Between 12 and 16 October 2021, a field visit took place in Serbia in the territory of ​​the Bor, Pirot, Požarevac and Zaječar police administrations.

Twelve organizational units of the general, traffic and border police, two regional centres of the Border Police Administration and four regional police administrations showed how the patrol management system is being introduced and what challenges they face. They could already present concrete examples of good practice, when a faster and coordinated response of patrols was crucial for better service to citizens and saving their lives. A representative of the Slovenian police also provided counselling to colleagues on the spot in all visited organizational units of the Serbian police.

A successful field visit in the aforementioned 16 organizational units represents a step closer to a comprehensive approach to the effective management of patrols throughout Serbia.

 

 

 

Patrol management is an important part of the police response to people’s needs when their lives, their safety or property are at stake, and the speed of response can save lives.

 

 


The project is part of the program activities of international development cooperation, financed by the Ministry of Foreign Affairs of the Republic of Slovenia and implemented in cooperation with the Ministry of the Interior and the Police of the Republic of Slovenia.

Slovenian development cooperation with the Police of the Republic of Serbia continues successfully

The development cooperation of the Republic of Slovenia with the Republic of Serbia is proceeding successfully. It is expected that between 12 and 16 October 2021 a field visit of organizational units in the Bor, Pirot, Požarevac and Zaječar police administrations is planned in Serbia with the aim of facilitating the involvement in the use of patrol management systems, implementation of expert assistance in deployment and on-site counselling.

Slovensko razvojno sodelovanje s Policijo Republike Srbije se uspešno nadaljuje

Razvojno sodelovanje Republike Slovenije z Republiko Srbijo uspešno poteka. Predvidoma med 12 in 16. oktobrom 2021 je v Srbiji načrtovana izvedba terenskega obiska organizacijskih enot na področju policijskih uprav Bor, Pirot, Požarevac in Zaječar s ciljem spremljanja vključevanja uporabe sistema za upravljanje patrulj, izvajanja strokovne pomoči pri uvajanju in svetovanja na licu mesta.

Upravljanje patrulj je pomemben del odziva policije na potrebe ljudi, ko je ogroženo njihovo življenje, njihova varnost ali premoženje, hitrost odziva pa lahko reši življenje.

 

Projekt je del programskih aktivnosti mednarodnega razvojnega sodelovanja, ki ga financira Ministrstvo za zunanje zadeve Republike Slovenije in ga izvajamo v sodelovanju z Ministrstvom za notranje zadeve in Policijo Republike Slovenije.

Management of patrols is an important part of the police response to people’s needs when their lives, safety, or property are at stake. The needs of vulnerable groups are particularly important here. In many cases, it is essential, even a matter of life or death, how quickly a patrol can respond. A police officer who performs a dangerous task in the field can also be in danger of death. It is therefore important that we have a well-functioning patrol management system that enables the efficient management of all police capacities.

In the period from 8 to 11 June 2021, a series of workshops was held, the purpose of which was to strengthen capacity and prepare for the integration of organizational units in the field of police administrations Bor, Pirot, Požarevac and Zaječar in the patrol management system. Representatives of these police administrations exchanged their experiences with their colleagues from organizational units in the territory of Police Administration Sremska Mitrovica and Police Administration Vranje, as well as with representatives of the Police of the Republic of Slovenia. The Slovenian Police were represented as active interlocutors by Primož Kadunc, Head of the Road Traffic Department in the Uniformed Police Sector, Miha Ristič from the Operational Communication Center, both Police Administration Ljubljana and Martin Detiček, Assistant Commander of the Police Station Brežice from the Police Administration Novo mesto.

Slovenska razvojna pomoč Republiki Srbiji, aktivnosti v teku

Slovenska razvojno sodelovanje z Republiko Srbijo se uspešno nadaljuje tudi v letu 2021. Od 8. do 11.6.2021 bodo v Srbiji potekale delavnice, katerih namen je prenos izkušenj in dobrih praks na področju upravljanja patrulj. Delavnice bodo namenjene organizacijskim enotam splošne, prometne in mejne policije na območju policijskih uprav Zaječar, Bor, Požarevac in Pirot. Srbija si na ta način, ob pomoči Slovenije, trudi  izboljšati odziv policijskih patrulj na potrebe ljudi, koordinacijo dela policije na terenu, tudi pri odzivu na kriminal in migracije, in zaščito policistov pri opravljanju policijskih nalog.


Projekt je del programskih aktivnosti, ki se izvajajo v sodelovanju z Ministrstvom za notranje zadeve/ Policijo Republike Slovenije, financira pa jih Ministrstvo za zunanje zadeve Republike Slovenije iz sredstev za mednarodno razvojno sodelovanje.

Slovenian development aid to the Republic of Serbia, activities in progress

 

Slovenian development cooperation with the Republic of Serbia is continuing successfully in 2021. From 8 to 11 June 2021, workshops will be held in Serbia, the purpose of which is to transfer experience and good practices in the field of patrol management. The workshops are intended for organizational units of the general, traffic and border police in the area of the police administrations of Zaječar, Bor, Požarevac and Pirot. In this way, with the help of Slovenia, Serbia strives to improve the response of police patrols to the needs of the people, the coordination of police work in the field, including the response to crime and migration, and the protection of police officers in performing police duties.

With the support of Slovenia and the development of innovative ICT technology and the implementation of other activities of international development cooperation between the two countries in the past two years, Serbia has successfully strengthened the patrol management system, which will also contribute to achieving the standards required for EU accession. Despite the innovativeness of the solutions, it is a simple, user-friendly system, which does not impose new obligations on police officers, only increases work efficiency, prompt response and coordination.

While respecting safeguards to prevent the spread of COVID-19 between 27 and 31 October 2020, a test workshop and advice provision on the use of equipment and knowledge was executed in Serbia, which will enable better management of patrols and increase the efficiency of the work of emergency services and operations centres. The exchange of knowledge and experience was followed by a ceremonial handover of equipment and a discussion on new findings, in which representatives of the leadership of both police, Slovenian and Serbian, also participated.

In the aggravating circumstances caused by the Covid-19 pandemic, the credit for the above-average rated success can be attributed to close collaboration. Such level of cooperation is possible only since it is grounded on established level of partnerships characterised by mutual trust and a similar understanding of the professional efforts of both Slovenian and Serbian police, to be the best possible service to citizens in ensuring internal security and preventing and fighting crime.

In the first phase, the new patrol management system, coordinated by the Command and Operations Center of the Ministry of the Interior of Serbia, includes the Border Police Administration and its 3 organizational units: the Operations Centre of the Border Police Administration, the Batrovci Border Police Station and the Rujan Border Police Station; Vranje Police Administration, with two organizational units: Vranje Police Station and Vranje Traffic Police Station and Sremska Mitrovica Police Administration, also with two organizational units, Sremska Mitrovica Police Station and Sremska Mitrovica Traffic Police Station. Representatives of the Ministry of the Interior of Serbia expressed interest in including all other organizational units of the Ministry of the Interior of Serbia in the patrol management system in the coming period of international development cooperation and with the help of Slovenia.

The results achieved will help improve the response of police patrols to the needs of the people, the coordination of police work in the field, including in responding to migration, and the protection of police officers in the performance of police duties. It is a contribution to the goal of sustainable development; to develop efficient, responsible and transparent institutions, which Slovenia has ranked among the priorities in the implementation of international development cooperation.

After a series of demanding steps over the past two years, carried out with Slovenian support, from analysis of the situation, various forms of exchange of knowledge and experience, to development work and optimization, in the coming week in Serbia, from 27 to 30 October 2020, handover of the developed information technology for patrol management will be held. Prior to the handover, a test workshop and counselling for the use of equipment and knowledge will take place in Vranje, which will enable better management of patrols. In this way, with the help of Slovenia, Serbia is trying to improve the response of police patrols to the needs of the people, the coordination of police work in the field, including the response to migration, and the protection of police officers in performing police duties.
