Novi Pazar, Zaječar, Požarevac, Pančevo and Sremska Mitrovica as well as the police units of the Border Police Administration at the border crossing points with Croatia, Bosnia and Herzegovina, Montenegro, Bulgaria and Romania.
The field visit was an opportunity to review the implementation of the changes made so far and to discuss further improvements as well as provide advice on EU experience and standards in the organisational units already involved in the system for management of patrols. For those organisational units that are just joining the system, the visit was an opportunity to review the conditions for joining, carry out a preliminary consultation and to agree on the dynamics of integration.
The second field visit confirmed that strengthening the management capacity of the border, general and traffic police patrols is progressing well towards the goal of better responsiveness in protecting and assisting people, in particular, vulnerable groups; better coordination of police work in the field, including in the response to migration and in the fight against organised crime; and better protection of police officers in the performance of their duties.

The project ” Building capacities for management of patrols”, which Slovenia is implementing in Serbia within the frames of international development assistance, is continuing to upgrade the patrol management system and expand its users. As part of the following planned activities, a field visit to Serbia is planned between 11 and 17 April 2022. The field visit will be an opportunity to assess the technical capabilities and performance of the patrol management system and the impeccability of its operation and counselling on the spot in organizational units of the Serbian police that are newly joining the patrol management system.
Since its implementation, the project has already shown the positive effects of patrol management in the responsiveness of the police to the needs of the people and confirms the awareness of the benefits of such management in the wider area of Serbia.

Serbia, assisted by Slovenia, continues within the framework of the international development cooperation project, to strengthen its capacity for better management of border, general and traffic police patrols. Following the successful establishment of a patrol management system in pilot organizational units, and good experience in increasing efficiency and response to the needs of citizens, their protection and security, the project continues to upgrade the capabilities of ICT technology and a system that will support management of all organizational units of Serbia’s MIF that patrol or carry out fieldwork.
As part of these activities, a workshop a workshop is planned to be held in Belgrade for representatives of the Regional Police Administrations (PPU) and Regional Centres of Border Police Administrations (RC UGP): Bor, Piro, Požarevac, Sremska Mitrovica, Vranje, Zaječar and representatives of the Sector for Analytics, Telecommunications and Information Technology (SATIT).
